Jo e 4-s /" de- --E Tree Inventory Dockside II Site 445 Hamden Drive Clearwater Beach 7/12/2005 Prepared by Alan Mayberry For: Sea Stone Resort/ Fulvio Divello The following report is submitted by Alan Mayberry, Consulting Arborist, and includes findings that I believe are accurate based on my education, experience and knowledge in the field of Arboriculture. I have no interest personally or financially in this property and my report is factual and unbiased. This report is the property of Fulvio Divello and will not be given to other entities unless so directed. Site Overview and Canopy Analysis The subject property is presently being utilized as commercial property on Clearwater Beach. The tree canopy is composed mostly of palm species dominated by the native sabal palm ( Sabal palmetto) and the exotic Washington palm (Washingtonia robusta). The only native tree species is the live oak (Quercus virginiana), which is being utilized to meet parking lot landscape code requirements. The palms are in good overall condition with a few exceptions and most of the palms are worthy of preservation. A large percentage of the sabal palms have nicks, gouges or areas where the bark is sloughing off. Sabal palms are not raised in nurseries but are typically taken from the wild and it is common for them to experience some damage to the trunks. This factor downgrades the palm as it affects the aesthetic qualities of the palm but rarely affects the health. If the trunk damage is minor the palm should be preserved if it is otherwise healthy. This inventory will endeavor to rate both the aesthetic and health related aspects of all trees and palms. All trees existing on this site that are designated as protected species per the criteria of the City of Clearwater code are identified herein with overall condition ratings and specific recommendations. Tree Inventory Data A tree inventory is a written record of a tree's condition at the time of inspection. It is a valuable tool to prioritize tree maintenance and remove trees with problems that could lead to failure and cause personal injury or property damage. The tree inventory lists four codes and also has a comment section. The following is an explanation of the data used in the inventory: Tree# - location - Each tree is assigned a number for reference in the inventory that corresponds with a number on the site plan that identifies the location of the tree in the field. Size — Tree size is a measure of the tree's trunk diameter measured at 4.5' above grade. If there is a fork in the trunk at that point the diameter is measured at the narrowest area below the fork. Palm species are measured in feet of clear trunk (C.T.). Species — Each tree is listed by its common and botanical name the first time it is listed in the inventory. For simplicity the tree is listed by its common name thereafter. Condition Rating — The condition rating is an assessment of the tree's overall structural strength and systemic health. Elements of structure include: 1) the presence of cavities, decayed wood,. split, cracked, rubbing branches etc., 2) branch arrangements and attachments, i.e., well spaced vs. several branches emanating from the same area on the trunk, codominant stems vs. single leader trunk, presence of branch collars vs. included bark. Elements of systemic health relate to the tree's overall energy system measured by net photosynthesis (food made) vs. respiration (food used). A tree with good systemic health will have a vascular system that moves water, nutrients and photosynthate around the tree as needed. Indicators of a healthy systemic system used in the overall condition rating include: 1) live crown ratio (the amount of live crown a tree has relative to its mass); 2) crown density (density of the foliage), 3) tip growth (shoot elongation is a signn that the tree is making and storing energy. The overall condition rating also takes into consideration the species, appearance and any unique features. The rating scale is 0 -6 with 0 being a dead tree and 6 a specimen. Increments of 0.5 are used to increase accuracy. Examples of the tree rating system are as follows: 0- A dead tree 1- A tree that is dying, severely declining, hazardous, harboring a communicable disease or a tree designated by the State of Florida's Exotic Pest Plant Council as a category #1 ecological pest i.e., Brazilian pepper tree (Schinus terebinthifolius). A tree with a rating M of 1 should be removed as it is beyond treatment and is a threat to cause personal injury or property damage. 2 — A tree exhibiting serious structural defects such -as - codominant stems with included bark at or near the base, large cavities, large areas of decayed wood, crown dieback, cracked /split scaffold branches etc. In addition, a tree with health issues such as low energy, low live crown ratio, serious disease or insect problems, nutritional deficiencies or soil pH problems. A tree with a rating of #2 should be removed unless the problem(s) can be treated. A tree with a #2 condition rating will typically require a considerable amount of maintenance to qualify for an upgrade of the condition rating. 