The reported analyses, opinions, and conclusions are limited by the reported assumptions, methods and limiting conditions and my personal, unbiased professional analyses, opinions and conclusions. Kettles' Environmental Services, Inc. acts as an independent tree, landscape and forestry consultant. This firm has no prospective or current interest in the property evaluated or interest/bias with respect to the parties involved. MUM Michael Kettles, Project Consultant Project, The Salvation Army: This save tree plan provides data pertaining to the locations of various trees located within close proximity to proposed demolition and construction of a new Salvation Army facility. The site to be demolished and improved, is the location of the old Clearwater Hospital. The species of the trees that exist on this site that are to be saved are identified as follows: Live Oak (Quercus virginiana), Laurel Oak (Quercus laurifolia) (both of which are grouped into one category on the Save Tree Drawing, as oaks), Cabbage Palm (Sabal palmetto), Slash Pine (Pinus elliottii), Queen Palm (Syagrus romanzoffiana), and Ligustrum ( Ligustrum sp.). Furthermore, this report specifically identifies demolition and construction procedures that should be carried out prior to, during, and following construction activities. Tree Conditions: The conditions of the trees were pre - evaluated by Mr. Rick Albee, Arborist for the City of Clearwater. He evaluated them on a scale of 1 — 5. 1 was evaluated as being very poor or in severe decline, and 5 being in exceptional health. I conducted an on site evaluation of the trees on January 28, 2004, and fully concur with Mr. Albee, pertaining to the condition of the trees on site. All trees that are evaluated as 1 or 2 shall be removed at the time of demolition, regardless of their locations. Trees that are evaluated as 4 or 5 shall be saved in all instances where they are not in direct conflict with the proposed location of a new building or other improvement whose location cannot be modified to save the tree. In most cases significant trees that are in conflict with the proposed locations of improvements are evaluated as 1, 2, or 3. Please refer to the attached AutoCAD Demolition Plan for locations of trees to be saved and trees to be removed. Recommendations: Prior to demolition, all trees to be saved shall be barricaded according to tree barricade specifications of the City of Clearwater. Please refer to the Demolition Plan for locations of tree barricades. The barricades shall extend to the drip lines of trees to be saved in most situations. In the event that a proposed improvement encroaches into the dripline of a tree to be saved, the barricade may be adjusted to the edge of the proposed improvement. This shall pertain to the row of live oak trees along Highland Avenue, labeled as A, the 24" and 36" live oaks in close proximity to the main building to be demolished, labeled as B and C, the 30" live oak at the north west corner of the site at the edge of the parking lot labeled as D, and the 48" laurel oak and 30" live oak in the large green area immediately south of Skyview Avenue side street labeled as E and F. Initials - Page 2 Recommendations, Continued — The Salvation Army: Tree barricades shall remain in place during all phases of demolition and construction. They shall be removed only when permitted to do so by Rick Albe, of the City of Clearwater. No grubbing, excavating, or filling shall be permitted within tree barricaded areas, nor shall the placement of any vehicles, equipment, out houses, building supplies, soils, chemicals, fuels, or other materials that could be harmful to the trees to be saved shall be permitted. Demolition of the building, where in close proximity to Trees B and C, shall be conducted with care so as minimize damage to these trees. Walls and footers shall be carefully pulled away from the trees in order to minimize damage to trunk, branch, and root structures. All roots that are exposed during removal of the building foundation shall be cleanly cut with a saw and immediately back filled with clean soil. All trees labeled A — G exhibit varying amounts of low hanging and /or dead branches. These branches shall be properly pruned prior to demolition, in order to avoid branch breakage by equipment during the demolition and construction processes. Pruning shall be carried out according to ANSI A -300 pruning standards, to raise the trees as needed. Mainly, branches shall be pruned back to forks and /or branch -bark collars. Never more than 25% of the total living canopy of any tree shall be removed during any one growing season. In addition to the above, Tree B shall be pruned to remove the one very low (approx) 10" lateral branch that extends in a northwesterly direction. It does not appear as if root pruning will be an issue, excepting Trees B and C. Trenching for utility lines and irrigation shall be avoided to the greatest extent possible within the canopy driplines of trees to be saved. In the event that a utility line must encroach within the dripline of a significant tree, directional boring or hand digging shall be carried out in order to avoid damage to tree's roots. Final Landscaping When planting new understory landscape plants for aesthetic reasons, digging into the natural grade within the driplines of trees to be saved should be avoided, excepting the planting of hedge plants which will be addressed below. New plants may be planted by mounding with organic sol and mulch on top of the natural grade within these areas. Perimeter hedge rows shall be terminated at a point approximately four feet on either side of existing trees that fall within required hedge row planting locations. All planting holes within the tree's driplines shall be hand dug, and roots 1 inch in diameter and larger must be avoided. No irrigation lines shall be trenched within the canopy driplines of trees to be saved. If a mainline (etc) must run through a tree's dripline, it must be hand dug, and tunneled under any roots 1 inch in diameter or greater. Initials; lC Page 3 Conclusion, The Salvation Army: Michael W.
