At the City Commission of March 17, 1983, two quit claim deeds
were accepted from Douglas D. Roach and the Koch Foundation, Inc.
for the same legal description.
At the time of acceptance, it was believe that these properties
abutted a surplus property owned by the City and would enhance the
marketability of the surplus site. On-site inspection by a City
survey crew uncovered the fact that the South 13.28 feet of the
North 1/2 of Block E does not abut the City's property, would be
difficult to sell. and would be a maintenance burden. It is
recommended that this portion be quit claimed back to the givers
with a suggestion that they consider quit claiming it to the
owner of the property directly North who has the entrance to his
structure abutting this strip of land.
