At times it got so complicated that we had to create a tracking system. This system worked well until personnel and code changes took place here at the City of Clearwater. I have been tasked with reviewing the many files associated with the development and redevelopment at the Morton Plant campus to ensure accuracy of the updated figures. The old code allowed for 25% removal before replacements were required, at present, the code requires 100% replacement for trees removed. Therefor you will notice some blank areas on the tabulation sheet. The Cancer Care Center, West Campus, Morritt Parking Lot, Heart and Vascular Center, Central Utility Plant and Line and PinellasBay Parking Lot all have completed status. Attached is a revised tabulation of the current tree replacement calculations for the various Morton Plant Hospital projects. These calculations reflect the following revisions: 1- Revisions to the Sweats site tree removals from Tree Removal permit #1589 (old code). These figures were be updated to include existing trees saved and 25% allowable removal prior to the approval of the present Remote Parking Lot (new code) at 1200 Ft. Harrison Ave. S. 2 • Adler/Lykes Building Entrance Improvements, building permit #BCP1999- 03156, tree removal permit #3013 associated with this project required 2 replacement trees at 2" caliper. Tree Service conducted an on site inspection of the trees as indicated on the attached drawings. Some trees indicated on the drawings were missing and others had to be added. The purpose of the inspection was to assess the condition of the trees and their site contribution. Each tree was assigned a number, noted size and vigor rating. Comments were made when deemed necessary. INVENTORY CODE: The location number is the first listing on the left hand column and references a corresponding location appearing on the attached drawings. Only common names will be used. The size of the tree will be measured at 4.5' above grade or standard I.S.A. procedures. The condition rating will be from 0 -5 using increments of 1. The condition rating weighs many factors, tree vigor, structural strength, insect and or disease problem, nutritional deficiencies, species characteristics, future maintenance and site location. In general a tree with a 3.0 overall rating is a tree worthy of preservation. O is dead, 1 is not worth the expense to improve its condition, 2 is below average and would need remedial work to improve to a rating of 3. King recommends the acceptance of this material. • The 26" oak at the southwest comer of the 4 -story medical building is declining and possibly will not survive. • Several errors on the tree survey have been revised based on field review and examination of pre - development site review notes and photos. Specifically, along Jeffords Street, two 4" oaks shown on the survey never existed. A previously unsurveyed 5" existing oak at the southwest corner of the existing diagnostic imaging pavilion was located. • A 13" palm east of the parking deck was removed during construction. A utility Company prior to our site development removed existing shrubbery at the intersection of Ft. Harrison and Jeffords Street and two existing un -sized holly trees. Four existing 4" oaks east of the parking deck were removed during • ' construction and replaced with four new 4" oaks. No net change to replacement,.. requirements for the oaks. An existing 6" oak and 8" oak proposed for removal were preserved, and are currently closer to 10" and 12" dbh. Existing 12 ", 10 ", 13" and 13" oaks in the center island of the new north -south road previously shown for removal were preserved. Tree replacement calculations: • An additional 39" of trees were removed (26" oak in poor health and 13" palm). • An additional 62" of oaks were preserved (6 ", 8 ", 1259,-109', 13 ", and 13" oaks). • An additional 4 live oaks were installed at 4" caliper each, for an additional replacement of 16 ". • Therefore, the original replacement requirement of 359" has been reduced to 336" (359 + 39 — 62 = 336). 224" are now installed for credit towards this replacement, leaving a balance of 112" of additional required replacement to be paid to the tree bank fund. If a payment has already been made for the 150" previous replacement, then a refund for the difference shall be credited to the developer. These calculations reflect the following revisions: 1. The Remote Parking Lot was combined with the Sweat's calculations and the Lot adjacent to the Barrett Bldg. (which was originally permitted with the Sweat's site) was removed from the Sweat's calculation and received its own status. 2. The landscape credit for the Sweat's, Remote Parking was reduced to reflect the As -Built conditions of trees installed at the parking lot. 3. The Emergency Room Renovations tree removal permit # 4138 has been amended to show the removal of the 27 ", 30" Oak tree in the Bay Ave. right -of -way and the revised Landscape Plan proposes additional inches. In summary, the 415" deficit must be resolved by planting additional trees on campus or by payment in lieu of replacements @ $42.00 per inch prior to C.O. for the E.R. Renovations.
