1.0 INTRODUCTION

The City of Clearwater, Office of Parks and Recreation, contracted with King Engineering Associates, Inc.
'(I�A� to perform a Phase 1 Environmental Audit for a 57.36 MOL acre parcel of property located west af
Fairwood Avenue, east of McMullen-Booth Road in Section 8, Township 29S, Range 16E ir� Pinellas County.

' Th�e objective of a Phase 1 Environmental Audit is to perform sufficient records review and site recon��aissance
't� identify obvious past, actual or potential sources af contamination by hazardous substances associated witt�
t.'�e sub�ect property. Hazardous substances are as defined in 50 CFR, Part 300.60, National Oil and I-�azardous
���bstances Pollution Contingency Plan. Environmental Audits may be performed at variable Ievels of
confidence using various levels of effort. The Scope of Services performed herein generally meets or exceed�
1 the level of effort generally recognized as an "industry standard" Phase 1 Environmental Audit. If this Phase
1 Environmental Audit were to reveal matters of concern, further investigations and/or remedial measures
'(Phase 2 or 3 activities) may be wananted. 'These additional investigations are �sually more el3borate and
costly depending upon site and substance circumstances, and typically involve extensive invasive sampling anci
, testing of soil and groundwater from the subject property. This Phase 1 Environmental fludit, however,

specifically did not enco�npass soil or groundwater sampling and testing. The limited asbestos survey and the
'radon screening were the only additional tasks included in this Phase 1 Environmental Audit.

Recently you received copies of the concept plan prepared by KEA showing a total of 672 rental
units on the ±S4 acre parcel located immediately east of Eisenhower Elementary School on
Drew Street. The purpose of this letter is to provide you with additional information concerning
the parcel, assumptions we made during our work effort, etc. Please note the following:
ENVIRONMENTAL AUDIT
As a result of the Phase 1 environmental audit, it was recommended that further investigation
of the site be conducted via the use of a bulldozer to uncover the numerous debris stockpiles
scattered throughout the project area. It was not possible to uncover these piles during the
Phase 1 work effort. Therefore, we do not know if they contain materials that have caused
damage to groundwater and/or adjacent soils. Our recomm�ndation to use a bulldozer to
uncover the piles seemed to be, in our opinion, the most cost-effective method to determine
whether or not detrimental rrraterials are present, Should any detrimental materials be
uncaverec�, it wLuld �e n�cessar;� to theTM i:;stall Droundwater rinonitoring weJls to determine the
extent of the damage, if any. Should the City of Clearwater decide to purchase any portion of
this site, we recommend that the purchase be contingent on the owner restoring the site to its
original condition by removing the debris/trash piles, the wastewater treatm�nt facility, including
drainfield, and repaired any damage that may have been caused by these items.
EXTRAORDINA�2Y COSrTS
KEA was requested to estimate the "extraordinary costs" that would be encountered by the
clevelopment of the a�artment complex shown on the concept plan previous�y submitted. It is
�ur untlerstanding tl�at these "extraordinary costs" would be used to adjust the known purchase
price of similar parcels used to determine the appraised value of the Drew Street site only if
those otlier parcels differ significantly from the Drew Street parcel in some manner. In c�ther

