Baier, City Engineer/DRC Member CC: Mike Gust, Traffic Operations Engineer Date: September 16, 1996 RE: Clearwater Christian Center, McMullen Booth Road I have reviewed the official site plan as submitted by Michael Gaylor of Gaylor Engineers and I don't see the revisions necessary to accommodate the concerns as outlined at the meeting in August as remanded by the Committee to address the driveway and transportation issues. The northernmost driveway shown as one way/ingress-only has perpendicular parking and the two-way aisles abut the ingress and relegate this driveway to a motorist discretion and not a true right-in-only ingress. As for the proposed driveway, I have seen no substantiated need from the safety standpoint as well as from a capacity standpoint. I can only support an additional (5th) driveway having some demonstrable need based on capacity, overall motorist safety and volume of traffic. As three existing multi-lane driveways on McMullen Booth Road can adequately accommodate the ingress/egress needs of this Center, I cannot approve an additional access point at this time. I recommend that this committee approve the site plan only if the proposed southernmost driveway is deleted from the plan and the northernmost right-in-only is physically constructed to truly serve as an ingress-only access point. In attempting to accommodate Mr. Gaylor, my staff and I have met with him on numerous occasions and were unable to come to mutually acceptable terms of agreement within the acceptable elements of traffic engineering and access management. B. Before the City can issue building permits, the applicant must complete the following actions: 1. Obtain and furnish evidence of all applicable permits from other governmental agencies including but not limited to: (a) FDOT permit for work within the Right-of-Way to Engineering Services; (b) Pinellas County Public Health Unit Permit, Ingress/ Egress, and a l0 foot Utility Easement over the proposed water mains up to and including meters, backflow prevention devices and hydrants. 2. Pay the sewer impact assessment fee, based on the size of the water meter with assistance in determining the fee from Central Permitting/Licensing specialists.(Show the water meter size on the site plan.) 3. Provide a blanket easement for new water lines up to and including meters and hydrants. 4. Obtain and provide an easement from Sam's Club for the sewer tie-in. 5. Coordinate with the Assistant Water Superintendent for use of any existing stub-outs on the 8 water line on Gulf-to-Bay for the building's potable water. C. Before the City can issue a Certificate of Occupancy, the applicant must complete the following actions: 1. Pay the Transportation Impact Fee as called for by the Pinellas County Transportation Impact Fee Ordinance with assistance in determining the fee from the Clearwater Traffic Engineering Office. 2. Visually screen the dumpster and provide gates with a minimum 12-foot clear opening to the front for access by Solid Waste vehicles. 3. Revise the site data table completely to reflect both zoning(CG & RM-12)classifications of the property and the three mixed-Police Substation, Residential Shelter and Office /Administrative) uses of the property as they are planned within each zone. 2.
