Engineering staff has inspected this ditch and noted that the banks are heavily overgrown and that there is ongoing bank erosion at the upstream end. The City has a drainage and utility easement over this ditch, but does not "own it. We do maintain the vegetative growth so that it does not block flow through the ditch. In this case, the vegetation is beginning to reach the stage where it may interfere with storm flows and we will schedule this ditch for maintenance. cc: Muhammad Abdur- Rahim, Road & Drainage superintendent t' t7 • - 104 Iv Q V Interoffice Correspondence Sheet To: Rich Baier, City Engineer From: Michael Quillen, Water Resource Engineer CC: Tom Miller, Director of Environmental Management Date: August 29, 1996 RE: Correspondence of August 15, 1996 from Barbara Wise, Bayview Gardens As requested, I have reviewed available information and conducted a field inspection with regard to the drainage ditch located on Bayview Gardens property adjacent to Burger King on Gulf to Bay Boulevard, as referenced in the subject correspondence. The following information is pertinent. 1) This is not the FDOT related project; same drainage system but a different branch. 2) The open ditch is ± 150' long. Upstream is a piped storm sewer system which drains a portion of Clearwater Mall and Sky Harbor Drive. Downstream is culverted (72 ") and discharges to the main channel through Bayview Gardens to Tampa Bay. 3) The City does have a drainage easement over this ditch. 4) The upstream end of the ditch is experiencing bank erosion, particularly on the north side where the eroded area extends 10' to 12' from the top of bank. Two utility poles and new landscaping installed by Bayview Gardens are threatened by this erosion. 5) The ditch banks are heavily vegetated /overgrown with nuisance species, but this overgrowth does not provide a significant hindrance to flow for normal storm events. My comments as to the problems are as follows: 1) Overgrown ditch banks - 'According to Dennis Olmstead, Public Works Supervisor, this ditch is on the list for routine cleaning for flow maintenance. Although the vegetation is not causing a serious flow blockage, it is overgrown to the extent that it should be trimmed back. 2) Bank erosion- The erosion is due to steep slopes in sandy soils, as is typical throughout the City. Although the eroding areas are vegetated, the erosion is ongoing. Sufficient room is not available to flatten the side slopes. Rip -rap on the slopes for a distance of 30'40' on each side would be the best solution, however a state permit would be required. Typically we have not elected to address bank erosion problems on private property such as this unless it is an a 4 iiir emergency situation. In that this is a relatively short open section with pipes upstream and downstream, it may be feasible to pipe this section. Obviously a state permit would be required and some amount of mitigation most likely required as Tampa Bay is just downstream. Attached is a copy of the storm atlas showing the area in question. The property in question is located on our campus at 2855 Gulf to Bay Blvd., the problem lies between our property and the Burger King property. There is a drainage ditch owned by the city which flows between our property, Burger Kings' property, and the strip stores located on Gulf to Bay Blvd. across from Hampton Rd. This drainage ditch has been a problem for many years, has slowly eroded the property on both banks, and is now eating up the property west of the head of the drainage ditch. This area was recently landscaped at a considerable expense, along with a chain link fence, for the protection of our residents. There are also two power poles in jeopardy. I would appreciate your having the city correct the problem before anymore damage is incurred to our property. I am concerned that if the power poles go down they would cause damage to our apartment buildings, as well as inconvenience the residents if the power is lost. The area is also covered with weeds growing 4 to 5 feet high, along with vines that have to be removed from our chain link fence constantly. The city would not tolerate our allowing weeds and vine growth of this nature within the city limits. I feel that the city should not allow this on their own property. Tree Service of Tampa, Inc. my client, MORTON PLANT HOSPITAL, owner of Bayview Gardens located at 2855 Gulf To Bay Boulevard, Clearwater has requested a stretch of mangroves 15 -20' high be reduced in height to approximately 8' for a distance of 150' to offer a view of the bay for the residents. The entire stretch of mangroves is 420' and only 150' would be trimmed. The area to be trimmed has been inspected and no nests or rookeries are present. All slash and exotics are to be removed from mangrove area. The depth of the stand is 30' and the trimming will be done with a 60' aerial lift to keep traffic out of the stand, protecting seeds and pnuematphors. The stand consists of mostly white and black mangroves with a few reds on the water side that are under the 8' height. Tree Removal Mike Quillen was concerned about the number of trees proposed for removal and the viability of saving the trees located in close, proximity to the building. KEA informed Mr. Quillen that the building will be constructed on piles with stem walls. The pile design will allow for the building design - without filling adjacent to the building and reducing the trees' chances for survival. It was also mentioned that the building footprint was currently being reduced and that a revised plan would be submitted for the new building. Mr. Quillen stated that he would like to see the building footprint staked in the field to further review the situation. 2. Construction within the Flood Plain City staff informed KEA that construction within a natural water way is not consistent with the comprehensive plan. KEA responded by stating that no development is proposed with this project within the natural water way. The existing top of bank for the creek .is at approximately elevation 5. The proposed building and treatment facility are located above elevation 8. This proposed construction area is within the FEMA and Pinellas County floodplain which extends to approximately elevation 10. The treatment facility will be designed not to provide a net loss in 100 year storage volume. City staff agreed in concept with our approach but stated that they would need to review the comprehensive plan in greater detail before an approval recommendation is made. JUN Q 8 1994 r, y,i ., >* 3. Stormwater Facility KEA informed the City staff that the proposed retention area is for stormwater treatment only. The stormwater quantity requirement would be addressed through the construction of an outfall discharging on the bay side of the furthest downstream box culvert within the ditch. This approach eliminated Mr. Quillen's concerns regarding the location of the retention area. 4. Adjacent Property Owner An adjacent property owner, Allan Stowell, has had several meetings with the city staff to express his concerns over certain aspects of the project. Mr. Stowell is concerned about the trees and construction within the floodplain, .discussed above, and the concrete -lined shoreline which is not associated with the proposed improvements. Mr. Stowell has informed the city staff that he has contacted an engineer and a general contractor regarding the project for technical advice. Mr. Hilton recommended that KEA /MPH representatives meet with Mr. Stowell to attempt to resolve his concerns prior to the City Commission meeting.
