2450 DREW STTree Evaluation: 0 Joe DiMaggio Field CTS Clearwater, Florida i Prepared b P � Y � Alan Mayberry Consulting Arborist (—D Prepared for: o Leroy Chin, Landscape Architect City of Clearwater Parks Department } 'l Clearwater, Florida July 26, 2008 �p Overview: X The following report is an assessment of the overall condition rating of 17 trees growing x. at the Joe DiMaggio Sports Complex at the northwest intersection of Drew Street and Old Coachmen Road in Clearwater, Florida. The purpose for the assessment is to determine which trees have sufficient health, structure and form to warrant the cost of transplanting them on site. The trees , are rated per the criteria described below under tree inventory data. Following the inventory I will have comments in the conclusion section relative to my recommendations regarding the proposed tree transplanting project. Tree Inventory Data A tree inventory is a written record of a tree's condition at the time of inspection. The tree inventory lists five codes and also has a comment section. The following is an explanation of the data used in the inventory: Tree# - location - Each tree is assigned a number for reference in the inventory that corresponds with a number on a tag on the tree that identifies the location of the tree in the field. f Size — Tree size is a measure of the tree's trunk diameter measured at 4.5' above grade. If there is a fork in the trunk at that point, the diameter is measured at the narrowest area below the fork. t Species - Each tree is listed by its common and botanical name the first time it is listed in_ the inventory. For simplicity the tree is listed by its common name thereafter. Crown spread — The crown spread represents the average spread of the outer dripline and is attained by measuring the widest point of the crown and the shortest distance and calculating the average between the two. Condition Rating — The condition rating is an assessment of the tree's overall structural strength and systemic health. Elements of structure include: 1) the presence of cavities, decayed wood, split, cracked, rubbing branches etc., 2) branch arrangements and attachments, i.e., well spaced vs. several branches emanating from the same area on the trunk, codominant stems vs. single leader trunk, presence of branch collars vs. , included bark. Elements of systemic health relate to the tree's overall energy system measured by net photosynthesis (food made) vs. respiration (food used). A tree with good systemic health . will have a vascular system that moves water, nutrients and photosynthate around the tree as needed. Indicators of a healthy systemic system used in the overall condition rating include: 1) live crown ratio (the amount of live crown a tree has relative to its mass), 2)_ crown density (density of the foliage), 3) tip growth (shoot elongation is a sign that the tree is making and storing energy. The overall condition rating also takes into consideration the species, appearance and any unique features. The rating scale. is 0 -6 with 0 being a ,dead tree and 6 a specimen. . Increments of 0.5 are used to increase accuracy. Examples of the tree rating system areas follows: 0= A dead tree 1- A tree that is dying, severely declining, hazardous, harboring a communicable disease or a tree designated by the State of Florida's Exotic Pest Plant Council as a category #1 ecological pest i.e., Brazilian pepper tree (Schinus terebinthifolius). A tree with a rating of 1 should be removed as it is beyond treatment and is a threat to cause personal injury or property damage. 2 - A tree exhibiting serious structural defects such as codominant stems with included bark at or near the base, large cavities, large areas of decayed wood, crown dieback, cracked /split scaffold branches etc. In addition, a tree with health issues such as low energy, low live crown ratio, serious disease or insect problems, nutritional deficiencies or soil pH problems. A tree. with a rating of #2 should be removed unless the problem(s) can be treated. A tree with a #2 condition rating will typically require a considerable amount of maintenance to qualify for an upgrade of the condition rating. 3- A tree with average structure and systemic health and with problems that can be corrected with moderate maintenance. A tree with a codominant stem not in the basal. area that will be subordinated or cabled and braced or a codominant stem that will soon have included bark can be included as a #3. A tree with a rating of #3 has'average appearance, crown density and live crown ratio and should be preserved if possible. 4- A tree with a rating of-4. has good structure and systemic health with.minor problems that can be easily corrected with minor maintenance. The tree.should have an attractive appearance and be essentially free of any debilitating disease or insect problem. The tree should also have above average crown density and live crown ratio.. Mature trees exhibiting scars, old wounds, small cavities or other problems that are not debilitating can be included in this group particularly if they possess unique form or other aesthetic amenities relating to their age. A tree with a rating of 4 is valuable to the property and should be preserved. 