FLORIDA, REQUESTING THE PIPIELLAS COUNTY
LEGISLATIVE DELEGATION INITIATE LEGISLATION BY
SPECIAL AGT iQ FROVIDE FOR THE ANNEXATION OF
CERTAIM ENCLAVES EXISTI{�� WITHIN

DELEGATION RND TO OTHER PERSONS AS
DESIGNATED BY THE CITY COMMISSION; PROVIDING
AN EFFECTIVE DATE.
1lVHEREAS, the presenc� of enclaves of unincorporated property withir� the
boundaries of the incarporated municipalities of Pinellas County results in ar� uneven
delivery of municipal services and a confusion of how governmental services are
delivered within Pinellas County; a�d
WHEREAS, the funding and delivery of governmen� services could be more
efficiently and logically provided if large numbers of small enclaves were eliminated
when such enclaves are of three acres or iess in size and are inclu�ded entirely within
the jurisdictional boundaries of a municipality; now, therefore,

Section 1. The Ciiy Commission of the Ciiy of Clearwater requests the
members of the Pinellas County Legislative Delegatian to pass a special act during the
1997 sassion of the florida Legislat�are far the purposes af providing fior ihe annexation
of certain enclaves of #hre� acre� or less in size wrhich are eniirely contained within the
boundaries of a municipali4y into the i�corporaied area of the municipafity by ordinance
afier the municipality d�termines that it can provide ur�an service to the area. Further,
the annexed property shall be r�qu9red to connect fio sewer services wiihin three years
of annexation and the rnunicipality shall be required ia pay no mare than one-half the
total cost of impaci fiees for exisiing structures.
Section 2. �'he City Clerk is direct�d to provide copie� of this resolution to the
members of the Pinellas �aunty Legislatiive Delegation and to other appropriate
government o�cials as is directed by the City Commission.
