RESOLUTION NO. 96-07
A RESOLIlTION OF THE CITY OF CLEARWATER,
FLORIDA, REQUESTING STATE ASSISTANCE IN THE
RENOURISHMENT OF THE STORM RAVAGED BEACHES
ON SAND KEY IN PINELLAS COUNTY; PROVIDItJG AN
EFFECTIVE DATE.
WHEREAS, the public policy of the State of Florida, as expressed by the
Legisiature in Chapter 95-248, Laws of Florida, is that "the beaches of the State are
among the State's most important environmental resources and the restoration of
eroding beaches is necessary to the economic interest of the State given their impact
on tiourism and on the protection of upland development": and
WH�REAS, 61% of Pinellas County beaches are undergoing erosion, 56% of
which is critical erosion, and both figures are among the highest in the State; and
WHERE�S; an the past three years, Sand Key has suffered severe losses due to
storms and storm-reladed beach erosion; and
WHEREAS, in September, 1995 fihe Florida Department of Environmental
Prot�ction recomm�nded $7.1 million Sfate Erosion Control Assistance funds, in
combination with $13.� million and $2.3 million in federal and county funds respectively,
for the Sand Key Phase IV beach res#oration/renourishment project in fiscal year 19960-
1597; which project includes 1.5 miles of an 80' to 100' wide beach for Clearwater Sand
Key, and renourishment fior adjoining communities; and
V1lHEREAS, Pinellas Counfy has appropriated its share of the cost; the City of
Clearwafier has expended $1 million and purchased land for adequate beach parking and
beach access; the Army Corps of �ngineers has accelerated the project one full year;
and the Federal government has coinmifted to confinued funding for its share of#he
canstruciion and periodic renourishment of the beach through the year 2043; now,
therefore;
BE IT RESOLVED BY THE CITY COMMISSION OF THE
Cll"� OF CLEARWATER, FLORIDA:
Section 1. The City Commission h�reby urges the Pinellas Legislative Delegation
to vigorously support legislation which will +�rc�vide the necessary State funds for the
Sand Key Phas� 1V beach restoration/renourishment project as recommended by
Pinellas County, the Army Corps of Engineers and the Department of Environmental
Proteotion.

Section 2. The City Clerk shall provide copy of this resolution to each member
of the Pinelias County Legislafive Delegation.
