I would like to commend you on the outstanding job you did assisting a citizen with
identifying and marking the grave of James Roulhac Blount, a Confederate veteran buried
in the City's cemetery in 1901 in an unmarked grave. Mr. Arthur M. Hays sent me a very
complimentary letter regarding you and the assistance you rendered. I have attached a
copy of his letter for your reference.
Mr. Hays pointed out how you carefully checked the cemetery map and burial records to
insure the accurate location of the unmarked grave, along with placing the 250-pound
granite headstone at the gravesite. Mr. Hays was extremely grateful for your assistance
and your invaluable knowledge of the cemetery.
I would like to applaud your efforts and the manner in which you represented the
department and the City of Clearwater.

I would like to commend Mr. Bill Moran for the outstanding and able assistance that he
rendered to me last Friday, February 15, when I was attempting to identify and mark the
grave of a Confederate veteran who passed away in 1901 at Clearwater.
I had made several failed chance attempts to locate the caretaker of the Clearwater
Municipal Cemetery for the purpose of identifying and marking the grave of James
Roulhac Blount, a Confederate veteran whose gravesite has gone unmarked since his
death in 1901. Through a timely stroke of luck, I was fortunate enough to find Mr.
Moran working on the cemetery grounds last Friday morning. After explaining my
purpose to Mr. Moran, he readily offered his assistance in locating the veteran's gravesite
and, to my pleasant surprise, placing the 250-pound granite headstone at the gravesite!
Mr. Moran carefully checked the cemetery map and other burial records to ascertain the
accurate location of the veteran's unmarked grave. The veteran's gravesite was confirmed
when we located the modest but weathered headstone of the veteran's wife, Suzanne, who
died in 1895. After pinpointing the gravesite, Mr. Moran and I sef the headstone in place
in short order.
Personally, I felt a deep sense of accomplishment in marking this veteran's grave,
especially after the grave had gone unmarked for over 100 years. I was also grateful for
Mr. Moran and his capable assistance and invaluable knowledge of the cemetery.
Please convey my thanks and appreciation to Mr. Moran. He is truly an asset to the City
of Clearwater, and exemplifies public service at its best!
