Dear Mr. McNeill;
Reference is made to spaces One (1), Two (2), and
Three (3) in Lot Fourteen (14), Block Eleven (11), in
the Clearwater Cemetery. It was incorrectly indicated
that Mrs. Mulholland owned these spaces on a printout
you received from Eric, our Groundskeeper.
While I was researching the above property
ownership, I discovered correspondence which detailed
an account of what happened. It appears as though
when the spaces were sold to Mrs. (Bilik) Mulholland
in 1973, the seller had no right to sell them.
The matter was brought to light when the family
who owns the spaces informed the City of the improper
sale of the spaces by a family member to Mrs. (Bilik)
Mulholland. Although the City was not a party to the
sale the City agreed to exchange the spaces for three
others of Mrs. (Bilik's) choosing. Mr. Bilik was then
moved to the new space. Somehow the information had
not yet been picked up during a recent data conversion
of the paper-based "cemetery system" to a "relational
data based" cemetery program.

has requested that you disinter and reinter the remains of Mr. Bilik and
remove the headstone, according to the cemetery deeds which you have
received.
I understand that the body has been moved according to your instructions;
however, I do request that the headstone be moved as soon as possible. It
is not necessary to go through the competitive bidding process. Simply
advise Mr. Art Mulholland of the charges. Mr. Mulholland of the Parks and
Recreation Department, City of Clearwater, has the authority to approve the
work.
You can send the bill to me at P. O. Box 4748, Clearwater, Florida, 33518,
personally and I will see that the bill is paid promptly.
This matter has been discussed with the City Clerk and the City Manager's
office and all necessary approvals have been obtained.