5 — A tree with very high live crown ratio and exceptional structure and systemic health and virtually free of insect or disease problems or nutritional deficiencies. A tree in this category should have a balanced crown with exceptional aesthetic amenities. A tree in this category should be of a species that possesses characteristics inherent to longevity and withstanding construction impacts. A tree with a #5 rating lends .considerable. value to the, site and should be incorporated into the. site design. A tree with a #5 rating is worthy of significant site plan modification to ensure its preservation. 6 A specimen tree. -A specimen tree is a tree that possesses a combination of superior qualities iii . regards to systemic health, structural strength, crown density, live crown ratio, form (balanced.crown), overall aesthetic appeal, size, species, age and. uniqueness. A great. effort should be made to preserve a specimen tree including. shifting structures that would adversely impact the tree. In addition, a specimen tree should have an undisturbed area equal to its 'dripline (equal to the branch spread) to grow- in. Only an experienced and competent. International Society of Arboriculture (I.S.A.) Certified Arborist should be allowed work on a specimen tree. Comments: The comment section serves to note observations relative to the tree but not covered in the inventory data or expands on information in the inventory data. It may include maintenance recommendations to improve the tree's overall condition rating. It may also have recommendations on whether to remove or preserve a tree. Tree Inventory This tree inventory was conducted on July 26, 2008 NOTE: Trees #401 -413 are located within a green space between a shell parking lot to the south and soccer fields to the north. Trees #414 -417 are located within a green space situated between a baseball field and a soccer field that is approximately 100' wide. NOTE: The tree identification numbers listed below correspond to aluminum tags that are nailed to the tree on the north side of the trunk at 5' above grade. NOTE: Trees #401 — 413 have an overhead utility wire running through the crown which as noted above .would. have to be removed if the trees are transplanted. If they remain in place they will: so require pruning in the trees' crowns to accommodate the wire. Tree # Size Species Crownspread Rating 401. 15" live oak (Quercus virginiana) 37' 3.5 Comments: Tree # 401 has a live crown ratio of 70% and the crown density is very good. This tree has a large quantity of surface roots to the north, south and west. Several of the roots have scars and open wounds from lawnmower damage. It appears that the roots grew over the top of either a wire basket or more likely artificial burlap with trunk wrapping. Some of the roots were. misdirected due to the container and have grafted onto other roots. The structure is good and the tree is healthy. As mentioned in the general recommendations the area beneath the root plate should be excavated with an air spade to determine if there are detrimental girdling roots that will cause future problems. If the root system checks out to be sound this tree could be transplanted. 402.. 12" live oak 31' . ` 3.5 . Comments: Tree. #402' has a live crown ratio of 70% and the crown density is very good._ The. structure is very good also. This tree also has wounds and scarring on the surface. roots which appear similar to tree #401 and has roots that have grafted to each other due to the peculiar quantity of erratic surface roots. This tree is healthy with. good structure and could be transplanted if the root system checks out to be sound after excavation. 403. 15" laurel'oak (Quercus laurifolia) 35 2.5 Comments: Tree #403'has a live crown ratio of 75% and has excellent crown density. The trunk has a uniform buttress and the root plate forms a tight mass of surface roots that are' exposed but they enter fully into the soil a few feet from the trunk. ' The downgrading factor of this tree is the structure. The tree has three'. flush cuts approximately 6' above grade that have coalesced causing internal decay evidenced by trunk cankers. The tree forms codominant scaffold branches at 8' above grade two 'of which have included bark. The structure of this tree will get worse as the tree grows and additional branches become included. This tree is healthy but poor structure precludes it for consideration for transplanting. . 404. - 10 laurel oak 25' 2.0 Comments: This tree has a live crown ratio and the crown density is excellent. The tree has surface roots that are wounded and scarred and also produces a few small girdling . roots. In addition, the tree has 2" of shell /soil fill on the south side but this has not caused a problem as yet. The tree has poor structure. The'tree produces several codominant scaffold branches at 6' above grade most of which are included. The tree has very good systemic health but poor structure and should not be considered for transplanting. 405. 