A) The total gross floor area of the above referenced K mart is approximately 95,900 square feet. The TBA area was previously used as an automobile service facility. Area. contained within this TBA was in the amount of 9,250 square feet. B) The TBA was designed to accommodate (12) service bays and had an average of (10) persons employed and working daily. In accordance with your parking requirements, this would necessitate a minimum-of (6B) spaces to be allotted for this .. area. C> Upon converting this 9,250 square feet to retail sales floor space, the parking requirements would change and dictate that a minimum of (50> spaces be made available. D) Although the TBA is being converted to retail sales area, the basic requirements for parking have already been exceeded, and we would therefore be in compliance with the code. Dur recommendation is to approve the existing parking allotments.- This form should be attached to the permit drawings as certification of the parking requirements. COPIES: See List SUBJECT: ~~li nor Plan Change/K-mart Shopping Center DATE: August 26, 1983 The site plan for K-mart Shopping Center on the north side of Gulf-to-Bay Boulevard was approved by the City Commission on December 20, 1979. The City Clerk subsequently certified the plan on January 7, 1980. The Rax Roast Beef Restaurant at the intersection of Gulf-to-Bay Boulevard and Gunn Avenue is incorporated within K-mart Shopping Center plan. The president of Rax is requesting that the certified plan be amended to allow an addition to the building on the south side, to angle the parking which is adjacent to Gunn Avenue, and to remove three parking spaces in front of the store. The Traffic Engineering Department has reviewed the parking modifications and has determined them to be unobjectionable. Our Department's review of the revised plan reveals that it will continue to comport with all Zoning Code requirements. Please be advised that we have revised the site development plans in accordance with the five (5) stipulated conditions and have provided a written response to each condition in the order received as follows: 1. Pursuant to our telephone conversation with Mr. Bob Maran on February 12, 1992 we have reviewed development plans with respect to the City's stormwater detention criteria for property undergoing redevelopment to determine if additional stormwater detention facilities were required. KMart proposes to replace existing building and pavement areas with a KMart building expansion area. Additionally, existing paved parking areas along State Road 60 are being removed and replaced with landscaping in order to enhance the project's buffer area along its frontage. The net result of these improvements is a decrease of 10,003 SF of impervious surface on the project site. We performed an analysis of "Pre" and "Post" Development Runoff Coefficients using the City's methodology for areas undergoing redevelopment and found a negligible "DELTA C" differential between the two conditions. Therefore, pursuant to our conversation with Mr. Maran, no stormwater detention modifications will be required. Two sealed copies of our calculations are attached herewith. Landscape Plan detailing proposed landscape improvements, both interior and within the peripheral buffer areas, is provided herewith as Sheet C-4. The buffer along State Road 60 averages a width in excess of 10'. 3. Dumpster pads will be constructed with screen fence enclosures (Sheet C-1). Landscape plantings provide additional screening for KMart's facilities facing Rainbow Drive (Sheet C-4). 4. See response to Item 2. It is our understanding that the architect, Michael Lynch, was subsequently advised that fencing would not be required along Rainbow Drive. 5. Not applicable, no abandonment/vacation is proposed. We have reviewed his suggestions for increasing interior landscape areas and have found three areas where they can be accommodated. It is agreed to expand the endrow island nearest Payless Shoes and to provide two endrow islands at the rear of KMart. We are not able to provide landscaping at KMart's northwest corner since that pavement provides access to the existing truck dock facility. Also, we prefer not to lose the three parking spaces in front of KMart as we just had a variance approved for a reduced number of spaces and the relocation areas he suggested are not suitable for parking. One area is the Garden Center's loading zone and the other is part of an existing retention area. On March 26, 1992, after not being able to reach Mr. Quillen, we discussed these items with Mr. Allen Mayberry and he appeared agreeable to our proposal. Pursuant to his request, we have revised the interior landscape area square footage and percentage within the site data on Sheet C-1. Attached herewith please find twelve (12) sets of revised Site Plans. We hope the revisions made adequately address all comments received to date.
