SUBJECT. ce. Bob Keller, AsSIStant City Manager/Economic Development Ream Wilson, Director of Parks & Recreatton Rich BaIer, City Engineer John Richter, Senior Planner Don McCarty, SenIOr Planner Doreen Brett, Staff Assistant III DATE * May 20, 1997 I am sorry you mlsseq.our meeting last w~ek on the above subject I hope you are feelmg better At the meeting, the followmg Issues were discussed regarding the Harborvlew changeable message Sign. :J . Conflicts between the need to use the Sign to advertise Harborvlew venues and City and/or public events I relayed to the group your concerns about pOSSible conflicts m thiS area. It was decided that, due to the potential for conflicts and the populanty of the causeway banner, we would not attempt to have City events advertised on the Harborvlew changeable message Sign. We do Intend to see If there are ways to tmprove and/or augment the banner program, mcludmg the posslblilty of additional banners across Cleveland Street Ream Wilson Will be confemng With Rich BaIer over this Issue . Frequenc.y of message change The group discussed the message change frequency and the fact that the "flashmg" nature of the Sign fads to meet the message change cntena established by the CommisSIon In granting the vanance We need to ensure that the Sign wdl not change messages (I e flash) more frequently than 3 bmes per hour This means that the Strip must stay static (e g. not flash or scrolQ for 20 mmutes at a bme We can provide you With some technical assistance regarding how the Sign can be made more legable from the standpomt of the passersby You may contact either me or Don McCarty for thiS assistance . Sign appearance. The group discussed the appearance of the Sign and concerns were raIsed regarding the electrical boxes at the base of the SIgn, the back of the Sign, and landscapmg Issues. It was felt that the appearance of the Sign IS somewhat marred by the electrical boxes and the unrestncted View of the back of the Sign. In addition, the landscapmg does not appear to accenruate/complement the Sign as was Intended Please contact Don McCarty to see how these Issues can be addressed Ream Wilson has offered assistance In the landscaping area to Improve the overall Sign and site appearance I hope that thiS memorandum IS clear We are here to help you address any of the above concerns.
