The owners are request- ing that a portion of the site designated for required parking and shown to be asphalted be permitted to exist as a grass parking area. Their request is based on the premise that the St. Michael's elderly housing project will not require regular use of this area for parking of vehicles. The request has been reviewed by the Public Works Department and the Traffic Engineering Department who have no strong objection to the parking area being developed as grass parking. I recommend we approve the modification as a minor plan change subject to the following conditions: 1. At such time that City staff determines that the grassed barking area is being utilized on a regular basis for parking, said area will be required to be paved; 2. