"0 I PURPOSE AND DATE OF APPRAISAL: The purpose of this appraisal; is to estimate the Fair Market Value of the Subject Property, "before" and "after" the granting of an easement in perpetuity, said easement for purposes of resurfacing and widening Woodlawn Street, and i.nstallation of storm drainage culverts and catch basins. The difference in value determining the price to be paid for said easement, by the Grantee to the Grantor, as of July 8th, 1978. VALUE OF THE EASEMENT: The subject easement is a 30 foot wide strip extending along the Woodlawn Street frontage of the subject site, for a distance of 50 feet, or 1,500 square feet. The purpose of acquiring the easement is to relieve a long standing drainage problem on the West side of Woodlawn Street, and to widen and improve the pavement on said Street. Said easement gives the Grantee, The City of Clearwater, the right to construct, maintain, inspect, protect, repair, replace, change the size of , or remove culverts or appurtenances, for drainage relief purposes and street improvements. The easement gives the right for the Grantee to ingress and egress to and from the same for the purposes aforesaid, over, under, through and acrosS the subject land. The Grantee also agrees that such drainage or street improvements will be so installed that the Grantor will continue to have full use of the land subject to the easement rights as noted. The proposed easement would lessen the property rights of the ownerS of the fee, but only to a limited degree, inasmuch as the above ground rights over the culverts, would still remain in the fee owner, and that the subject land would stH r retain the frontage on Woodlawn Street. The Fee owner is responsible for the continued payment of real estate taxes on the easement area, however the fee owner would still enjoy the surface rights of the easement area. The temporary work area at time of installation of any improve- ments in the easement area, was considered to be only a temporary hindrance of the rights of the fee owner and no significance was given to this item in the final valuation of the easement. For purposes of this valuation, typical lot depth was considered to be 130 feet, prevailing in the general area, and the value per front foot was deemed to be $70.00 per foot, as noted in appraisals cov- ering that depth property. Thus the square foot value .of a depth of 130 feet was estimated to be 54<); .
