The site plan was certified on August 5, 1985. r On March 18, 1986, an amended plan was certified (the approved minor plan change involved four carports to be constructed over existing parking spaces located in the northeast corner of the project). On June 24, 1986, a modified plan was certified (the modification involved a change to the parking layout/vehicular flow in the southeast corner of the site in order to save two trees). The applicant now proposes a second story addition of 311 square feet. To provide the one additional parking space required for the addition, the applicant proposes to restripe nine 10' wide parking spaces existing at the northeast corner of the site to create ten 9' wide spaces (minimum width as per Code). Also, the applicant requests approval of a proposed four car canopy over 4 existing parking spaces to provide covered parking for the new tenant. These 4 spaces will also be restriped to provide the required 9' wide clearance between the columns for the carport. Required setbacks are being provided. The building coverage, open space, interior landscaping and paved area are not being altered. Traffic Engineer- ing has no objection to the restriped parking spaces and the carports. I recommend approval of the current requested modification as a minor plan change subject to the requisite certificate of occupancy being procured within one(1) year from the date of issuance of the initial building permit. Please submit fifteen (15) copies of a (signed and sealed) preliminary plat, drawn in accordance with Development Review Committee conditions of approval, to our office, 10 South Missouri Avenue, within sixty (60) days from the date of approval. When all conditions required prior to certification have been met, the preliminary plat will be forwarded to the City Clerk for certification. Following certification of the preliminary plat, please contact the Public Works Department (462-6625) for the final plat process. As you are concerned about the site plan review process in regard to development of this property, a site plan review is required prior to the issuance of a building permit if an (individual) parcel proposed for a nonresidential use is one acre or more in size. Therefore, your proposed development plan as you mentioned on the .88 acre lot;will not require site plan review approval. The plat shall be limited to one point of access to Northeast Coachman for Lot 2 and one point of access to Sharkey Road as Indicated on the supplemental drawing. Appropriate restrictive language shall be provided on the final plat prior to recordation. 2. The final plat shall be recorded within 1 year from certification of the preliminary plat. 3. Prior to certification of the preliminary plat, the applicant shall submit the requisite concurrency test review form and s ,fee. 4.