3- A tree with average structure and systemic health and with problems that can be corrected with moderate maintenance. A tree with a codominant stem not in the basal area that will be subordinated or cabled and braced or a codominant stem that will soon have included bark can be included as a #3. A tree with a rating of #3 has average appearance, crown density and live crown ratio and should be preserved if possible. 4- A tree with a rating of 4 has good structure and systemic health with minor problems that can be easily corrected with minor maintenance. The tree should have an attractive appearance and be essentially free of any debilitating disease or insect problem. The tree should also have above average crown density and live crown ratio. Mature trees exhibiting scars, old wounds, small cavities or other problems that are not debilitating can be included in this group particularly if they possess unique form or other aesthetic amenities relating to their age. A tree with a rating of 4 is valuable to the property and should be preserved. 5 — A tree with very high live crown ratio and exceptional structure and systemic health and virtually free of insect or disease problems or nutritional deficiencies. A tree in this category should have a balanced crown with exceptional aesthetic amenities. A tree in this category should be of a species that possesses characteristics inherent to longevity and withstanding construction impacts. A tree with a 95 rating lends considerable value to the site and should be incorporated into the site design. A tree with a #5 rating is worthy of significant site plan modification to ensure its preservation. 6 — A specimen tree. A specimen tree is a tree that possesses a combination of superior qualities in regards to systemic health, structural strength, crown density, live crown ratio, form (balanced crown), overall aesthetic appeal, size, species, age and uniqueness. A great effort should be made to preserve a specimen tree including shifting structures that would adversely impact the tree. In addition, a specimen tree should have an undisturbed area equal to its dripline (equal to the branch spread) to grow in. Only an experienced and competent International Society of Arboriculture (I.S.A.) Certified Arborist should be allowed work on a specimen tree. Comments: The comment section serves to note observations relative to the tree but not covered in the inventory data or expands on information in the inventory data. It may include maintenance recommendations to improve the tree's overall condition rating. It may also have recommendations on whether to remove or preserve a tree. NOTE: A. tree inventory is typically valid for 3 -5 years. However, events such as drought, lightning, mechanical root damage, freeze, improper maintenance and severe storms can downgrade the rating value of a tree. Conversely, remedial maintenance can upgrade the value. If you suspect that a tree has been adversely affected, have the tree inspected by a qualified International. Society of Arboriculture (ISA) Certified Arborist. Note: Whenever possible it is advised to adhere to inventory recommendations when selecting trees to be preserved. For example, trees rated 4.0 and higher should be preserved if at all , possible, while trees rated 2.0 and lower should be removed unless otherwise noted in the inventory. Trees rated 2.5 are generally recommended for relnoval unless remedial work is performed to upgrade them. Trees rated 3.0 and 3.5 are average trees that have good potential and warrant serious consideration for preservation but not to the extent that site plan modifications are necessary. NOTE: This inventory was performed on June 30 and July 1, 2005 and includes every tree and palm on site that is protected according to the criteria of the City of Clearwater code. Tree Inventory Tree # Size ,Species Rating 1 4" ponytail (Beaucarnea recurvata) 3.0 Comments: The ponytail is an evergreen tree mistakenly called a palm. This tree has two stems, one 14' in height and the second 7'. This tree is growing in an island that is a focal point for landscaping in the front of the existing building. The ponytail tree can evolve into an attractive specimen and has the potential to make a striking landscape statement with its unique form. As this area is a focal point for a landscape feature preservation of this tree is recommended or replacement with a plant that will provide a more immediate effect. 2 18' C.T. sabal palm (Sabal palmetto) 3.5 Comments: This palm has an attractive curve in the trunk and the crown is very healthy_ The trunk has a few pits but overall it is an attractive and healthy palm and worthy of preservation. 