words, due to the topography and vegetation on the site in question, several of the buildings will
need stem walls. KEA has determined a range of the "extraordinary costs" for stem walls.
Should the comparison parcel have similar topography and vegetation, that "extraordinary cost"
would no longer be relevant. However, if the comparison parcel was flat with very little
vegetation, the "extraordinary cost" for stem walls might be appropriate.
With this concept in mind, we have determined the following to be appropriate:
Sanitary Sewer - The development of this parcel, as contemplated by the concept
plan, would require the construction of a standard pump station in the northern
area of the site immediately west of the existing City of St. Petersburg waterline.
The pump station is necessary since it is highlv unlikely that the City of St.
Petersburg will allow a standard gravity sanitary�sewer to be constructed under
their watermain. In addition, it would be necessary to construct several hundred
feet of gravity sewer off-site, in this same vicinity, in order to service the building
shown immediately east of the St. Petersburg water easement via gravity sewer to
the existing sewer in the Kapok Mobile Park. Also, approximately 500 feet of
gravity sewer would need to be constructed within the Bayview Avenue right-of-way
located immediately east of the parcel in order to connect to the existing gravity
sanitary sewer in that area. The range of costs for these items is included in Table
1.
Stem Walls - As mentioned above, due to the topography and vegetation, some of
the buildings would require stem walls in order to construct the 672 unit apartment
project as shown ori the concept plan. We estimate that there would be
approximately 2,200 lineal feet of stem wall with an average height of
approximately 6 feet. The average cost for installation of this type of siem wall
was obtained from recent editions of construction cost estimating manuals, and the
cost is outlined in Table 1. It should be noted that other options may be available
to address this issue such as:
Preparing special architectural plans to allow the building:to be "stepped" so that
the finished fiour eievation varies throughout tne puilding to better ac�ummodate
the topographic change. This would require additional architectural design and
building plan approvals, as well as additional construction cost for each of the
different buildings. Since KEA does not provide architectural services, and does
not become involved in the construction of buildings, we were not able to
determine a comparison cost for this option.
Some of the buildings could be constructed as two story units on the uphill side
and three story units on the downhill side in those areas with steeper topography.
This approach was used at Town Place located at the southwest corner of the
intersection of U.S. Highway 19 and Northeast Coachman Road. While that
approach was considered appropriate for the Town Place parcel, it would probably
result in fewer units being constructed than the 672 units shown on the concept
plan.

It sl�ould be noted that tl�e stem wall option may require a variance since the building height
would exceed the code maximum of 30 feet.
Tree Removal - As you know, portions of the uplands are heavily vegetated. We estimate
that approximately 11.1 acres of the area shown to be developed by the concept plan contain
significant tree cover. Since a tree survey was not available, KEA determined, via a field
visit, that approximately 105 caliper inches of tree diameter is contained in a 25' x 25' square
area. This was verified to be the average for numerous sample areas in the heavily
vegetated portions of the site. Using this figure, it can then be determined that
approximately 81,000 caliper inches of tree diameter exist within the heavily vegetated area.
Clearwater Code allows the removal of 25% of the total diameter inches. Any removal in
excess of this number must either be replaced, or a contribution of $20.00 per diameter inch
must be made to the City of Clearwater tree fund.
The concept plan was then used to determine the approximate number of diameter inches
that would be removed due to the construction of the roadway, parking and buildings. A
line was drawn approximately 5 feet outside the building envelope, as well as the
parking/roadway envelope. It was determined that this surface area is approximately 6.65
acres. Using the ratios outlined above, it can be seen that this acreage probably contains
approximately 48,700 diameter inches, or approximately 60% of the total estianated diameter
inches. 'Tl�e difference between the 25% allowable (20,250 diameter inches) and the
estimated amount in the areas to be developed (48,700 diameter inches) is approximately
28,450 diameter inches. At $20.00 per diameter inch, this estimated contribution to the City
of Clearwater tree fiind would be $569,000.
It should be noted, however, that on the Park Place parcel located southwest of this site
there was considerable vegetation to be taken into account prior to the development of that
site. Working with the City of Clearwater forester to save understory, pruning the tree roots,
and adjusting development areas, the owner was able to have the 25% figure rnentioned
above increase�l tc 55% withouf the :oss cf par;,:ir.b spaces or building area. Shouid that be
the case on this site, the result could possibly bring the contribution to the City tree fund
down to approximately $83,000 (4,150 diameter inches). Without a tree survey, however, it
is only possible to give a range of the "extraordinary cost" created by development within a
heavily treed area of the City of Clearwater. This range is shown on Table 1.
Jt�risdictional Determination - The parcel contains a significant amount of wetlands. In
order to develop any site with wetlands, it is necessary to determine wetland jurisdictional
limits based on field observation and survey. This is especially true when it is planned to
m�ucimize the use of developable uplands as shown on the concept plan.

