Since that time, the plan has been amended to provide 196 parking spaces. Please certify these plans which reflect the simple adjustment. The Development Review Committee at its meeting of January 9, 1992, approved the final site plan subject to the following conditions: December 19, 1991 1. Signs and fencing/walls are subject to separate review and permitting processes. 3. The related final plan shall be recorded with one (1) year from the certification date of the preliminary plan or prior to issuance of a certificate of occupancy, whichever comes first. 8. ,Phasing of the water distribution system is subject to the approval of the water superintendent and Fire Marshall. 10. Prior to the issuance of a building permit, an approved Pinellas County Public Health Unit Permit, Southwest Florida Water Management District Permit will be required. Prior to issuance of a building permit, an application for Wellhead Protect Permit shall be submitted to the Engineering Division. 12. Prior to issuance of a building permit, a wellhead protection permit application shall be filed with the Environmental Management Group and a copy filed with the Engineering Division. 13. Prior to the issuance of a Certificate of Occupancy, dumpsters/compactors must be visually screened. Provide ' gates with minimum 12 foot opening to the front for access by sanitation trucks. 16. Due to the extensive tree removal proposed, the applicant must submit a tree replacement plan which maximizes the use of open space for tree replacements and/or transplants. This plan must be reviewed and approved by the Environmental Management Group prior to building permit approval. January 9, 1992 conditions: 2. The requisite building permits must be procured within one year for the Building Area 1, and that all requisite Certificates of Occupancy shall be procured or obtained as per the Development Order. 3. The related final subdivision plat shall be recorded prior to the issuance of a Certificate of Occupancy for Development Area 1. 4. A 10 foot utility easement shall be provided adjacent to Park Place Boulevard, on both sides. 6. The developer shall maintain all median areas as per approved landscape plans. 8. ,Sidewalk shall be installed on Park Place Boulevard to City Standards. As conditions 112, 4, 5, 6, 7, 9, 11, 14 & 15 from the December 19, 1991 DRC meeting along with conditions 111, 5, 7 and 9 from the January 9, 1992 DRC meeting have been met, please certify the attached plans subject to conditions #1, 3, 8, 10, 12, 13 and 16 from the December 19, 1991 DRC meeting, and conditions 112, 3, 4, 6 and 8 from the January 9, 1992 DRC meeting, listed above and distribute. This period of time is dependent upon the timely transmittal of all necessary completed applications and documentation materials. 2) The Clearwater Future Land Use Plan will not need to be amended to accommodate this residential proposal. 3) Transportation and Recreation/Open Space Impact Fees have already been paid to the City. However, building permit and associated permitting fees will be required (see attached Fee Schedule). 4) The Development Order as amended entitles the Park Place Development of Regional Impact Vested Development Rights under the City's Concurrency Management Ordinance. This Development Order is in full effect until December 19, 2000. 5) Construction of the unbuilt portion of Park Place Boul;,vard is outlined in the attached Park Place Development Order. 6) The site plan review and the rezoning processes can be processed simultaneously, but the if the rezoning is denied, the site plan issue would be moot. Since that time, the plan has been amended to provide 196 parking spaces. Please certify these plans which reflect the simple adjustment. The Development Review Committee at its meeting of January 9, 1992, approved the final site plan subject to the following conditions: December 19, 1991 1. Signs and fencing/walls are subject to separate review and permitting processes. 3. The related final plan shall be recorded with one (1) year from the certification date of the preliminary plan or prior to issuance of a certificate of occupancy, whichever comes first. 8. Phasing of the water distribution system is subject to the approval of the water superintendent and Fire Marshall. 10. Prior to the issuance of a building permit, an approved Pinellas County Public Health Unit Permit, Southwest Florida Water Management District Permit will be required. Prior to issuance of a building permit, an application for Wellhead Protect Permit shall be submitted to the Engineering Division. 12. Prior to issuance of a building permit, a wellhead protection permit application shall be filed with the Environmental Management Group and a copy filed with the Engineering Division. 13. Prior to the issuance of a Certificate of Occupancy, dumpsters/compactors must be visually screened. Provide gates with minimum 12 foot opening to the front for access by sanitation trucks. 16. Due to the extensive tree removal proposed, the applicant must submit a tree replacement plan which maximizes the use of open space for tcee replacements and/or transplants.
