Lo We will be shortly responding to the review questions for this project from the June 12, 2003 DRC meeting. Thank you for your time in speaking with Jon Burr of this office regarding the trees at this site. With this letter is an Exhibit for your use that identifies the 43 trees to be removed with a rated condition of 50% or greater per the tree appraisal made by Jack Siebenthaler Consulting Arborist dated June 9, 2003. Of the 270 trees located onsite that were evaluated in the tree appraisal (tree #s 253 thm 258 were omitted) 172 were rated 50% or greater. We are completing the paving and utility design for the project and have relocated three (3) of the smaller "poustina" buildings to a more central location to lessen the impact of utility services to them. We feel the proposed building locations are the best balance of tree loss vs. 100 -year flood elevation requirements (Min. FFE = 10.00), NGVD29. We have identified by number each tree on the Exhibit to be removed rated 50% or greater and have clouded them on the tree appraisal list. We have also included a copy of the survey that has the index numbers for each tree evaluated in the appraisal. Trees rated less than 50% are not identified by appraisal index number, but will be shown on the plans we are completing. Please note trees numbered 49, 62, 64, 66, 87 and 92 located in the right of way on the east side of Bayview Avenue. One of the DRC comments requested a sidewalk within this right -of -way from the northwest comer of the site to the south end of Bayview Avenue. We note that no sidewalk exists on the east side of Bayview from south of County Road #31 to the north of the project site. In addition to the trees noted, there are other trees within the east right of way, some of which might also have to be removed to accommodate a sidewalk. We will be requesting that we not be required to build a sidewalk here. Your input on this would be appreciated. If you have any comments or questions, please call (727) 849 -7588. This should be of value when considering whether or not to expend any effort and /or expense in working with the trees in the future. Most, if not all tree appraisals done for municipal and /or state land plots do not take into consideration the condition or location of trees which is valuable information when considering whether to keep or eliminate such trees. It does not seem fair or proper to consider the value of any tree as a 100% value if the tree is actually below a reasonable percentage of value.
