DATE: September 21, 1988 On September 8, 1988, the Development Review Committee approved the above reference final site plan subject to the following conditions: 11?1% 1. Signs and fencing/walls are subject to separate review and permitting. 2. Plan to be certified must be signed and sealed by a registered engineer. (Revised final has been signed and sealed by a registered engineer.) 3. Fire hydrants must be shown on the site plan as required by the Fire Marshal. (Shown on the site plan.) 4. Interior landscaping requirements must be met and a site landscaping plan must be submitted prior to issuance of a building permit. 5. ITEM #1 - CITY OF CLEARWATER MARSHALL STREET POLLUTION CONTROL FACILITY, ADVANCE WASTEWATER, TREATMENT, located East of the "T" intersection of Marshall Street and Harbor Drive. FINAL SITE PLAN - APPROVED WITH CONDITIONS Fire Marshall - Nick Lewis commented that the fire hydrants should be placed so as to have a 300 ft. hose lay. Public Works - Bob Maran comments are as follows: 1. Interior landscaping required. 2. Plan to be submitted prior to the Building Permit. Regarding #1, Terry Jennings commented that the landscaping plan will be prepared by our Environmental Dept. to meet codes. Typically, that plan will involve the placement of trees on Harbor Drive and Douglas Ave ROW'S. Mangroves will be placed along the shorelines of Stevenson Creek and every available interior space will be used for landscaping, however the interior landscaping will not include trees. Regarding the planting of mangroves, Betty Haeseker pointed out that mangroves are so protective and once they are planted, they cannot be taken out. Mr. Jennings commented that he understood. Building Department - Vic Chodora comments as follows: 1. Area is a Flood Zone and the plan has to meet all of the regulations. -2. Separate permits are required for each structure that will be built. 3. Plans will be reviewed for compliance. Traffic Engineering - Don Meerians comments as follows: 1. Typical parking space is 9 X 19. 2. Two (2) handicapped spaces are required. 3. Parking sp.ace count is 42. Plan says 63, therefore 63 need to be shown on plan. 4. All inside roads need to be a minimum of 24 ft. width. Utilities - Cecil Henderson provided written comments as follows: 1. The proposed water distribution system mu$t be shown on the Final Site Plan. ' 2. The proposed dumpster locations are approved as shown on the plans. 3. The dumpsters must be in visually screened enclosure. Provide a minimum 12' clear opening to the front for access by Sanitation vehicles. 4. Natural gas is available to this'site. Planning Department -Paula Harvey's comments are as follows: 1. Signs, any fencing or walls are subject to separate review and permitting. 2. The plan to be certified must be signed and sealed by a registered engineer. Parks and Recreation - Ream Wilson questioned the timing of breaking grounds for this project. The developer says that Parks should have between Thanksgiving and Christmas to move out - the latest by Christmas. Mr. Meerians reminded the Board that Land Development Code --was changed.and three (3) handicapped spaces are required. Mr. Chodora questioned if there was a fence around the entire project at present, if additional fencing would be added and if barb wire would be on it. The answer from the developer was "not around the entire property","yes" and "no", respectively. -2- DRC 9/8/88 M0141 ON Paula Harvey moved to approve the Final Site Plan for the City of Clearwater Marshall Street Pollution Control Facility Advance Wastewater Treatment based upon the finding of the Committee that the plan conforms with the design guidelines for site plan review subject to the following: 1.