Approximately 3,600 lineal feet of probable jurisdictional area is adjacent to the proposed
development. This figure excludes the south edge of the wetland located in the southwest
corner of the site since no development is proposed adjacent to this portion of the wetland.
Since this could be classified as an "extraordinary cost" if the comparable sites do not contain
wetlands, a range of costs for determining the jurisdictional limits is included in Table 1.
While we recognize that the. range of "extraordinary costs" is significant, please note that this
work effort was d�ne with�ut benefit of a tree survey and other information that could help
refine the range of costs. We appreciate having the opportunity to assist you with this

Accessible portions of the property were traversed both on foot and in a vehicle with reference tia
aerial photographs to assure uniform coverage. The number of traverses varied on-site dependinQ
upon vegetation type and other physical constraints.
Observable debris, mounds, stressed vegetation or similar features or deposits that may iradicate old
dump or hazardous waste sites were noted, inspected, and located on aerial photograpl�s.
The location of observable dump or hazardous waste sites including cans, barrels, garbage pits,
storage tanks, machinery, or other similar materials were noted and located on aerial phat:�gra}311s.
Accessible sinkholes, watercourses, wetlands or the surface waters were examined for observable

2.0 REGULATORY RECORD REVIEW
, 'i'he record review consi f
sted o two parts. The first was a computer database record search which included state
, and federal regulatory lists detailing information on sites involved with hazardous waste acti�rities, petreleum
storage tanks, solid waste activities and contamination problems. The final result of this effort is the
, Environmental Data Report (EDR) in Appendix B. This report contains the actual printouts and �ietaiieci
explanations of the database record searches for the Environmental Protection Agency (EPA) and the Florida
' D�epartment of Environmental Regulation (FDER). Although the following sections serve as a s�:r_mmar}r of
these findings, please refer to the EDR for specific information on the facilities identified belos�. A review �f
'records at State and local regulatory agencies, the second part of this task, is discussed within irie f�li�wing
sPr,tions.

3.1 Historical Aerial Photographic Review
'
Aerial photographs were obtained from the Pinellas County Mapping Department to document historic chaiYg�s
' in land usage of the site and the surrounding area. Aerial photographs of Section 8, Township 29S, Rar�ge 16E
were reviewed for the subject property and the surrounding area witl�in about a half-mile radius �f the proje�t
' area. Aerial photographs dated 1926, 1943, 1957, 1971, 1980 and 1990 dre described below.
'• The 1926 aerial photograph displayed the site as undeveloped property. Drew Street was not present
in this photo. The railroad was visible to the north. I.arge orange groves were noted in al: directiuns
from the site. McMullen-Booth Road was observed east of the site. U.S. 19 was the nearest major road
west of the site. North of the railroad, the land was almost exclusively agricultural.
In the 1943 aerial photograph, the site w�s still undeveloped. The orange groves surrounding the sitP
were still apparent. The land just soi�theast of the site, at the corner of McMullen-Boo�h R�aa� and
Gulf-to-Bay Boulevard, appeared to be the site of some development. A road just u�Pst of the �ite, w<is
apparent in this photograph. This road begins at Gulf-to-Bay Boulevard, and continues r�urth, ��c;��.�ir��
about nudway between the railroad line and Gulf-to-Bay Boulevard. This was apparently I-�arnptor�
Road. Large wetland areas were noted on-site.
11ie 1957 aerial photogragh showed that Drew Street was still not present south of the site. A.� �
additional orange grove was noted near the site. Increasing development was visible :;uutheast of the
site. Little development was noted on the land between U.S. 19 and McMullen-Booth Road. The main
features noted in the half-mile project radius were groves and residential areas. Urange groves are
present on-site.
In the 1971 aerial photograph, Eisenhower Elementary School was visible just west of the site. Dre���
Street was now complete from U.S. 19 to McMullen-Booth Road. Two orange groves were still present

on-site. The remainder of the site consisted of a dense forested system. A few small trails were noteci
' on-site. The area south of Drew Street was not included in this aerial. A residential complex was noted
just northeast of the site.

• The 1980 aerial photograph showed the two orange groves still present on-site. However, these did not
' appear as healthy as they did in the 1971 aerial photograph. A residential development was �ioted jusc
southeast of the site. One tract of undeveloped land bordered to the south. Property bord�ring north
' of the site consisted of undeveloped and residential areas.
'• The 1990 aerial photograph shows the cunent status of the site and the surrounding area. Site ac:cess
is available from Drew Street. A sidewalk borders the north side of this road. It ap�ears that �ehicles
' have been on-site. Several dirt trails are seen throughout the property. A waste water treatment plant
� structure associated with the on-site drain fields is located in the northeast corner �f the cix�. '['he
� majority of the site is dense, overgrown wetlands. A portion of an orange grove is still present in th�
' northwest corner of the site. Some dumping is noted at the end of one of the trails in the western half
of the site. Some miscellaneous dumping is also noted on the southern border of the site, near tl-ie
, vehicle/jeep trails. A large tract of undeveloped land is visible on the south border. Residential are�:s
border the entire northern edge of the site.
' In summary, the aerial hoto ra hic review indicates that the eneral area since 1926 has under one severa.i

