96-17�� r RE$OLk1TION NO. 96-17 A RESQLUTION OF THE CITY OF CLEaRWATE�2, FLORtDA, ACTtNG IN CONJUNCT(ON WITH THE MANAGEMENT STAFF OF THE HARBORVIEW CENTER, ESTABLISHING RULES OF OPERATtON FOR THE PARKiNG OF RECREATIONAL VEHICLES ON PUBLIC PROPERTY IN TH� VECIN�7Y OF THE HA�BORVtEW C�NTER; PROVIDING AN EFFECTIVE DATE. WHEREAS, Ordinance No. 5956-95 authorizes certain overnight parking in accordar�ce with rules to be developed by the Clearwater Gity Commission and if�e Harborview Center management staff; and WHEREAS, the Ci'ty of Clearwater is interested in creating a competitive conference cenfer operation afi the Harborview Center; and WHEREAS, ir� conference centers of the size of the Harbonriew Center, some form of exhibitor recreafiional v�hicle parking is typically provided; and WI-IEREAS, the City of Clearwater has determined that the provision of recreaiional vehicl� parking in the vicinity of Harborview Center is in the best interest of cr�ating a competitive situation for #he operation af the Harborview Center; and WHEREAS, such recreational vehicle parking requires rules of operation io make it compatible with the aesthetic and public safety goals of the City; Now, therefore BE IT RESOLVED �Y THE CITY COMMISSION OF THE CI"fY OF CLEARWA7ER, FLORIDA: - Sec '�n 1. The City Commission of the City of Clearwater, acting in conjunction with the management staff of the Harborview Center adopts the rsales of operation for recreatiorial vehicle parking in the vicinity of the Harborview Center, more fully described in attached Exhibit A. A11 parking of recreational vehiclea must comply with the following rulea. ��IGI�II,ITY Only exhibitors authorized by the Harborview Center management may avail themselves of this recreational vehicle parking privilege. Parking is limited to a total of 10 recreational vehicle� at any one time. LOCA.'TIOi�t Recreational vehicles may be parked in degignated areas at the lower City Hall parking lot. DLTRATIO11oTT �F STAY , Authorized exhibitors are allowed to overnight park their recr�ational vehicles the day preceding the opening of the exhibi.t and must remove the vehicles no later than the day after the close of the exhibit. Failure to comply with this requirean�nt may result in the towzng of the recreational vehicle at the o�ek'a expenae. �ERVICES No servicea (electrical, water, restrooms, showera, pump-out, etc.} are available at any parking location. T��'ES t�l� VE�TIi CLES Only recreational vehicles, travel trailers, campers or like uaxi�s ehall be allowed to overnight park in these specified location�; only vehicles intended to be occupied during the avernight period ehall be stored at the above locationa. No vehicle longer than 35 feet ehall be atored at the above locations. All stored vehicl�s shalZ be in good working order. ����� , . • '"� ''^, SENERAL �ONDUCT The following are prohibi�ed at parking locatione: e Outdoor dining ► Outdoor clotheslines ► Uae of tents or other outdoor atorage ► Campfires or any other sort of open fire ► Repair or aervicing of vehicles ► Consumption of alcoholic beveragea ► Littering �S�TRANCE/LI�:BILITY Partici�ants will be required to execute a release form regardirxg peraonal injuxy or damage to the vehicle or any personalty contained therein and/or any other agreement that the City Riak Marag�ment Department deems necessary to protect the City of Clearw�ter and the Harborview Center from liability claime. The City of Clearwater and the management of the Harborview Center reserves fi.he right �o require compliance with theae rules and to require the removal of any vehicle whose owner(g) are not in compliance. Loss of exhibitor privileges are another conaequence of failure to comply with these rules. �� A fee of $10.00 per night per vehicle shall be collec�ed by the Harborvie�a Center staff to defray the costs of monitoring this program. �'��/�
