A RESOLUTION OF THE CITY OF CLEARWATER, FLORIDA,
AMENDING THE CRITERIA OF THE FEE SCHEDULE FOR OFF -
PREMISES USE OF MATERIALS FROM THE PUBLIC LIBRARY SYSTEM
OF THE CITY BY NONRESIDENTS OF THE CITY TO ALLOW
ANNEXATION APPLICANTS TO RECEIVE LIBRARY CARDS WITHOUT
CHARGE; REPEALING RESOLUTION NOS. 88 -42 AND 92 -51, ON
THE SAME SUBJECT; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Clearwater provides library service for residents and
taxpayers within the corporate limits of the City; and
WHEREAS, it is desired that persons who are nonresidents of the City who
use library materials off the premises pay a reasonable user fee for the use of
library materials comparable to the costs to City residents and taxpayers; now,
therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA:
Section 1. Effective October 1, 1992, the fee for nonresidents who check
out materials from the Clearwater Library shall be as follows:
(1) Annual individual nonresident $ 33.00
(2) Annual family nonresident 92.50
(3) Seasonal (6 months) individual nonresident 25.00
(4) Seasonal (5 months) family nonresident 62.50
A family nonresident card may be used by any member of the immediate family of
the person to whom the card is issued, or a card may be issued to each family
member.
Section 2. The criteria which establish the class of city residents for
the purposes of this resolution are:
(a) Permanent residence within the corporate limits of the City; or
(b) Ownership of real property within the corporate limits of the City,
as evidenced by the official tax rolls maintained by Pinellas
County; or
(c) Tourists and guests residing at properties within the corporate
limits of the City; or
(d) Employees of the City, and their spouse and children who live at
home; or
(e) Owners of real property outside the corporate limits of the City
following receipt and referral of an annexation petition.
Section 3. This resolution shall take effect immediately upon adoption.
