ASSIGNMENT My assignment was to inventory and assess each subject tree as annotated on a provided tree survey in accordance with the City of Clearwater's tree grade requirements, record each subject tree's grade onto the provided survey, and provide a written report of inventory and tree assessment. There are 9 trees which are # 0, 1, or 2 (highlighted in pink on the attached survey), 409 trees which are # 3 (highlighted in yellow on the attached survey), and 2 trees which are # 4 (highlighted in blue on the attached survey). In addition, there is 1 cabbage palm (Sabal palmetto) with fifteen feet (15') or more of clear trunk. Following is an explanation of the rating system which was used: CITY OF CLEARWATER TREE RATING SYSTEM 0 Dead, require removal 1 Poor (nearly dead, hazardous), require removal 2 Below Average (declining, diseased, poor structure, potential hazard), require removal. 3 Average (worthy of preservation but has some minor problems, minor decline, tip die -back, minor inclusion) problems can be corrected. 4 Above Average (rather healthy tree with very minor problems) 5 Outstanding (very healthy) 6 Specimen (unique in size, age, exceptional quality) Trees rated 0 -2 should be removed because they pose a hazard, no replacement required, trees rated 3 are worthy of preservation but could be sacrificed to allow additional preservation requirements for trees rated 4 -6, trees rated 4 -5 should 1015 Michigan Avenue 4 Palm Harbor, FL 34683 • (727) 786 -8128 0 (727) 789 -1697 Fax r - =g Renaissance Oaks Tree Assessment August 22, 2005 Author. NOV 0 2 2006 VI*Lclxl"I11" NEIGHBORHOOD SeRVIOE-a CITY OF CLEARWATE-JI Pursuant to the "Conditions Not Met" on the City's website, we have addressed each of the comments below: Fire Review (Ann Downes- Blackburn): Comment: Response: Provide hard surface access roadways, 24 It wide (curb front to curb front) with 14 ft vertical clearance, capable of withstanding weights of 80,000 lbs. for fire and emergency vehicles, prior to construction. 8111/06 Revised plan submittal did not correctly address condition. 24ft hard surface access roadway curb FRONT to curb FRONT, capable of withstanding weights of 80,000 lbs. for fire and emergency vehicles, prior to construction. As discussed with Lenny Rickert, we have provided a 24' wide hard surface area from back of curb to back of curb and we have added notes stating that "the roadway surface includinq the curb is designed to withstand 80,000 lbs for fire and emergency vehicles" as shown per the Roadway Section Detail on revised sheet 7 and the Typical Street Section detail as shown on revised sheet 10. Land Resource Review (Rick Albee): Comment: 1. 8/16/06 -The anchor modular retaining wall appears to have a 22" +1- cut for the footer system. This will sever the root system. Wall needs to be placed "On Grade" with an aeration system out to the dripline. 6/1106- Revise the proposed grades at the 13" and 20" pine trees at the SW corner of the property. The pines will not tolerate the 2' - 3' of fill. Response: October 31, 2006 „Page 2 of 3 Per a meeting with Mr. Rick Albee on October 24, 2006, we have relocated the Anchor Modular Retaining wall as shown on revised sheet 8. We have also added building stemwalls and Anchor Retaining walls along the east side adjacent to buildings A and G as shown. This will minimize the potential fill transition area and the area disturbed while providing additional buffer from the existing trees proposed to be saved. We have also adjusted the Tree Barricade and the Root Prune limits as shown. Note that the Tree barricades, Staked Silt Screen and Root Prune limits are color -coded as shown on revised sheet 8, to differentiate and delineate more clearly in an effort to avoid any confusion. Comment: 2. 8/16106 -The anchor modular retaining wall appears to have a 22" +/- cut for the footer system. This will sever the root system. Wall needs to be placed "On Grade" with an aeration system out to the dripline. 6/1106- Provive a gravity wall, on grade, at the 13" oak tree south of the pool. With the wall on grade the proposed root pruning will not be needed. Remove the note from plans. Response: 2. See revised detail on sheet 11A which details the top of a 6" gravel base for a total of 14" cut for the of block below grade. Comment: 3. Institute the Surface Water Management Plan. Response: H E C E I V NOV 0 2 2006 BEVELOPIMENT 8, NERCHBORHOOD 8Epv1nr:S 3. Acknowledged. We will call for an inspection once the Comment: 4. Field stake the root prune lines. Response: CITY OF CLEAHKfATER 4. Acknowledged. We will call for an inspection once the Root Prune Limits have been staked in the field. We will call for a reinspection once the roots have been pruned prior to the tree barricades being installed. Comment: 5. 8/16106 -Could not find the root prune requirements on the Landscape Plan as stated. Root prune requirements must be shown on the Tree Preservation, which was not resubmitted with this resubmission. Revise plans and resubmit. 6/1/06 - Show root prune requirements at the trees adjacent to the spreader swale. Response: 5. See Revised Landscape and Tree Preservation Plan. October 31, 2006 Page 3 of 3 Comment: 6. Install tree barricades to City of Clearwater standards, 2x2 post with 1x4 rails at two thirds of the trees drip line and/or in the root prune lines. Response: 6. Acknowledged. We will call for an inspection once the tree barricades have been installed. Zoning Review (John Schodtler): Comment: 1.
