Ft. Harrison Avenue Cary, as you can see by Alan's email it is pretty clear that you or the owner can take certain action to alleviate the liability of the tripping hazard. However, you or the owner need to go through our permitting department with your plans to make sure all the code requirements are handled. The issue that Alan raises about the drainage credits is vital, the plan that is taken to the permitting department needs to address that issue as well. Rick Albee is very good to work with on tree issues and will give you the proper guidance. I hope this gives you the guidance you requested. Harrison Avenue Paul: I checked the subject property today and the turf block installed in parking spaces next to existing trees was initially designed to provide aeration to the trees preserved during development. Subsequent to the C.O., a few of the trees adjacent to the turf block parking spaces have either died or are in need of removal and the remainder are healthy. For the most part the pavers have been uplifted and I concur that they pose pedestrian hazards. One solution is to remove the turf block from parking spaces where adjacent trees have died or where there are declining trees and simply pave the parking spaces. Planning and Development may require that a new "code" tree be planted near where the original tree stood but a new young tree can acclimate to the paving and will not require turf block. For the areas that have both healthy trees and turf block I believe the turf block could be removed and replaced with either porous concrete or concrete that has been vented (WANE units). Asphalt cannot be used as it will require too great a disturbance of the root system. Replacement of turf block with concrete may require minor root pruning. All of the above described activities should be performed under the direction and approval of Rick Albee (562- 4741). One final detail that should be considered is whether or not drainage credits were allowed for the use of turf block. If there was then any removal of turf block and subsequent replacement with an impervious material could affect retention requirements. R. Harrison Avenue Alan, the parking lot at the above address was originally approved in 1987 and had brick installed in the parking spaces around some oak trees. I believe this was done to promote root growth in the trees to keep them alive. My copy of the parking lot plan does not show if the brick was mandatory or just a request by the city. The issue is that some pedestrians have recently tripped over some of the bricks and the property manager is asking if the bricks can be eliminated. Would you take a look at this and determine if there was a requirement for these bricks and if so are they still needed?