3 22' C.T. sabal palm 4.0 Comments: This palm is growing against a fenced enclosure and has a small gouge on the trunk 1' above grade and some bark has sloughed off. These conditions are not debilitating and detract little from the overall appearance. The palm has a slight curve in the trunk that enhances its aesthetic value. The crown is very healthy and this palm is recommended for preservation. 4 13' C.T. sabal palm 3.0 Comments: This palm has a few vertical splits in the trunk most likely from too much water at some point in its life. This condition is not serious but is a slight downgrading factor. The palm also has a gouge at the base of the trunk and several nicks on the trunk.. However, the palm is healthy and the trunk sweeps up towards the east creating a pleasing appearance. Recommend preservation. 5 20' C.T. sabal palm 3.5 Comments: This palm is very healthy but its overall condition is downgraded due to small wounds on the trunk. It is still an attractive palm overall and worthy of preservation. 6 15' C.T. cabal palm 2.5 Comments: This palm has a trunk restriction 12' above grade that is approximately one half the diameter of the trunk, The overall condition has been downgraded because of this condition that was likely caused by previous over pruning. A restriction this severe could lead to breakage and failure and consequently, this palm is not recommended for preservation. NOTE: Palms # 7 and several other palms on this site have been pruned to a 10 — 2- cut. (A configuration that causes the crown to have the appearance of the hands of a clock in the ten minutes until two position). Pruning palms this hard over time causes them to weaken and makes them more susceptible to insect attack or diseases. These palms can be restored to good health and appearance if they are pruned and maintained properly (palms often suffer from nutrient deficiencies and benefit from fertilization with a slow release fertilizer designed for palms). Ideally, only dead/dying fronds and seed pods should be removed, however they can usually tolerate a 9 -3 cut if a "cleaner" look is desired. 7 15' C.T. sabal palm 2.0 Comments: This palm has several wounds in the lower trunk that girdle the trunk. The wounds appear to be caused by a chainsaw probably from pruning when the palm was young. The palm is still healthy overall but the appearance of the palm has been affected significantly and downgraded accordingly. Recommend removal unless aesthetics are not a concern. 8 12' C.T. sabal palm 3.0 Comments: This palm is healthy but is being pruned in a 10 -2 fashion. Recommend preservation of this palm and implementing proper pruning. 9 20' C.T. Washington palm (Washingtonia robusta) 3.5 Comments: This palm has been over pruned and still has many of the boots (the bases of old fronds that have been removed) attached to the trunk. However, the trunk and crown are healthy and the appearance will improve if the boots are removed. Recommend preservation and cease over pruning. 10 14' C.T. sabal palm M Comments: This palm has a sound trunk and the crown reflects a very healthy systemic system Recommend preservation. 11 12' C.T. sabal palm MR Comments: This palm has a few nicks in the lower trunk and two minor trunk restrictions but is otherwise very healthy and worthy of preservation. 12 14' C.T. sabal palm 3:0 Comments: This palm has a trunk restriction 12' above grade that is not serious. The trunk and crown are sound and this palm is worthy of preservation. 13 14' C.T. sabal palm 3.5 Comments: This palm grows up straight then has a crook at about 11' and the crown grows to the east. Palms often develop leans, crooks and sweeping curves and it is generally considered to add to their beauty. This is a good palm and is recommended for - preservation. 14 14' C.T. sabal palm 9 Comments: This palm has a crook to the west 11' up and therefore compliments palm #13 that is growing nearby. It is healthy and just needs a few loose boots removed. Recommend preservation. 15 14' C.T. sabal palm 3.5 Comments: This palm also has crook in the trunk and is very healthy and attractive. This palm is growing along with palms # 13'& 14 and forms and attractive cluster. If at all possible they should be preserved together or transplanted and placed in the same orientation. 16 11' C.T. sabal palm 2.5 Continents: This.pahn is downgraded due to the presence of several gouges on the trunk. It is however healthy and could be preserved if aesthetics are not a great concern. 17 11' C.T. sabal palm Ulf] Comments: This palm has a small trunk restriction 9' above grade and then the crown bends slightly to the north. This palm is healthy and worthy of preservation. 