Dear Mrs. O'Connor:
Thank you for providing me with the copy of your birth certificate
and your statement to the effect that you are the sole surviving
heir of Beatrice Morgan, which I am delivering to the City Clerk
for her files.
Based upon the information you have provided us, I am of the
opinion that you are the owner of the three unused spaces. As the
owner, your rights include the right to sell any unused spaces back
to the City or to another. If you sell the spaces to another, the
City Clerk would like to be informed of that fact.
