CIty CommISSIon on July 6~ 1978. There IS no certIfIed plan
SInce thlS was before the certIfIcatIon process ~as InitIated.
AuthorIzatIon IS now requested to amend the plan approved by
the CommissIon to provIde a fOUT foot hIgh wood fence paral-
lelIng a portIon of the south and east property lInes, a SIX
foot hIgh chaIn lInk fence along d portIon of the east property
LIne and a four foot hIgh masonry wall around a portIon of the
sWImmIng pool deck.
I recommend we apPLove these modIfIcatIons as a mIrror plan

The C1ty CommisS1on approved the Prel1minary Site Plan for the
subJect property on July 6, 1978. The plan was never certified.
The applicant recently subm1tted a revised Prelim1nary Slte Plan
Wh1Ch was approved by the City Manager on March 20, 1978 as a
"minor plan change" (see attached memo).
It 1S appropriate at th1S t1me that cons1derat1on of deta1led
construction plans for the above ident1fied project proceed.

Revised Site Plan for Viewpoint on-the-Bay

The City Commission approved a site plan for the subject property
on July 6, 1978. The plan was never subsequently submitted for
cert~ficat~on by the C1ty Clerk nor was application made for a
building permit under the approved plan.
The applicant has now subm~tted a rev~sed site plan for cert~f~cation
and w~ll be seek~ng a bu~ld~ng perm~t under the rev~sed plan. As
outl~ned 1n the attached letter from arch~tect Fred Melby, the
principal changes to the Commission-approved s~te plan are the ad-
dition of one unit, accomplished by an internal structural rearrange-
ment, and one add~tional uncovered parking space. The add~tlonal
unit is allowed within the density permitted on th~s site, and the
additlon of the one parking space would bring the parking into full
comp1~ance. I also note the SW1mm~ng pool location has been adjusted
to comply with the l8-ft. setback requirement of the Coastal Construc-
tion Code.

In recognition of the fact- tha~ the plan changes are m~nor ~n nature
and in full compl~anca w~th the provisions of the Zon~ng Ordinance,
I recommend that you approve the plan changes as a "minor plan change,1I
thereby dOlng away with the necessity to return to the Commiss~on for
thelr approval. If you will slgn a copy of this memo, indicat1ng your
approval, I will attach it to the required four copies of the plan to
be certlfied by the City Clerk, which will enable the Building Depart-
ment to process the application for the build1ng permit.

There has been a minor change since the plan was approved by the CI t~
Commission last July 20. He ilave changed the bUilding from tillrty-four
(3:') units to thirty-five (3j) units WillCh is tne maximum allowable
density w,t~ the land area In t~e project. This does not cnange t~e
bUilding configuration or size since the cnange was accomplls~ed oy
suusti tuti ng three (3) standard apartments for two (2) penthouses on t"e
top floor ~k had one (1) extra covered parKing space under tile
~ui1ding. 0ut to comply with tile parking requirements, ~e nad to add
one (1) additional space outside.