18 355, 4 ", 6" 7" ficus (Ficus spp.) 1.0 Comments: This tree is growing in a small cut out in an area of ornate paver tiles. The ficus is a tree capable of growing to massive proportions and in time produces large destructive surface roots. In addition, it is not cold hardy and is subject to periodic freeze damage. It is strongly recommended that this tree be removed. Note: Palms # 19 — 39 are a row of sabal palms growing adjacent to the seawall along the eastern property line and are similar in size and condition. They have very full crowns and have not been over pruned and all are healthy and recommended for preservation. The only downgrading factor on this row of palms is an assortment of old wounds in the form of nicks and vertical cracks. But they are not serious and as these palms are in the background the blemishes are virtually unnoticeable. 19 12' C.T sabal palm :1 Comments: This palm has a good trunk with some pits and a small trunk restriction. Recommend preservation. 20 13" C.T. sabal palm 3.5 Comments: This palm has a slight trunk restriction 7' above grade and a few small old wounds but is very healthy. Recommend preservation. 21 12' C.T sabal palm 4.0 Comments: This pahn has a few nicks but is otherwise very healthy. Recommend preservation. 22 13' C.T. sabal palm 3.5 Comments: This pahn has a few blemishes but is very healthy. Recommend preservation. M 23 13' C.T. sabal pahn 3.5 Comments: This pahn also has a few blemishes but is otherwise very healthy. Recommend preservation. 24 13' C.T. sabal palm 4.0 Comments: This pahn has a beautiful crown. Recommend preservation. 25 12' C.T. sabal pahn 4.0 Comments: This palm has a few nicks but a very full crown. Recommend. preservation. 26 12' C.T. sabal pahn 3.0 Comments: This palm has two trunk restrictions (one just below the bud) and a small slit 6' above grade on the south side but is healthy and recommended for preservation. 27 12' C.T. sabal pahn 3.5 Comments- This palm has a small restriction beneath the bud and a few pits but has a very full crown and is healthy. Recommend preservation. 28 11' C.T. sabal palm 3.5 . Comments: This pahn also has a restriction just below the bud indicating that at one time this palm like many others in this row was likely pruned too.hard. Currently the crowns are full and they should continue to be maintained with full crowns. In addition, the pahns would benefit from fertilization with a slow release palm fertilizer. Recommend preservation. 29 13' C.T. sabal palm 3.5 Comments: This palm has a few pits and a minor trunk restriction but is otherwise healthy and recommended for preservation. 30 14' C.T. sabal palm 4.0 Comments: This palm has a slight trunk restriction just below the bud but has a beautiful crown and is recommended for preservation. 31 15' C.T. sabal palm 4.0 Comments: This pahn has a few small gouges but is beautiful and very healthy. Recommend preservation. 32 16' C.T. cabal palm 4.0 Comments: This palm has a few blemishes but is otherwise a very high quality palm. Recommend preservation. 33 15' C.T. sabal palm 1 Comments: This is another very high quality palm with a few minor blemishes on the trunk. Recommend preservation. 34 15' C.T. sabal pahn .l Comments: This palm has a minor trunk restriction and some pits on the trunk but is otherwise very healthy and attractive. Recommend preservation. 35 14' C.T. sabal palm 4.0 Comments: This palm is very healthy and has a large crown. It has minor damage from a string trimmer at the base but is very attractive and should be preserved. NOTE: Several of the palms in this row are receiving minor damage from string trimmers in the process of removing grass growing around the base of the palms. If the grass is kept away from the base this will not occur. 36 12' C.T. sabal palm 3.5 Comments: This palm has a few slices in the trunk and a trunk restriction but is healthy and recommended for preservation. 37 13' C.T. sabal palm 3.5 Comments: This palm has a trunk restriction 9' above grade and has had some bark that sloughed off in a few areas. But it is very healthy and is recommended. for preservation. 38 14' C.T. sabal palm 3.0 Comments: This palm has a trunk restriction one half the size of the trunk located 8' above grade that downgrades its value. The trunk bends to the east past the seawall and then sweeps upward. It has very high aesthetic value, is healthy and is worthy of preservation. 39 15' C.T. sabal palm 4.0 Comments: This palm also bends to the east and then grows straight upward. It is healthy and has a beautiful form. Recommend preservation. 40 15' C. T. sabal palm . 2.5 Comments: This palm has been downgraded because it has decay at the base on the northeast side. The decay is not debilitating at this time but could progress into a problem. The crown is healthy and this palm could be preserved but should be inspected annually to determine if the decay is progressing. 41 13' C.T. sabal palm 3.5 - Comments: This palm has a few nicks and minor string trimmer damage but overall is healthy and worthy of preservation. 