�changes. Drew Street has been completed and residential areas surrounding the project area have increased

or within the surrounding area that could be considered a significant environmental threat to the surface water,
'soils, or groundwater of the subject property.

An abstract of title on the subject property is being conducted by Ticore Title. As of the date of this reporx,
'this information had not been received. This information was to be reviewed for past ownership of the subject
parcel to reveal any names of any facilities, businesses, or owners who may have been associated with the
' generation, disposal, transfer, or distribution of hazardous materials. 'Ttierefore, any past ownership, grarats or
leases of the subject property over the last 50 years were not considered in the conclu�ic�n_c and

4.0 STTE RECONNAISSANCE

The Drew Street Property is located west of the Eddie C. MQOre Recreation Complex, �ast csf Eiser�ro�s,�er
' Elementary School, south of the Kapok Mobil Home Park and north of Drew Street. '�'he un�eve�o�e� sit:,
encompasses ± 57.36 MOL contiguous acres (see Figure 2).
'
4.1 On-Site Observations
'
,:�n T✓Iarch 24, 1992, a site visit was conducted by a KEA E�viro�lmental Scientist. The site vi.sit af the two
par�;els was broken up into four main sections. Each of thes� of the w�ll be separately below.
, The first area reviewed was the southwestern comer of the site. A heavily vegetated wetland systern occupies
'this portion of the site. Access to this segment of the site was very limited due to dense vcget�t��::. Very
limited dumping or trash was noted.

The second area exarmned was the central and southern pr�perty boundar}. A dii�t trail lead�n� .�it c}� Dr,,,.
' Street appeared to serve as the main access to this portion of the site. Vegetation in this regiuri �a�as lin�it��
c�mpared to the site's western edge. This was apparently due to the vehicle traffic t�at has occurred in thi:
' arca. A large central area of dumping was located at the end of this dirt tr�.i� (Se� Appendix �� for pt�otus i.
The mixed dumping included: construction debris, PVC pipes, furniture, appliances, household trash, wood,
'rr�etal scraps, glass, tires, plastic containers and an empty 55 gallon drum. 5urroun�ing this surficial d1.ir�:nL
area were large, overgrown dirt mounds of unknown origin. Due to the appeararce c�f t�ie�e rr,���n�ss it
' apFeared that dumping may have been occurring on-site for several years (see Figure 1- dumpin�; area #1).
' The eastern edge of the site was the third area reviewed. The dirt trail leading to the previously c�escri�ed
dumping area branches off to the east, passes an off-site fenced retention area, and termir►ates at a waste warer
'treatment plant. The waste water treatment plant currently servzs the residential area located south of Drew�
Street. A drain field associated with this facility is located on-site. This ptant is scheduled fc�r �•losure �vith
'se:vice being rerouted to the new facility located at McMulIeii-Bo�th Road and S.R. �0. Dui��ping note�l along

