1. Provide a copy of the stormwater calculations and SWFWMD calculations to
Environmental Management; and
2. Show use of raised curbs or protective timbers on the site plan where interior
landscaped areas abut pavement.
Prior to issuance of the requisite building permit,
1. Furnish the SWFWME permit to Clearwater Environmental Management;
2. Acquire clearing and grubbing and tree removal permits (or no tree verification
form) from Environmental Management;
3. Provide drainage calculations;
4. Provide permit from Florida D.E.P./D.N.R. as applicable for construction
seaward of Coastal Construction Control Line; and
5. Provide 3 copies of a landscape plan for the development.

Seaward of the Coastal Construction Control Line, the City of Clearwater hereby affirms
that the proposed development by your company, as evidenced by the final site plan dated
December 23, 1997, has been approved for certification by the city contingent upon your
company obtaining a DEP permit to build seaward of the Coastal Construction Control
Line.
This approval is in accordance with the amended memorandum dated October 26, 19945

This letter is to advise that the City of Clearwater's Development Review Committee has
approved the proposed site plan for the Meridian on Sand Key subject to the conditions
noted on the summary notes document attached. This letter of approval is being provided to
comply with the stipulated settlement between the United States Steel Corp. (plaintiff and
the City of Clearwater, a Municipal corporation (defendant), Circuit Civil No. 78-4765-7;
(Sand Key Settlement).
Please also find attached a letter of authorization which will allow the development of
recreational amenities seaward of the Coastal Construction Control Line (C.C.C.L.) with
the understanding that a permit from the Florida Department of Environmental Protection
will be requisite to obtaining a City permit for construction seaward of the C.C.C.L.
Revised site plans for this development which were submitted by King Engineering
Associates are currently being reviewed for compliance with the conditions of approval
listed in the summary notes provided.

Prior to certification of the site plan,
1. Provide a copy of the storrnwater calculations and SWFV~MD calculations to
Environmental Management; and
2. Show use of raised curbs or protective timbers on the site plan where interior
landscaped areas abut pavement.
Prior to issuance of the requisite building permit,
1. Furnish the SWFDUMD permit to Clearwater Environmental Management;
2. Acquire clearing and grubbing and tree removal permits (or no tree verification
form) from Environmental Management;
3. Provide drainage calculations;
4. Provide permit from Florida D.E.P./D.N.R. as applicable Eor construction
seaward of Coastal Construction Control Line; and
5. Provide 3 copies of a landscape plan for the development.

2. Visually screen the dumpster and provide gate with a minimum 12 Et. clear
opening to the front for access by Solid Waste vehicles;
3. Furnish as-builts and an engineer's certification to Engineering Services.

In reference to the Development Review Committee (DRC) meeting of December 18, 1997 and the
DRC summary notes received by JMC Communities on February 12, 1998, the following responses
apply:
Comments by Rick Albee
The project discharges directly into the Gulf of Mexico. According to SWFWMD
regulations, the stormwater management system is not required to provide storm peak
attenuation. Therefore the proposed system will retain the first one half inch of runoff for
quality treatment purposes only. Please refer to the enclosed Exhibit "A" -Water Quality
Volume Computation.
2. In addition to notes specifying Type "D" curb within the parking area, the site plan depicts
both the face and the back of the proposed Type "D" curb.
Comments by Bob Perkins
1. As agreed by Mr. Perkins, the proposed 8' wide sidewalk crossing the driveway shall be in
accordance with Pinellas County and ADA standards. As required by Mr. Perkins, the
proposed 8" wide sidewalk shall match existing 4' wide sidewalk per Pinellas County and
ADA standards. Please refer to the Final Site Plan for details.
2. A copy of the dumpster requirement form forwarded to James Maglio of the Solid Waste
Department is enclosed. Pursuant to Mr. Perkins' request, the project owner or entity
responsible for the maintenance shall be responsible for rolling the dumpsters out to
locations designated by the Solid Waste Department. Please refer to note 3 on the Final Site
Plan.

5. Proposed sanitary sewer, irrigation line, potable water, and fire line proposed in conjunction

were added to the Final Site Plan. As agreed by Mr. Perkins, the existing spot grade

This letter is to advise that the City of Clearwater's Development Review Committee has
approved the proposed site plan for the Meridian on Sand Key subject to the conditions
noted on the summary notes document attached. This letter of approval is being provided to
comply with the stipulated settlement between the United States Steel Corp. (plaintiff) and
the City of Clearwater, a Municipal corporation (defendant), Circuit Civil No. 78-4765-7;
(Sand Key Settlement).
Please also find attached a letter of authorization which will allow the development of
recreational amenities seaward of the Coastal Construction Control Line (C.C.C.L.) with
the understanding that a permit from the Florida Department of Environmental Protection
will be requisite to obtaining a City permit for construction seaward of the C.C.C.L.
Revised site plans for this development which were submitted by King Engineering
Associates are currently being reviewed for compliance with the conditions of approval
listed in the summary notes provided.