42 13" live oak (Quercus virginiana) 3.0 Comments: This tree is located in a 10' wide landscape buffer located at the north end of the property. This tree was planted with the root ball surrounded by a synthetic burlap bag. The bag was never removed and its presence has caused the development of girdling roots within the bag. The trunk is sound but forks 8' above grade forming a codominant stem The crotch is not included at this time but will be in the future. The south side of the crown is very healthy with a high live crown ratio and crown density. However, there is about 6" of dieback on the top and also some dieback on the north side of the crown. This tree may have suffered from salt -water inundation from last year's severe storms, which could account for the dieback. Another cause of the dieback could be the synthetic burlap causing girdling roots. This tree is worthy of preservation but needs to have the burlap removed and should be inspected annually for the presence of included bark. If the crotch becomes included it should be cabled and braced. It should also be noted that the crown of this tree is growing very low on the north side and needs to be elevated. 43 8" live oak 1.5 Comments:'This tree is located within a landscape buffer between the parking lot and Hamden Drive. There is a large rack of six overhead utility wires located approximately 5' to the west of this tree. Consequently the tree has been severely pruned on the west side and will always be a one -sided tree. This tree should be removed and replaced with accent trees or palms that meet the City of Clearwater's criteria for landscape buffers. 44 14" live oak 2.0 Comments: This tree is also located in the same buffer strip as tree #43 and is contending with the wires and a utility pole. This tree branches into three codominant stems 3' above grade. The crotches are not included at this time but will likely become included in the near future. The tree has good systemic health at this time but will be a one -sided tree due to the presence of the wires. This tree should be replaced with accent trees or palms that meet the City's,landscape code requirements. NOTE: Trees #45 — 62 are a row of sabal palms growing within planters between the existing building and Hamden Drive. Most of the palms have trunk restrictions at a similar height that indicate previous hard pruning or a nutrient deficiency. However, they are for the most part healthy and attractive and warrant preservation with the exception of tree #49. Tree #51 is rated 3.0 but will have to be removed as it is growing against a utility wire. In addition palms #54, 55 & 56 are growing very close to the wires and should be checked out by Progress Energy for safety. Call Progress Energy for assistance as an electrical hazard exists with the removal of any of these palms. 45 . 13' C.T. sabal palm 3.0 Comments: This palm has a major trunk restriction 12' above grade that downgrades its condition. In addition some of the oak branches from tree #44 are growing into the crown. Overall the palm is healthy and attractive and should be preserved. 46 17' C.T sabal palm 4.0 Comments: This palm has a very good trunk and crown and is recommended for preservation. 47 17' C.T. sabal palm 3.5 Comments: This palm has a minor trunk restriction but is otherwise healthy. Recommend preservation. 48 16' C.T. sabal palm 3.0 Comments: This palm has a restriction 2' below the bud then the trunk up to the bud is about two - thirds the size of the uniform trunk. This situation has caused a slight downgrade but the palm is healthy and attractive and warrants preservation. 49 14' C.T. sabal palm 2.5 Comments: This palm has a trunk restriction 8' above grade and 2' below the bud the trunk tapers to a diameter of two - thirds the trunk. The crown is dipped to the west and it appears that the bud could collapse although this is not certain. This palm is not recommended for preservation. 50 15' C.T sabal palm UK Comments: This palm has a few gouges and areas where the bark is sloughing off. However, it is healthy and warrants preservation_ 51 15' C.T. sabal palm 3.0* Comments: This palm has a trunk restriction and narrows below the bud. The crown leans to the west and grows against one of the utility wires running parallel with Hamden Drive. The palm is rated 3.0 because it is basically healthy and attractive but it should be removed due to the presence of the wire. One of the fronds rubbing against the wire could start a fire; consequently the palm should be removed. Call Progress Energy of Florida for assistance with removing this palm, as an electrical hazard exists. 52 14' C.T. sabal palm 3.5 Comments: This palm has minor damage to the trunk and is a good overall palm. Recommend preservation. 53 12' C.T. sabal palm 3.0 Comments: This palm has a trunk restriction 11' above grade. The crown is healthy. Recommend preservation. 