this road included: a pile of shingles, assorted paper trash, several tires, pieces of inetal fencing, a 55 gallon
� drum and several dirt piles.
' The last area covered in the site reconnaissance was the western most dirt trail. This trail starts at I?rew �treet,
continues north, and eventually dissipates near the crossing of the City of St. Petersburg water easement. Acces�
' on the southern portion of the trail appears to have been blocked by a wood pile. Assorted dumgin� in this
region included: mattresses, couches, concrete and plastic pipes, appliances, tires, and construction dehris. 'I'his
'trail borders the westem edge of dumping area #1. Heading north on the trail, numerous small piles r�f
dumping were noted. The trail eventually breaks off into several directions, ending in another l�rge dumpe�
' area. (see Figure 2- dumping area #2). This large pile included: construction debris, yard cligpings, ���ii�r�ce:s,
home furnishings, metal, plastic, wood and material scraps.
'
During the site visit, no obvious indications of recent gasoline, oil or other hazardous mat�rial.s, wastes o:
' contamination spills were noted. However, the large amount of dumping, debris, trash and mounds on-site
indicate the possibility of additional buried debris. It appeared that on-site dumping has occurred avEr several
' years, thereby increasing the potential for the presence of additional buried debris or hazardous materia�s. '�."he
,adjacent property vegetation did not appear distressed. Surface water drainage, which flows north into �l:gatc��
Creek, did not appear to have been contaminated by runoff from, or contact with, material on �l�e ��b}ect
' property. Although evidence oi the use or discharge of any potentially hazardous w�ste, chemicals, �r ath�:r.
materials was not noted, the likelihood of this is considered high due to the large amount ot' dumped ��terial
' and the suspected length of time dumping has been occurring.
' 4.2 Off-site Observations
� A drive-by tour of off-site areas located primarily in a half-mile radius from the site was performec� followir�g
the previously described on-site inspection. The surrounding area was characterized predominately by
tresidential neighborhoods.

Facilities in the area that could potentially be considered as a threat to the subsurface environment of the
'subject site are those listed in the regulatory review section. Thirteen facilities were listed on the EDR which
were located within a half-mile project radius. Seven of those thirteen facilities have reported contaminati�n
' on-site. As discussed in Section 2.2, the State is responsible for cleanup at all of these locations, except one.
The cleanup of the facility not under the State program is probably the responsibility of the Florida Department
' of Transportation (FDOT).

hazardous waste or materials were actually observed, the potential for the presence of these c�n-site sh��rid ��
' c�f concern. No significant soil staining, unusuai odors or other indicators o£ buried waste oiI �r fucl �vere. :�oted,
r:t��,v�ver, these indicators were very diff'icult to detect during the preliminary site reconnaissance. Due to the
' i�rge area covered by surficial dumping, the evidence of these indicators may have been obstructed.

' Based upon the cumulative information obtained during this Phase 1 Environmental Audit, additional
investigations are warranted to further evaluate the risk of any actual or potential on-site environmentai
' contamination. The several debris piles located at the end of the two dirt roads are the main areas of concern.
Potential sources of contamination, although not observed during the site visit, could be present at either ot'
� these dumping areas. Further investigations are recommended at these locations to determine whats if an�,
c;ontamination cnay be associated with these materials.

�ince the subject property has been used for unregulated dumping, the possibility of undetected, subsui-fac�e
' contamination is present. To determine if the debris piles are, or have been, a contami.nation soui•ce to !he
subsurface environment of the project site, the following limited Phase 2 Scope of Work is rec�mmended:

A I{EA Environmental Scientist, along with a Project Hydrologist from a qualified geotech�iical firm
will further investigate the on-site dumping conditions with the aid of a bulldozer supplied by the
seller/buyer. The goal of the additional site visit is to determine with the aid of the bulldoz�r, �,vt:at,
if any, additional material on-site could potentially pose an environmental threat to on-site
groundwater. The dumped debris will be selectively cleared by the bulldozer with the intention ofi
exposing soils and other unseen materials. Organic vapor analyzer (OVA) testing will be F�rforme�i
on soil samples in areas where tanks, drums or stained soils are noted. If further P'hase "�
investigations (e.g., monitoring well installation and ground water analysis) are warranted, the exa�:r.
locations, number of well points, and the appropriate laboratory analyses, will he determine� anci
recommended.
Following the completion of the above proposed site investigation, a report will be pregarec�
describing the field procedures utilized, and presenting the results of any analytical testing performed
(e.g., OVA). In addition, detailed recommendations for the report will include any addi;i�nal Phase
2 testing, if warranted.

This limited Phase 2 project is estimated to require one (1) day in the field. The �nal report will
be completed approximately one week after the site visit. The proposed fee to perform this limited
Phase 2 Environmental Audit, as described, is $2000.00 (lump sum).

