Certified site plan and preliminary plat for a Steak n' Shake restaurant proposed at 18627 II.B. Highway 19 North. Results of the discussion were: i. Before the site plan can be certified, the applicant must complete the following action(s): a. Provide all site data in accordance with the site data format included as part of certified site plan application and attached hereto; 1 b. Provide written permission from the City of St. Petersburg to pave overflow parking spaces in the City of St. Petersburg waterline easement; c. The site plan shall be drawn to a minimum scale of 1" to 50', and all information as required by the site plan review application shall be provided on one sheet of paper not to exceed 24" x 36" in size; d. Revise drawing to indicate angled, standard parking spaces in front of the restaurant with a one-way drive running south from Bay Aristocrat M.H.P. drive; e. Relocate handicapped parking space to the immediate south side of the proposed building; f. Indicate on plan that all parking spaces located in the proposed 40 ft. drainage and utility easement adjacent to U.S. 19 are overflow (surplus) parking spaces; g. Provide Florida D.O.T. permit for U.S. 19 access; h. Show zoning classifications of surrounding properties on the plan; and i. Delete parking spaces nearest entry drive from U.S. 19 as required by Traffic Engineering. 2. Before the city can issue building permits, the applicant must complete the following actions: a. Secure the requisite SWFWMD permit; b. Secure cross access agreements with property owners to the north and to the south and file such agreements with Pinellas County Official Records, and provide certified copy to city; and c. Obtain the requisite Florida Department of Environmental Protection permit. d. Provide drainage calculations; and NOTE: Payment of the requisite transportation impact fee is requisite to the issuance of a Certificate of Occupancy. 3. Before the city can certify the Preliminary plat, the applicant must complete the following action(s): 2 a. Delete the proposed "Lot 2" from the plat and revise the legal description accordingly; b. Provide recorded cross access agreements with property owners to north and south acceptable to the city's legal department; and c. Provide north/south access easement. Please submit 12 signed and sealed copies of the amended plan for certification to this office and please alloy 5 working days for our review and certification if all of the above requirements are met. B. Pools at Windward Passage, an 11 unit townhouse development proposed to be located at Windward Passage. Results of the discussion were: i. Before the site play can be certified, the applicant must complete the following action(s): a. Indicate a minimum 3 ft. swimming pool setback from all side property lines in the site data table; b. Provide more specific statement on plan regarding exactly what may or may not be constructed in patio area, (e.g. screen enclosures may be constructed with ~ lanai roofs, no room additions permitted); c. Show proposed sign area, height, setback, on plan; and 2. Before the city can issue building permits, the applicant must complete the following actions: a. Provide engineered drawings which indicate no conflict between seawall improvements and swimming pool construction. b. Provide drainage calculations; and c. Obtain the requisite SVFTMD permit. NOTE: Payment of the requisite transportation impact fee is requisite to the issuance of a Certificate of Occupancy. 3. The applicant is requesting a variance of one wall sign to allow a total of four wall signs. The variance is requested to permit placement of a wall sign identifying the mini-bank within the grocery store. Staff recommends approval as the variance will not increase the allowed sign area, only the number of wall signs. The proposed total sign area is 277.5 square feet where 290 square feet are permitted. The additional sign will identify the mini-bank, not the grocery store. Approval will not detract from the neighborhood's appearance.