54 14' C.T. sabal palm 3.5* Comments: This palm has a trunk restriction 13' above grade but has a beautiful crown. This is a very good palm and should be preserved. This palm is also growing very close to the wires and may have to be transplanted a few feet to the east. Recommend that Progress Energy look at this palm while they look at #53. If they advise removal ask for their assistance. 55 13' C.T. sabal palm 3.0* Comments: This palm is healthy but has a trunk restriction and is growing close to the wires. Consult with Progress Energy per the recommendations for palms #53 & 54. 56 15' C.T. sabal palm 4.0* Comments: This palm has a slight restriction in the trunk but has a very attractive crown and is healthy. However, this palm is interfering with the pole that is supporting the wires and some of the insulators. Recommend consulting with Progress Energy as in the case of palms #51, 54 & 55. 57 15' C.T. sabal palm 3.5 Comments: This palm has a good crown and is healthy. It has a trunk restriction but is worthy of preservation. 58 14' C.T. sabal palm M Comments: This palm has a slight trunk restriction but has a beautiful crown and is very healthy. Recommend preservation. 59 16' C.T. sabal palm 4.0 Comments: This palm has a large crown and is very healthy. Recommend preservation. 60 14' C.T. sabal palm 4.0 Comments: This palm has a beautiful crown and is very healthy. Recommend preservation. 61 14' C.T. sabal palm 4.0 Comments: This palm has a very slight restriction 13' above grade but has a beautiful crown and is healthy. Recommend preservation. 62 14' C.T. sabal palm 3.5 Comments: This palm has two slight restrictions in the trunk but has a good crown and is healthy. Recommend preservation. 63 12' C.T. sabal palm 3.0 Comments: The trunk of this palm is charred from 5' above grade to 9' above grade. However, this condition does not affect the palm but downgrades its appearance. There is a slight trunk restriction 10' above grade. However, the tree is healthy and the crown is attractive. Recommend preservation. 64 14' C.T. sabal palm 3.0 Comments: The appearance of this palm has been downgraded due to the presence of several chainsaw cuts on the trunk from 4' to 9' above grade. The remainder of the palm looks good and it is healthy. Recommend preservation. 65 10' C.T. sabal palm 3.0 Comments: This palm also has minor charring on the trunk and some slices as well. The crown is attractive and the palm is healthy. Recommend preservation. 66 10' C.T. sabal palm 3.5 Comments: This palm has an unusual appearance as it grows at a slant to the northwest and has a very large crown. The trunk tapers and is narrow but it is not a problem and the overall palm is healthy. Recommend preservation. 67 1 1' C.T. sabal palm 4.0 Comments: This palm also ,grows at a slant to the northwest and has a very attractive full crown. Recommend preservation. 68 13' C.T. sabal palm 4.0 Comments: this palm is healthy and has a very good crown. Recommend preservation. 69 10' C.T. sabal palm 1 3.5 Comments: This palm has a few gouges in the trunk but is very attractive and healthy. Recommend preservation. 70 12' C.T. sabal palm 3.5 Comments: This palm has a slight trunk restriction but has a beautiful crown and is very healthy. Recommend preservation. 71 11' C.T. sabal palm 3.5 Comments: This palm has a trunk restriction 1' below the bud. The crown is very attractive and the palm is healthy. Recommend preservation. 72 14' C.T. sabal palm 3.0 Comments: This palm has an elongated bud and a rather skimpy crown. It also has a slit in the trunk 3' above grade on the northeastern side that has a small area of soft decay present. The palm is healthy and will improve if-pruned correctly and fertilized with a slow release palm fertilizer. Recommend preservation. 73 10' C.T. sabal palm 3.5 Comments: This pahn has an elongated bud and a very attractive crown. Recommend preservation. 74 25' C.T. Washington pahn . 2.0 Comments: This palm has major sections of the trunk that are sloughing off at the base up to 3' above grade and then again about 10 — 15' above grade. This factor causes a significant downgrade in the palm's aesthetic value. However, it is systemically healthy and has an attractive crown and could be preserved if the property owner approves in the appearance, otherwise recommend removal. 75 25' C.T. Washington palm 2.0 Comments: This pahn also has a large amount of bark sloughing off that downgrades its aesthetic value. This palm and #74 may have been spiked as a good deal of bark is peeling off and there is evidence of wounds. The crown is attractive and the palm is otherwise healthy and this palm could be preserved if the property owner approves, otherwise recommend removal. 76 25' C.T. Washington palm 2.0 Comments: This is another palm with extensive decay at the base and with large areas of bark sloughing off The inner core is solid and the crown is attractive and healthy. This palm is recommended.for removal unless the property owner approves of the appearance.
