The fill dirt will impact the tree if left for a long period of time and the removal must be done with care to prevent root damage. Your concerns are accurate. As for the berm and water retention, the berm should be designed to limit the amount of fill in the critical root zone (drip line) of the preserved trees. The water retention should not bother the trees if it percolates within a couple of days. I believe this should be the case due to the sandy soils on site. I will inspect and address your concerns with the contracts at the beginning of next week (5/7 or 5/8). If you have any other concerns, please call 562 -4741 or e-mail. - - - -- Original Message---- - From: Cutting, Fred M (FL51) [mailto :fred.m.cutting @honeywell.com] Sent: Friday, May 04, 2001 9:47 AM To: 'Toner, Jonathan'; ' Albee, Rick' Cc: ' Brumback, Garrison'; 'Sjoquest, Greg & Joanne'; 'Cutting Kathy @ Berkeley'; 'Miller, Jim'; ' Tarapani, Cynthia'; 'Quillen PE, Mike'; Bostock, Craig W (FL51); Cutting, Fred M (FL51); 'Lane PE, Cole'; 'Harwell PE, Lee' Subject: Paul B Stevens Construction vs. Tree Preservation Large Oak on south side of the new retention pond. Myself and my neighbors appreciate the effort expended to protect this tree by changing the pond configuration. However the contractor is storing about 3 or 4 feet of dirt on top of the roots for this tree. I shared with Mr. Toner a concern that the roots could well be smothered ( Lack of Air or Oxygen ?) by this dirt. We also agreed it will take a skilled bulldozer operator using care to remove the dirt without further damaging the roots by equipment weight and /or incorrect depth of removal - to deep and the roots suffer or to shallow and they may still smother. Can one of you get a commitment from the contractor to remove this dirt? Should one of you, or a delegate, be present when it is done? I will be speaking to the School Board on this and other issues. I need to know what to ask for. Berm for the secondary retention pond I am not concerned about the occasional spill over from the main retention pond drowning the roots to that group of Oaks in the SE section of the school property. Should I be concerned? Will some one be checking the amount of wetness and requesting a change in height of the weir if necessary? The berm is to be only two feet high. Is it located so as not to smother too many roots for any one of those trees? Nancy Bostock, a Pinellas School Board member, is assisting me to set a time to speak to the board. I think she is out of town this week but I expect to here from her early next week. My guess is that the earliest I will be speaking to the board will be a week from this coming Tuesday. Can you respond to me on these issues by a week from Monday at the latest? Stephens School Construction ]Meeting with City of Clearwater, Pinellas School Board, Contractors, Engineers, and Representatives of each community Dear Neighbors of Salls Lake, Forest Woods, and Castle Woods: In our meeting today with the above attendees, the following is a brief summary our discussions on the issues concerning all of us: 1) Drainage -our city engineers have a number of concerns that need to be answered: a) water being piped directly from the school parking lots into Salls Lake, both the old parking lot and the lot at the new dumpster area -fears were expressed of hydraulic OHS, coolant and other contaminates entering the lake, not counting dumpster spills b) the dam that was created when new construction added the road from Lawrence Drive — school Engineers suggested a culvert be installed which would allow drainage toward the church - legal? c) the amount of flow into Salls Lake is being greatly increased -what effect does this have, and we need to know who is going to be responsible for the flooding we already know that will happen, along with erosion damage with higher water d) the water flow toward Castle Woods would be decreased by the added drains, however, the existing water flow problems from the northwest school property was put on future plans to discuss. Lets hope for no rain, to keep the area from flooding—this area really needs to be looked into as soon as possible -if the water is flowing from school property why isn't the school system responsible for flood damage to your property? 0 the retention pond is of great concern, which it should be to the Forest Woods community. A French drain was suggested to be located to the cast of the pond just in case the "all famous computer formula" info might be wrong -we prefer to be safe than sorry. 2) Pollution We are being assaulted daily by clouds of dust in all the neighboring communities, and there have been numerous warnings issued to the contractors. Do we constantly have to remind the contractors to control this? It shows their lack of concern to the neighbors, but then remember they are working for the school board.. Salls Lake has changed from a clear green into a muddy brown that lake residents have never seen - contractors seem to think it may be coming from the cleaning currently being done to Stcvens Creek along state route 590? No way! 04/25/2000 12:21 7277970859 JOLARISON PAGE 03 J 3) Privacy `X, There are trees and shrubbery planned along the north and south property lines with a 7 year grow plan? Why do they build concrete noise barriers along downtown interstate highways when all they have to do is plant a tree! It was also suggested a 10 foot tall chain link fence with vinyl inserts for the residents living next to the elevated road -I'm going to ask mine to be blue and white! They expect this to be a noise barrier? Do you think our neighborhood will find this $x very attractive? 4) 1; don't know -my mind was still reeling. Fact -the school board was dishonest to our city commission in regards to the waterline going thru the easement they want the city to give up-the line was changed days before Thursday's commission meeting-is this a fib? Next you will be pouring concrete over this easement! Why does the school board even show up when they are going to do what they want anyway? I also want the school board to dismiss the rumor about the surveying being off 5 feet and they may be building on private land- surveying took place again this past week. Why was something discovered? There will be a community mooing with city and school reps. at the school before the next city commission meeting for the school board to tell us what they are planning to do. I am sending this summary to all of our city commissioners. I want to openly thank Cynthia Tarapani, ,Assistant Planning Director, City of Clearwater, and the various city representatives who attended today's meeting. Rick, I suggest you come back to our neighborhood and this time we need to look at the root damage already done and the trees you said that were good. Speaking of trees - I understand our city did advise the contractors which trees should be saved, but then it was the contractors who tagged the trees that were removed. Yes there was an apology for destroying some of the trees that were not tagged. I really don't think any were over 125 years old! Let's not talk about the gopher tortoises! That's old news -the school board was right in how they calculated the fine to bury theml Let you and me try this! This morning l received a call from one of our neighbors who stated they have lost their shallow well. Could this be from the vibrating roller still being used which the contractors are denying using to Mr. Miller (another FIB)? 04/25/2000 12:21 7277970859 JOLARISON PAGE 04 I apologize for my long letter but I still think we live in a democracy and I want my voice heard -as I'm sure you do also. I want to thank our city commissioners for listening to us and realize it,s not only our communities being stepped on, but also our city -and we will stand up for what we know is right! We are not recognized by the school board as a neighbor, who has some serious questions that need to be addressed -the same as 3 weeks ago. 'hanks to everyone for all their support. As long as I am involved in this fiasco, I will do my best to keep you informed of any developments. Once again, my door is always open.
