Signs and fencing shall be subject to separate review and permitting. 2. The dumpster must be visually screened with a 12 foot wide clear opening prior to the issuance of a certificate of occupancy. 3. An ingress/egress easement, and 10' utility easement must be provided over the water main up to and including meters and hydrants prior to the issuance of a building permit. 4. Detention shall be provided on the site and designed to meet City of Clearwater requirements. 5. Permits from DER and SWFWMD and a Pinellas County utility license must be provided prior to the issuance of a building permit. 6. A letter from Pinellas County Storm Drainage Division must be provided to the City stating that Channel A and C into the confluence of main channel is acceptable in capacity and easement width. 7. A drainage and utility easement is required over Alligator Creek Channels A and C and the main channel, and must be dedicated to the City prior to issuance of a building permit. No encroachments will be allowed into the easement. 8. The existing sewage disposal plant shall not be removed until verified that it is not functional by the City of Clearwater. 9. Our calculations indicate that the proposed parking would increase the impervious areas at the Long Center by approximately 5%. While this is a relatively small change, we prepared revised storm sewer tabulations to ensure that the existing system would be able to handle the increased runoff. We have verified that the impact on the system would not cause any flooding of the site. The proposal to pave this additional parking was discussed recently with Ms. Alba Mas, P.E. (SWFWMD Stormwater Permitting Supervisor). She indicated that since the project was already providing water quality treatment, no additional treatment would be required. Alba requested that a permit modification form be submitted to SWFWMD ter the City had reviewed and approved our plans. She concurred with our position that this was a minor change that did not warrant a revision of the stormwater pond/control structure, however, she deferred to the City of Clearwater to make a similar finding prior to SWFWMD processing a modification. Generally we want to pave approximately 20,000 square feet on the west side of our building currently used for grass parking. There are asphalted drives going through the area, but all parking spaces are grass. We would have all spaces meet the required policy standards including ADA for disabled parking areas. We do have existing sidewalks and drainage which meet proper standards. The planning group agreed to have us only bring up to ADA standards the new spaces for this project area. The Long Center has an ADA plan for the entire site whereby the balance of disabled parking areas will be upgraded. We are viewing this project as two phases. Phase one will be immediate and include the parking areas on the eastern side of the lot closest to the building. Phase two will be initiated in a two to three year time period which includes the western parking areas closest to the playing fields. Ms. Alba Mas, P.E., SWFWMD stormwater permitting supervisor, indicated since our project was already providing water quality treatment, no additional treatment would be necessary. She concurred with our engineers, Cumby and Fair, that this was a minor change that did not warrant a revision of the stormwater pond/control structures. We are requesting the City of Clearwater view the softball fields as.temporary minor construction and approve the temporary?change without site plan amendment. etc. necessary., SOFTBALL FIELDS: CFY desires to conistruct two softball fields, for use by Girls Softball on the existing Center practice fields. These fields would be to o? in nature and would house the .cry Girls Softball League play and practices from mid January through the end of May. CFY expects approximately 12 to 14 teams in various age and skill levels from 6-16 years of age. The program now serves in excess of 150 girls, as well .as a large number of volunteers. CFY would absorb the cost of building the fields(through restricted fundraisers and softball revenue) and be responsible for the tearing•down at tho conclusion of the program in May and the reset up again in January. Enclosed is a bird for the work to be done. The two fields would be built so as to have**minimal impact on the grass area and allow for continued maximum public use. The fields would be designed similar to an astroturf field. The only clay areas required would be a flat pitching mound(10' diameter),. the homeplate area(18' diameter) and base areas(10' squares). The backstop>s(3- 10' wide x 12' high panels each) would be made of heavy gauge net(already being successfully utilized in palm Harbor fields), sleeved for removal after the season. The fields would be lined(with a latex water based paint) with foul lines, base lines and infield/outfield lines. No outfield fences are anticipated at this time.