8" laurel oak 16' 3.6 Comments: This tree has a live crown ratio of 60% and the crown density is very good. There is a wound 4" in length on the north side of the trunk at 3' above grade which is not causing a problem at this time and the tree should be able to compartmentalize it. The tree has surface roots with open wounds and scarring and a few roots that girdle other roots a few feet from the trunk. These could be repaired manually. The trunk forms codominant scaffold branches 5' above grade which have a u- shaped crotch and are not included. This tree is an above average tree but is not recommended for transplanting as the laurel oak does not store up energy as efficiently as a live oak tree and does not transplant as well as a live oak. The acclimation period is longer and the attrition rate is higher in laurel oaks. Consequently, laurel oak trees will not be recommended for transplantingin this report. 406. 20' live oak 45' 4.0 E Comments: This tree has a live crown ratio of 75% and has very good crown density. The crowns very slightly irregular. The tree has a few surfaceroots and grafted roots but this factor is i»i»irnal. The structure is good as the trunk forms codominant scaffold branches 4' above grade but it has a u- shaped crotch which is a strong connection and this pattern tends to be repeated throughout the canopy. This tree is a good overall- tree with very good systemic health and structure and could be transplanted as it is one of the best site trees. 407. 16" laurel oak 34' 2.5 Comments: This tree has a live a live crown ratio of 70% and very good .crown density. This tree has an abundance of surface roots with wounds, scarring and grafted roots. The tree, has very good systemic health as evidenced by shoot growth at the tips. However, the structure is below average. The trunk has a flush cut on the south side 4.5' above grade that 'has caused a canker. 6' above grade the trunk 'forms an unequal codominant that is just becoming included, a condition which will exacerbate as the tree grows. This tree is not recommended for transplanting. 408. 12" laurel oak 24' 2.5 Comments: This tree has alive crown ratio of 70% and excellent crown density. This tree has an abundance of surface roots with wounds, scarring and grafted roots. The trunk is asymmetrical on the west side where it does not produce a trunk flare and there is no visible evidence of structural roots. It would require an air spade excavation to determine the status of anchorage roots on this side of the tree. This factor could have been caused by the container or root ball casing that caused roots to be deflected. The crown structure is poor as the trunk forms four codominant scaffold branches 7' above grade. The branches are not codominant at this time but the structure is poor due to the number of scaffold branches emanating from one area. This tree is not recommended for transplanting. 409. 41'5 3 ", 2 ", 2" laurel oak 8' 0.5 Comments: Tree #409 is a small laurel oak with severely poor structure due to four basal codominant trunks. This form is the weakest structure and most prone to fail. Recommend removal. 410. 15" laurel oak 32' 2.0 Comments: This tree has a live crown ratio of 70% and excellent crown density. Tile structure is very poor as it forms three codominant scaffold branches with deeply included ' bark 6' above grade. The upper crown structure is also poor as the tree continues to produce genetically generated v- shaped crotches. This tree is very "healthy but with extremely poor structure it is not recommended for transplanting. 411. 22" live oak 45' 3.5 Comments: This tree has a live crown ratio of 70% and very good crown density. The tree produces surface roots indicating a problem with the original containers. As previously noted the structural root area will need to be excavated to determine if there are. damaging girdling roots. The stricture is good and the form is attractive. The _ tree produces u- shaped crotches uniformly throughout the crown. A telephone pole has been used as a curb stop for this tree and is located a foot from the trunk. The tree has had a considerable amount of shell based soil fill placed over its root system on the south side which will have to be removed from the root ball" if the tree is transplanted and should be removed it remains. This tree is a candidate for transplanting after a root excavation is completed and determination is made that the root system is not defective. 412. 12" laurel oak 22' 2.5 Comments: This tree has alive crown ratio of 65% and the crown density is very good. This tree has an attractive crown and is very healthy but has been downgraded due to the structure. The trunk forms three scaffold branches at 4.5' — 5' above grade. Two of the branches have a deeply included crotch with a pronounced seam. The crotch has a trunk canker associated with it. The remainder of the structure is good but the main fork is defective and will become worse in the future. This tree is not recommended for transplanting. 413. 12" laurel oak ` 26' 2.5 Comments: This tree has alive crown ratio of 60% and has excellent crown density. The structure is below average. This tree has from P -3' of fill on the south side of the tree. The fill has been placed .recently and would have to be removed if transplanted or preserved in place. NOTE: Trees #414 — 417 are growing together in a group and the crown of each tree is slightly restricted on the side where it is in contact with an adjacent tree. The crown -of one of these trees may be somewhat irregular if transplanted but would eventually develop a full crown on the impacted side. 414. 