96-69� Ff � RESOLUTION fd0. 96-69 A RESOLUTION OF Ttl� CITY OF CLEARWATER ADOPTING THE EVALUATION A�ND APPRAISAi. REPORT OF THE CI'PY OF CLEARtIVATEH COMPREHEN5IVF PLAPI AS REQUIRED BY FLORIDp► STATUTES r4ND FLORIDA EiDiVI�iVISTRAYIVE CODE; PROVIDING AN EFFEC'Tli/E DAYE. WHEREAS, Section 163.3191 Florida Statutes ref(ects the intent of the state legislature that local planning should be a continuous and ongoing process, and that as part of this process a local government should periodicaliy assess the success or failure of its comprehensive plan to adequately address changing conditions and to provide updates to the plan to reflect changes in state policy on planning and growth management; and WMEREAS, based on this assessment, the comprehensive plan may require updating and revision in order to ensure that the plan continues to provide sufficient guidance to the local governrnent regarding land deveiopment decisions; and WNEFIEAS, the City of Clearwate� City Commission is required to adopt the Evaluation and P�ppraisal Report within ninety days from the date of receipt of the proposed Evaluation and Appraisa! Aeport by the Ciearweter Local Planning Agency; and WHEF3EAS, the City of Clearwater has prepared and submitted a proposed fvaluation and Appraisai Report to the Florida Department of Communi4y Affairs for review prior to adoption; The City of Ciearwater has addressed all review comments and concerns by the Department of Community Affairs; the City of Clearwater has satisfactorily responded to and incorporated said comments and concerns made by the Department of Community Affairs, and has included the comments and concerns in the form of an addendum to the Evaluaeion and Appraisal Report for adoptian by the City of Clearwa2er City �ommission; and WHER�AS, upon adoption of the Clearwater Evaluation and Appraisal Report the Department of uoinmunity ,4ffairs shail conduce a Sufficiency Determination. P.ppraisal Report as required by Florida Statutes Section 163 and the associated rules fisted in the Section 9J-5 of the Florida �dministrative Gode; now, therefore, �3E 17 R�SO�.VEp �Y TFiE CJiY COMIV�ISSIO�!
