In order to provide continuity, the items will be listed in agenda order although not necessarily discussed in that order. ITEM 1 -The minutes of the April 6, 1995 meeting were approved as submitted. ITEM 2 - MONIN OFFICE/MANUFACTURING FACII,ITY, (PSP 95-08): Final DRC approval of final site plan. - The applicant's representative presented the site plan and staff presented their comments in writing. Staff specifically indicated the conditions below, and in the ensuing discussion it was noted that any reference to Phase II construction indicated on the site plan should be eliminated, and in the future, have the site data table on one sheet. Discussion regarding gross floor area measurements, setbacks, and the need for the correct open space calculations need to be noted on the site plan. The applicant's representative stated that the sidewalk was flush and did not have a handicap ramp proposed. The Fire Marshal suggested the fire hydrant be moved to another location, as to accomodate the future plans of Phase II. Listed below are suggested DRC conditions for final approval: dmin0504.95 1 05/04/95 ~. {~, - . , 1. Signs and fencing/walls aze subject to separate review and permitting processes. 2. The requisite building permits must be procured within one (1) yeaz from the date of certification of the final site plan and all requisite certificates of occupancy must be obtained within three (3) yeazs of the date of certification of the site plan. 3. A Fire Hydrant assembly shall be installed at a more suitable location, taking into consideration the future plans for Phase II. 4. The site data table shall be noted on one sheet instead of making the site plan into two. 5. Prior to certification, the r.o.w. line is to be shown as a dazk solid line and the incorrect line removed. 6. Prior to certification, the plans aze to show a 4 ft. sidewalk one foot off of property with a handicap ramp, as specified in the A.D.A. requirements and consistent with the Land Development Code guidelines. 7. Dimensions to be shown on the plan to denote measurements for aisles, parking stalls, entrances, etc. 8. Prior to certification, all required pazking lot interior landscape areas shall be depicted by shading or cross-hatching. 9. Prior to issuance of a building permit, a copy of the approved SWFWMD permit shall be submitted to Environmental Management. 10. The applicant shall contact Pazks & Recreation for the required recreation open space assessment fee, which shall be paid prior to certification. Senior Planner, Lou Hilton, made a motion to approve the final site plan subject to the above DRC conditions of approval, incorporating into the motion the comments made by staff. The motion was duly seconded and carried unanimously. ITEM 3 - BARNETT BANK PLAT, SUB 94-04 & BARNETT BANK SITE PLAN, PSP 94- 30: SW Corner of Missouri & Belleau Road. The applicant has prepazed a preliminary subdivision plat creating five lots for the contiguously owned property of Barnett Bank of Pinellas County. Barnett proposes to build a new 5,552 sq. ft. branch office on Lot 1. Upon receiving a certificate of occupancy for the new branch bank office, Barnett proposes to sell the existing bank site (I.ot 2) to the Walgreen's Drug Store Franchise. On completing the new Baznett Bank building (Lot 1), the Walgreen's owner will then raze the existing Barnett Bank and build the proposed 15,525 sq. ft. Walgreen's Drug Store. Rezoning of the property from Commercial Center (CC) to General Commercial (CG) will allow appropriate setbacks and signage. The applicant and the applicant's representative presented the site plan/plat and staff presented their comments in writing. Staff specifically indicated the conditions below. Discussion regarding the driveway to the south ensued, resulting in the need for another drawing. Kim Lazson stated that FDOT asked them to eliminate Phase II from the site plan at this time. The applicant would like the committee not to hold them up on the certification process, while awaiting FDOT approval, as they have conceptual approval. Mr. Hilton gave dmin0504.95 2 05/04/95 instructions as to bringing in a letter of intent. Mr. Larson said this would not be a problem. He also stated that the current permit was on location. Clerk's procedure on certification was discussed. Listed below are DRC suggested conditions for final approval: 1. Prior to certification, a letter of intent shall be received and approved by Traffic Engineering. 2. The requisite building permits must be procured within one (1) year from the date of certification of the final site plan and all requisites certificates of occupancy must be obtained within three (3) years of the date of certification of the site plan. 3. The related final plat shall be recorded within one (1) year from the certification date of the preliminary plat or prior to issuance of a certificate of occupancy, whichever comes first. 4. Prior to certification, the Dumpster Requirement Form must be completed and returned to the City Solid Waste Department. 5. Prior to issuance of a building permit, a copy of the approved SWFWMD/DEP permit shall be submitted to Environmental Management. 