22" live oak 50' 3.0 Comments: This tree has a live crown ratio of 75% and very good crown density. The tree has below average structure as the trunk develops two large scaffold branches 7' above grade that are included. The inclusion is on the east side of the crotch but it does not go through to the west side. This tree has no semblance of a central leader. The tree is healthy and has an attractive crown but should only be preserved or transplanted if the crotch is braced together per ANSI A300 standards for cabling and bracing procedures. 415. 20" live oak 45' 2:5 Comments: This tree has a live crown ratio of 60% and average crown density. The crown of this tree is the most restricted of the four trees as it is in competition with trees to the east and west. This factor has also affected the crown density due to shading. This tree is also downgraded because it forms an unequal codominant trunk 4' above grade that is included. This tree is not recommended for transplanting and it should be cabled and braced if it is preserved in place. 416. 19" live oak 50' 3.5 Comments: This tree has a live crown ratio of 75% and excellent .crown density. The crown is mildly restricted to the northeast. The health and structure of this tree are both very good. A root on the northeast side has a wound that the tree should solve. The tree does not produce a noticeable flare on the south side and this tree should be excavated to determine the health of the root system. This is one of the better site trees on site and could be transplanted or'preserved in its present location pending the root excavation. 417. 19" dive oak 1 1 45' 2.0 Comments: This tree has a live crown ratio of 70% and average crown density. The tree has a large amowit of dead twigs due to shading. The tree is downgraded due to very poor structure. This tree forms a tri-codominant trunk 5' above grade with deeply included bark: The trunk is displaying the bulging that indicates internal fracture. Due to the very poor structure this tree is not recommended for preservation and should be removed or k cabled and braced if it will be preserved in place as there are targets present. Conclusion Trees #407., 402, 406, 411 and 416 were found to have sufficient health, structure and form to warrant transplanting on site if the respective root systems are determined to be free of potential debilitating defects after an inspection by a competent Consulting Arborist of the structural roots utilizing an air spade. In addition, tree #414 also warrants transplanting provided it is cabled and braced per applicable ANSI standards and it also passes a root structure inspection. A second factor affecting the successful transplanting of these trees relates to the overhead utility wires located just above the crown of trees #401 — 413. The wire will have to be disabled and possibly removed altogether to facilitate the transplanting of the subject trees. The transplanting of large trees requires approximately six months of preparation to perform the necessary root pruning that allows the tree to adjust to the root loss incurred during the transplanting. process. During this time the root ball will be shaped and stabilized and excess fill will be removed and the soil within the root ball aerated. The trees will also have to be pruned, watered and fertilized with liquid nutrients during this .period. A tree is stabilized by sitting on the root plate pedestal and also by the collected anchorage provided by the entire root system. The larger the root ball the more stable a tree is and the more roots that are available to supply the water and nutrient needs of the tree. However, even if the recommended rot ball size is .followed or exceeded the tree will need to be supported by steel cables guyed into the ground otherwise it will likely list or uproot during high winds. The need for cables'.can create a safety hazard to pedestrians and the cables will need to be left on the tree and adjusted annually for at least ten years. For this reason. tree transplanting is often not practical. An alternative is to purchase large trees and step up the watering program to maximize the growth rate. The trees will not provide the shade the transplanted trees will but shade canopies can be constructed near ball fields for this purpose unti 1 the newly planted trees provide shade. It is evident that the roots of the trees assessed suffered from poor root balls with materials (wire baskets; synthetic burlap & twine) that likely inhibited the proper root fornnation and development. It is imperative that the roots be inspected as described above to deternnine if debilitating girdling roots exist that will cause future decline and instability. The overall cost for transplanting trees of this size is likely to be in the $10,000 - $15,000 . per tree range. If the transplanting procedures and aftercare recommendations are followed correctly the trees should survive. My personal opinion is that the best solution is to plant new high quality large trees in the 24' in height category and provide a stepped -up diligent maintenance program to maximize the. growth rate. However, the city should do what it feels is in its best interests. This concludes ni'y report.
