Attached is a copy of the Final Preliminary Plat and Final Site plan for Sun View, submitted on October 28, 1996 for re-
certification.
Please refer to the attached DRC Summary Notes of the October 25, 1995 DRC meeting for reference in assuring that DRC
directed changes have been made to the preliminary plat and supplementary drawing. This is a Clearwater Neighborhood
Housing Services, Inc. project that is being re-activated following the departure of the former project manager.
If you find the final preliminary plat and supplementary drawing to be acceptable, please initial and date. If you do have an
objection and/or recommendation, please comment below or attach your comments to this memo.

Results of the discussions were:
I. Menna Suncoast Inn Plat .(SUB 95-06):.the .DRC approved :the plat subject
to the following discussion/ condition(s):
A. Before the Final Preliminary Plat can be certified, the applicant
must complete the following action(s):
Pay the required recreation/open space assessment fee with
assistance from the Clearwater Parks and Recreation
Department.
_ B. Before the City can issue a Certificate of Occupancy, the
~" 'applicant must complete the following actions:
Record the related final plat within one (1) year from the
certification date of the final preliminary plat or prior
to issuance of a certificate of occupancy for the site,
whichever comes first to prevent expiration of the site
plan certification.
~~ II. Sunview Site Plan (PSP 95-20): the DRC approved the site plan subject
to the following discussion/ conditions:
A. Before the Site Plan can be certified, the applicant must
complete the following action(s):
1. Show on the site plan the following:
a. Name of the plan consistent with that on the final
preliminary plat: they must be the same.
b. Name, address and telephone number of the owner/
developer.
c. The nearest arterial or collector roadway intersection.
d. Zoning classifications for the adjoining properties.
e. The 7 ft dimension for typical driveway offset from
side property lines.
f. Typical driveway configuration(s) for each type of home.
g. Inclusive address(es) of the site.
h. Typical building envelope.

2. Show sidewalks adjacent to all street rights of way.
3. Provide a copy of the SWFWMD permit application and
calculations to Environmental Management.
" 4. Show all proposed utilities, a stormwater retention/
detention system(s) and 50' perimeter contour elevations
with an easement over the ;detention area.
5. Denote dimensions/measurements for aisles, parking stalls,
entrances and like features for the parking/ vehicle
maneuvering areas. ,~ '

B. Before the City can issue building permits, the applicant must
complete the following actions:
1. Submit a copy of the approved SWFWMD permit or exemption
to Environmental Management. '
2. Pay a "Recreation Facility Fee" of $ 200 for each
residence at the time each is to be permitted.
C. Before the City can issue :a Certificate of Occupancy, the
applicant must complete the following actions: .
1. Pay the Pinellas County Transportation Impact Fee due with
assistance as needed in determining the amount of that fee
_.. . from the Clearwater Traffic Engineering Office.
2. Record the related final plat within one (1} year from the
certification date of the 'final preliminary plat or prior
to issuance of a certificate,of occupancy for the site,
whichever comes first to prevent expiration of the site
plan certification.
D. Complete the following actions as indicated.:
1. Obtain the requisite building permits within two(2) year
from the site plan certification date to prevent expiration

2. Obtain the requisite certificate(s) of occupancy within
three (3) years of the site plan certification date to
prevent expiration of the :site plan certification.
3. Obtain review of and permits for signs and fencing/walls
through separate review an'd permitting procedures.
III. Sunview Plat (SUB 95-07): The DRC approved the plat subject to the
following discussion/ conditions:
Before the Final Preliminary Plat can be certified, the applicant
must complete the following action(s):
1. Show the following on the final preliminary plat:
a. A 10' drainage & utility easement along the front
Right-of-Way line.

b. Easements for the drainage swales along the side
--. property lines and the rear drainage system.
c. Name, address and telephone number of the applicant/
owner.
2. Record the related final plat within one (1) year from
the certification date of the final preliminary plat or
prior to issuance of .a certificate of occupancy for the
site, whichever comes first to prevent expiration of the
site plan certification.
IV. City of Clearwater Engineering Field Operations Complex(PSP 95-22):
The DRC approved the subject site plan subject to the following comments
and conditions:
A. Before the Site Plan can be certified, the applicant must
complete the following action(s):
1. Show all on-site lighting with 90-degree cutoffs
directed away from abutting streets right-of-way and
residential properties.
2. Show sidewalk to code on the plan with required
waiver(s).
3. Legally record a Unity of Title for the project site and
furnish proof of such action.
4. Provide.a copy of the SWFWMD permit application and
calculations to Environmental Management.

B. Before the City can issue building permits, the applicant must
complete the following actions,:
1. Submit a copy of the approved SWFWMD permit or exemption to
Environmental Management.
2. Revise the landscape plan to include seven (7)interior
trees and to specify a minimum tree height of 8'.
C. Before the City can issue a Certificate of Occupancy, the
applicant must complete the following actions:
Have the City install backflow prevention devices with the
owner/applicant paying all applicable fees.
0. Complete the following actions as indicated:
1. Obtain the requisite building permits within one(1) year
from the site plan certification date to prevent expiration
of the site plan certification.
2. Obtain the requisite certificate(s) of occupancy within
three (3) years of the site plan certification date to
