THAT PRESIDENT CLINTON ES7ABLISH A PRESIDENTIAL INITIATIVE OR
BLUE F2IBBON GOMMISSION O�! UNDERAGE DRINKING, AND
REQUESTING THAT GONGRESS HOLD A HEARING TO EVALUATE 'THE
NEED FOR UNIFORM NATIONAL SiANDARDS REGARDING D(dUMK
DRIVING; PROVIDING AM EFFECTIVE DATE.
WHEREAS, underage drinking is out of control throughout America and fuels a
perpettaal aicoho( problem in our country that results in widespread harm to our nation's youth
and fo society; and
WHEREAS, drunk driving is a leading cause of death of America's youth; and
WHEREAS, alcohol abuse causes or is a significant con4ribu4ing factor in accidental and
premature deafhs, violent crime, child abuse, teenage pregnancy, illiteracy, AfDS, narcotics
addiction, and the destruction of families; and
WNEREAS, underage drin�ing has become a national crisis that is not being adequatefy
addre�sed; now, therefore,
�E 1T RESOLVED BY TNE CITY COMMISSIOiV OF 7HE CITY
OF CLEARIlVAiER, FLORIDA:
,`.,� S�ctian 1. The City of Clearwater r�quests that f'resides�t Clinton establish a
Presidential Initiative or Blue Ribbon Commission on Underage Drinking io develop a
comprehensive plan of action to address this issue on a national, stat� and local level. The
result of this initiative should be a blueprint that takes a total system� approach that can be
us�d by every communi4y in our nation. �
S�ction 2. The Gity of Clearwater requests thaf Congress hold a hearing to evaluate the
need for uniform national standards so that all citizens will enjoy �qual proteation from the
threat posed by drunk drivers no matter what state or community they live in, work in or travel
through.
