In January 1989 a Tree Removal Permit application was submitted to remove 26 trees from this site. These trees, totalling 334 diameter inches, were removed at that time, prior to processing of the permit application. No replacement trees were installed. Consequently, the existing condition to be used for calculating the replacement requirements ins the site as it was prior to removal of the above trees. The tree removal quantities and replacement calculations are as.follows: Total existing condition inches on -site= 1262 Inches removed prior to January 1994= 334 (27 trees) Additional inches proposed to be removed= 184 (11 trees) Total inches to be removed= 518 Total inches to remain= 744 Inches required on -site after 25% allowable removal= 1262" x .75= 946" Deficit = 946 " - 744 " = 202 ". The approved landscape plan calls for 17 trees at 1.5" diameter = 25.5" (use 2611). The remaining deficit is then 202 " -26 "= 176" This deficit must be provided for by planting additional inches back on site, or paying a fee to the city tree bank at a rate of $42.00 /inch of deficit, or any combination of the above. In December 1988 and January 1989, Clearing and Grubbing and Tree Removal Permit applications were submitted for this site. The Clearing and Grubbing Permit was approved, however the Tree Removal Permit for the removal of 26 trees had not been formally approved, as the replacement calculations had not been completed. These 26 trees totalled approximately 300 diameter inches. The site was subsequently cleared and some or all of the 26 trees were removed. No replacement trees have been installed to date. Consequently these tree removals will be factored into any future tree replacement calculations for this site. , The city's tree ordinance allows 250 of the existing diameter inches on a site to be removed prior to replacements being required. The required replacement inches are calculated as follows: Existing Diameter at Breast Height (EDBH) x .75 (2511 allowable removal)= Inches required on site. From this, the number of inches to remain on site (RDBH) is subtracted to obtain the required replacement inches. All trees planted as a part of the site landscaping count towards satisfaction of the required replacement inches. Credit may also be given for preservation of native understory vegetation, or use of tree care techniques above what is required by the tree ordinance to assure that the trees to remain survive the construction process in a healthy growing condition. Any remaining deficit shall be met by paying a fee to the city tree bank.. The fee is equal to $84 per two diameter inches of deficit. On this particular site, it appears the tree removals will exceed the 25% allowable removal and replacements will be required.
