Section 1 , It is hereby proposed that -Art4 cle IX of the City
Charter be ,amended as follows
AR]"ICLE !X. FISCAL MANAGEMENT PROCEDURE
The fiscal: management procedure shall include provisions
relating to the operating bus�.ge�, capital b�L dget and capital
program,� pro ic3' _ng for `hearings on the bud et , capital tal �udc�et and
capital program and the amendment of the -budget following adoption-
Such ordinance s�.al.l in addition contain 'a provision requiring that
revenue bands for projects in 'excess of five million
dollars shat e pit t public referendum ' rit the exception of
revenue bonds for public health, safety or industrial development
and revenue bonds for refunding.
Section 2 . A referendum election is hereby called and will be
held on March 14 , 1'995, at the general municipal electian for the
con.aidorati.on by the voters of the City of Clearwater of the
proposed Charter amendments . The question to appear on the
referendum ballast reflecting the proposed amendments to the Charter'
at the regular municipal election scheduled for March 14 1995 ,
shall be as fo1'2.00rs

Shall Section 9 . 01 of the City Charter be amended as
provided in ordinance :5761-95 a5 to change the requiremenIC