6. The applicant shall contact Parks & Recreation for the required/open space assessment fee, which shall be paid prior to certification. The motion was duly seconded and carried unanimously. ITEM 4 -THE TOWNHOMES OF NORTHWOOD PLAT, SUB 95-03: 2739-2749 Enterprise Road. The applicant has prepared a preliminary subdivision plat creating 30 units and five common areas. This follows the November 10, 1994 DRC approval of the final site plan for the development of the units and common areas, now under construction. Applicant or applicant's representative was not present for meeting. Senior Planner, Lou Hilton, made a motion to continue this item. The motion was duly seconded and carried unanimously. ITEM 5 - MCCULLOUGH-BETHEL: Courtesy Review. The applicant proposes to effect a land swap with Bethel Church to create a buildable residential lot-albeit a "flag" lot. He seeks answers to three main questions through a courtesy review by the DRC. In order to provide continuity, the items will be listed in agenda order although not necessarily discussed in that order. ITEM 1 -The minutes of the April 6, 1995 meeting were approved as submitted. ITEM 2 - MONIN OFFICE/1VIANUFACTURING FACILITY, (PSP 95-08): Final DRC approval of final site plan. - The applicant's representative presented the site plan and staff presented their comments in writing. Staff specifically indicated the conditions below, and in the ensuing discussion it was noted that any reference to Phase II construction indicated on the site plan should be eliminated, and in the future, have the site data table on one sheet. Discussion regarding gross floor area measurements, setbacks, and the need for the correct open space calculations need to be noted on the site plan.. The applicant's representative stated that the sidewalk was flush and did not have a handicap ramp proposed. The Fire Marshal suggested the fire hydrant be moved to another location, as to accomodate the future plans of Phase II. The requisite building permits must be procured within one (1) year from the date of certification of the final site plan and all requisite certificates of occupancy must be obtained within three (3) years of the date of certification of the site plan. 3. A Fire Hydrant assembly shall be installed at a more suitable location, taking into consideration the future plans for Phase II. _ 4. The site data table shall be noted on one sheet instead of making the site plan into two. 5. Prior to certification, the r. o. w. line is to be shown as a dark solid line and the incorrect line removed. 6. Prior to certification, the plans are to show a 4 ft. sidewalk one foot off of property with a handicap ramp, as specified in the A.D.A. requirements and consistent with the Land Development Code guidelines. 7: Dimensions to be shown on the plan to denote measurements for aisles, parking stalls, entrances, etc. 8. Prior to certification, all required parking lot interior landscape areas shall be depicted by shading or cross-hatching. 9. Prior to issuance of a building permit, a copy of the approved SWFWIVID permit shall be submitted to Environmental Management. 10. The applicant shall contact Parks & Recreation for the required recreation open space assessment fee, which shall be paid prior to certification. Senior Planner, Lou Hilton, made a motion to approve the final site plan subject to the above DRC conditions of approval, incorporating into the motion the comments made by staff. The motion was duly seconded and carried unanimously. ITEM 3 - BARNETT BANK PLAT, SUB 94-04 & BARNETT BANK SITE PLAN, PSP 94- 30: SW Corner of Missouri & Belleair Road. The applicant has prepared a preliminary subdivision plat creating five lots for the contiguously owned property of Barnett Bank of Pinellas County. Barnett proposes to build a new 5,552 sq. ft. branch office on Lot 1. Upon receiving a certificate of occupancy for the new branch bank office, Barnett proposes to sell the existing bank site (Lot 2) to the Walgreen's Drug Store Franchise. On completing the new Barnett Bank building (Lot 1), the Walgreen's owner will then raze the existing Barnett Bank and build the proposed 15,525 sq. ft. Walgreen's Drug Store. Rezoning of the property from Commercial Center (CC) to General Commercial (CG) will allow appropriate setbacks and signage. The applicant and the applicant's representative presented the site plan/plat and staff presented their comments in writing. Staff specifically indicated the conditions below. Discussion regarding the driveway to the south ensued, resulting in the need for another drawing. Kim Larson stated that FDOT-asked them to eliminate Phase II from the site plan at this time. The applicant would like the committee not to hold them up on the certification process, while awaiting FDOT approval, as they have conceptual approval. Mr. Hilton gave dmin0504.95 2 05/04/95 ~ .~ instructions as to bringing in a letter of intent. Mr. Larson said this would not be a problem. He also stated that the current permit was on location. ITEM 5 - MCCULLOUGH-BETHEL: Courtesy Review. The applicant proposes to effect a land swap with Bethel Church to create a buildable residential lot-albeit a "flag" lot.
