Garden Avenue (CU95 -57) DATE: October 23, 1995 This memorandum is to address tree concerns raised by the Planning and Zoning Board with regard to the subject project. There are no specimen trees on this site. A majority of the trees shown to be removed are not oak trees. They include a mango tree, an avocado tree and a poor condition 30" jacaranda tree. The tree in the northwest parking space is a 2.6" live oak tree, however it is also in poor condition. If it were preserved in an island, there is one main leader stem with a large cavity which would have to be removed as it extends over the adjacent parking area and would be a hazard. The remaining leader stem is growing underneath power lines and will require continual pruning. It also contains dead wood and weak branches which would need to be removed. Consequently, after the necessary corrective pruning is done to remove the hazards to parked vehicles, there would be very little remaining canopy. The site design has saved the best trees on the property (the oaks in the north buffer and the large oak tree in the south buffer). Environmental Management does not see a benefit in revising the site plan, as the trees to be removed will be replaced with required landscape trees which will provide. a long term tree canopy. The plan shows 16 oak trees and two citrus trees to be removed for construction of the parking lot. In actuality there are 13 oaks, one chickasaw plum, one red bay, one red maple, two citrus and one ear tree (not shown on plans) proposed to be removed. Alan Mayberry and I have again inspected this site and have the following observations. The site has been cleared in the past and 6" -12" of topsoil removed. This work has resulted in root damage to most of the trees. All of the trees in question exhibit the following characteristics: 1. Significant mistletoe infestation, 2. Large amounts of dead wood, 3. Decay due to improper pruning cuts, 4. Poor structure /disfigured, and 5. Root and trunk wounds due to previous clearing /grading work. Due to all of the above, the trees are in a state of decline and it is doubtful any of them could withstand the construction process and survive in a parking lot setting. Once the dead wood and mistletoe are removed from these trees there would be very little canopy remaining. Consequently Environmental Management recommends that these trees be removed and replaced with required landscape trees which will provide along term canopy on the site. However, if the applicant wishes to attempt to preserve any of these trees, we can provide suggestions to increase the chances of survival. Harrison KCe Tech at Garden Ave. DATE: February 28, 1996 As Steve Doherty requested, I inspected the Lokey site and measured a 5' landscape buffer along S. Ft. Harrison Ave. and Lakeview Rd. The Pace Tech Garden Ave. parking lot has never received a final inspection because the contractor has not called for one. The Building Department does not require a C.O. for parking lot permits, therefore, the contractor is not required to request an inspection. Even though the contractor is not required a C.O., it has been my policy to conduct final inspections for parking lots to ensure that all of the Environmental Departments requirements are met. I have been in contact with the contractor for Pace Tech since the beginning of construction. The contractor is well aware of the landscape requirements and requested that the landscaping be installed at the same time the landscaping for the building addition across the street was being installed. I allowed the contractor to do this as long as I did not receive a formal complaint. Upon receiving the complaint from Brenda Nixon, I contacted the contractor and required the landscaping to be installed at this time. The contractor had no problem with doing so, but needed some time to make arrangements with his landscaper. Also, the Environmental Department has been conducting reinspections of commercial parking lots for compliance with our landscape codes. Since Feb. 1992 I have conducted over 600 site inspections and have brought sites with defincies back into compliance.