6.0 LIMITATIONS OF ENVIRONMENTAL AUDIT
' KEA obtained, reviewed and evaluated the readily available information from the client, property owner, and
local, state, or federal public entities during the completion of the above mentioned scope of work. KEA's
' conclusions, opinions, and recommendations were based, in part, on this information. Verification of the
accuracy or authenticity of this information is outside the scope of this project. A limited site reconnaissance
'to observe current conditions was performed to evaluate present cnnditions. Although every effort was mac�e
to conduct this within the project time frame and budget allotted, KEA focused on properry areas cansidered
' more likely to exhibit hazardous material conditions, while other areas received limited attention. ICEA cannot
guarantee that the site is free of hazardous or potentially hazardous materials or that latent or undiscc��er�d
' conditions will not become evident in the future.

The NPL is a listing of facilities and/or locations where
environmental contamination has been confirmed. The NPL was
devised as a method for the EPA to prioritize these sites for the
purpose of taking remedial action as funded by the Hazardous Waste
Substances Superfund program, which was initially established under
the Comprehensive Environmental Response, Compensation and
Liability Act of 1980 (CERCLA) and reinstated under the Superfund
Amendments and Reauthorization Act of 1986 (SARA).
The EDM NPL report identifies those sites which presently appear,
or have in the past appeared on the NPL. The "Explanation of
Codes", exhibited below, provides an interpretation of the
information listed under the SITE INFORMATION section of this

permitted to conduct solid waste landfilling activities or other
related waste handling activities such as those conducted at
transfer stations. The appearance of a site on this list does not
necessarily indicate environmental problems at the site, but rather
that the site handles solid wastes that could pose an environmental
concern if, as a result of an uncontrolled release, hazardous
compounds were able to impact the environment and possibly migrate
from the site.

(PCOR)
The PETROLEUM CONTAMINATION OVERVIEW REPORT identifies facilities
and/or locations that have notified the FDER of a possible release
of contaminants from petroleum storage systems. The appearance of
a site on this list is an indication that a release has occurred
on the site and may pose a potential for environmental degradation
of the site and surrounding properties. The PCOR list includes
those sites that have been accepted into the State of Florida Early
Detection Incentive (EDI) Program and the Petroleum Liability
Insurance Restoration Program (PLIRP), which provide for State
clean-up or reimbursement for the clean-up of sites that have been
contaminated as a result of leaking fuel storage tanks. The PCOR
list also identifies sites that have notified the FDER of a release
but have not been accepted into either of these programs. These
sites are identified on the EDR by the word "OTHER" entered under.
the Program Field.
Sites that have been accepted into the EDI or PLIRP Programs are
issued a Rank arid Score relative to the severity of the release
that has occurred. The Score that a site receives is compiled by
assigning numerical values relative to the circumstances of the
release. The Rank is determined by the value of the score issued
to the site and represents the priority that the State has placed
on initiating cleanup activities at the site.
In general, a site that is issued a high Score is assigned a
relatively low numerical Rank. A low Rank value indicates a higher
priority for response from the State.
This report identifies those sites which presently appear, or have
in the past ,appeared, on the PETROLEUM CONTAMINATION OVERVIEW
REPORT. The absence of data from this report indicates that there
are no facilities and/or locations registered on this list within
the boundaries of your requested research area.

STATIONARY TANR INVENTORY BYSTEM LIST
This list identifies those facilities or locations that have
registered aboveground and underground petroleum fuel storage tanks
pursuant to the notification requirements found in applicable
chapters of the Florida Administrative Code. The appearance of a
site on this list does not necessarily indicate environmental
problems at the site, but rather that the potential for
environmental degradation to occur on the site or on adjacent sites
is present if the storage tanks have experienced leakage.
To better evaluate this potential, information on each tank system
is provided. This information includes: the age of the tank(s),
capacity, construction type, contents, type of leak monitoring
system and current status (i.e. active, removed, etc..). The

The HWQL Report identifies facilities and/or locations that have
notified the FDER of their activities relative to the handling of
hazardous wastes. The appearance of a site on this list does not
necessarily indicate environmental problems at the site, but rather
that the site is (or was) engaged in the handling of hazardous
wastes which if improperly managed or released in an uncontrolled
manner could cause potential environmental degradation on the site
or surrounding properties.
The columns that appear on the right side of this list indicate
the status of each site (i.e. Large Quanity Generator, Transporter,
etc...). The "Explanation of Codes" form, exhibited on the
following page, explains the meaning of each code which appears in
these columns. The absence of data from the EDM HWQL report
indicates that no HWQL sites were found within the boundaries of
your requested research area.
