A RESOLUTION OF THE CITY OF CLEARWATER,
FLORIDA, /OPPROVING IN CONCEPT A PLAN TO
LEND $900,000 TO THE COMMUNITY
REDEVELOPNiENT AGENCY OF THE CITY OF
CLEARWATER TO FACILITATE THE
DEVELOPMENT OF A WINN-DIXIE STORE IN A
DOWNTOWN CLEARWATER LOCATION TO BE
OWt�lED �Y CLEARWATER NEIGHBORHOOD
NOUSING SERVICES, INCORPORATED;
PROVIDING AN EFFECTIVE DATE.
4'VHEREAS, the Clearwater Neighborhood Housing Senrices,
incorporated (CNHS) is working wifih Winn-Dixie to develop a grocery store in a
locatior� in Downtown Clearn►ater to be nwned by CNHS, and
WHEREAS, CNHS has asked the Community Redevelopment Agency
(CRA) to iend the project up #o $900,000 at an interest rate of 3% over 20 years;
and
WHEREAS, the CRA would borr�va up to $900,000 from the City ofi
Cl�an�raier at ihe curr�nt cash pool rate of 6% and pay down the interest with
the tax increment generated by the improvements in the Downtown
F�edeveloprnent Dis4ric4 from th� store; and
UVHEREAS, the CRA must amend the Downtown Plan to include a
grocery store at the location; and
WH�REAS, the Winn-Dixie project will benefit the do��rntown
redevelopment destrict by improving the property, generating or retaining �ver
200 jobs and providing convenient, acce�sible shopping to support the
r�sidential areas within the CRA and surrounding areas; now, therefore,
BE IT RESOLVED BY TNE CITI( COMMISSION OF
THE CITY OF CLEARWATER, FLORIDA:
Sectior� 1• The City Commission approves in concept a plan to lend up to
$900,000 at 6% interest for 20 years to the CRA which in turn will lend $9Q0,000
at 3% interest over 20 years to CiVHS for the development of the Winn-Dixie
store in a focation in Downtown Clearwater; provided that the CRA Plan is
amended to include a grocery store at the location and all other conditions are
met.
