We understand that the City needs only 5 sets of plans for review, the remaining sets are for the owner's use upon approval. We have addressed the comments made by the city in their initial review as follows: The existing fire hydrant was shown on the original submittal. We have added a note and leader indicating its location to the plans. This change has been clouded on the drawing. 2. We have added the 20' dimension to the proposed driveway entrance to the off site parking area. Kindly refer to the revised site plan. 3. We have revised the number of parking spaces to be provided in the off site parking area such that when added to the parking provided on site, the required number of 24 spaces is provided. For 24 spaces, only one handicap space is needed, which we have provided. Your expedient review of these drawings would be greatly appreciated as the owner is eager to apply for the building permit and begin scheduling the work. FOR THE DEVELOPMENT OF TWO VEHICLE SERVICE BAYS ON PROPERTY LOCATED AT 1717 COACHMAN PLAZA DRIVE AND FURTHER DESCRIBED AS SECTION 5, TOWNSHIP 29 SOUTH, RANGE 16 EAST; M & B 33.05, CITY OF CLEARWATER, FLORIDA. SAID PROPERTY HAS A LAND USE DESIGNATION OF COMMERCIAL GENERAL AND A ZONING DESIGNATION IS HIGHWAY COMMERCIAL. WHEREAS, Super Star Tire Store of Clearwater, Inc. is the owner of real property described as Section 5, Township 29 south, Range 16 east, City of Clearwater, Florida; and WHEREAS, Russell F. Burr has applied for approval for the development of two vehicle service bays on property located in the Commercial General Land Use District with a zoning designation of Highway Commercial. WHEREAS, Staff of the City of Clearwater, Florida, reviewed the following documents and other information relevant to Russell F. Burr's request for development of two vehicle service bays: 1. A site plan, submitted by the applicant indicating the location of existing buildings, proposed and existing parking areas, and proposed building additions; 2. Written documentation supplied by the applicant detailing the type of business the applicant conducts as well as the type of improvements the applicant intends to make to the site; and 3. Verification of ownership of the subject property. WHEREAS, based upon the information and documentary evidence submitted, Staff of the City of Clearwater made the following findings of fact: 1. The applicant currently operates a vehicle service establishment at the subject property with six service bays. 2. The applicant wishes to expand current operations at this site to include the development of two additional service bays. .10 3. A revised parking lot plan is required for review and approval by the City's Traffic Engineer in order to determine whether the site complies with the requirements of Section 42.34. 4. A revised landscape plan is required for review and approval by the City's Landscape Architect in order to determine whether the site complies with the requirements of Section 42.27. 5. The proposed additional two service bays are consistent with the current use of the subject property as well as the surrounding uses. WHEREAS, the Planning Staff of the City of Clearwater, based on the aforementioned findings of fact, recommend to the Development Code Administrator the approval of the request for the development of two vehicle service bays submitted by Russell F. Burr; and WHEREAS, the record established, the testimonies offered, and the evidence submitted, support the findings of fact adopted by the Planning Staff of the City of Clearwater; NOW THEREFORE, BE IT RESOLVED BY THE DEVELOPMENT CODE ADMINISTRATOR OF THE CITY OF CLEARWATER, FLORIDA, that: The application submitted by Russell F. Burr to develop two vehicle service bays on property described as Section 5, Township 29 south, Range 16 east, M&B 33.05, Clearwater, Florida, is hereby APPROVED, with the following conditions: 1. The applicant shall provide a minimum of 24 parking spaces in accordance with the requirements of Section 42.34 and after submitting a parking lot plan for review and approval by the City's Traffic Engineer prior to obtaining a building permit; 2. The applicant shall install landscaping in accordance with Section 42.27 along Coachman Plaza Drive after submitting a landscape plan for review and approval by the City's landscape planner prior to obtaining a building permit; 3. The applicant shall obtain a building permit within six months from the date of approval of this Development Order; 4. The applicant shall consult with the City's Traffic Engineer regarding the appropriate application of the Pinellas County Transportation Impact Fee and payment of any fees must be made prior to obtaining a building permit; i 5. All vehicle servicing must be done within an enclosed building and all parts and equipment must be stored within the building; and 6. The applicant shall record a Unity of Title for all parcels included in this development. A copy of the recorded Unity of Title shall be submitted to the City prior to obtaining a building permit.
