A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA, ESTABLISHING A NEW SCHEDULE OF FEES
TO BE CHARGED FOR APPLICATIONS FOR REVIEW OF SITE PLANS,
SUBDIVISION PLATS, LAND USE PLAN AND ZONING ATLAS
AMENDMENTS, CONDITIONAL USES, VARIANCES, AND CERTAIN
CONTINUANCES; RESCINDING RESOLUTION 92 -38, AS AMENDED,
RELATING TO SUCH FEES; PROVIDING AN EFFECTIVE DATE.
WHEREAS, administrative review is required for site plans, subdivision plats, annexation
requests, land use plan and zoning atlas amendments, requests for conditional use and variances,
appeals and continuances, and concurrency review; and
WHEREAS, the City incurs direct and indirect expenses for such reviews; and
WHEREAS, the City Commission desires to establish a schedule of fees to fully defray such
expenses but in such a manner as to reflect City economic development goals; and
WHEREAS, the City Commission finds it necessary to adopt a new schedule of fees as set forth
herein in order to defray said expenses but in such a manner as to reflect City economic development
goals; now therefore
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA:
Section 1. There is hereby established the following fees and charges relating to review
and processing of site plans, annexation requests, land use plan and zoning atlas amendments and
subdivision plats, conditional uses, variances, appeals, continuances and concurrency reviews:
A. Site Plan Review:
(1) Base charge for each site plan .................. $250.00; plus
(a) For each acre, or fraction thereof ............... 50.00
(2) Revalidation of a Certified Site Plan ............. 150.00
(3) Site Plan Amendment (After Certification) ........... 150.00
(4) Transfer of Development Rights
(a) With Formal Site Plan Review ................. 150.00
(b) Without Formal Site Plan Review ............... 350.00
B. Subdivision Plat Review:
(1) Base charge for each preliminary
subdivision plat ................................. $890.00; plus
(a) For each lot included on the plan ..................... 25.00
(2) Revalidation if a Certified Preliminary
Subdivision Plat .... ........ ....................... 50.00
(3) Subdivision Plat Amendment (After
Certification, Prior to Recording) ........................ 50.00
(4) Administrative Lot Division ............... . ........ 150.00
C. Annexation and Initial Zoning and Land Use Requests:
(1) Base charge for each application for an agreement to annex
or annexation and initial zoning designation (including an
individual existing or proposed single- family dwelling

(1) Base charge for each application for Amendment

(b) For alcoholic beverage sales requests ................. 200.00
*Exception A: Requests involving transfers of business
ownership for which a conditional use permit has
previously been issued ........................... 350.00
*Exception B: Requests involving package sales
of alcoholic beverages for indoor retail sales
uses selling alcoholic beverages as an accessory
use and which either: (a) contain a minimum of
25,000 sq. ft. of gross floor area; or (b) sell
alcoholic beverages only as part of a "gift set"
in which the value of the alcoholic beverage(s)
in the set is less than 50% of the value of the

Section 2. Resolution 92 -38 is hereby rescinded.
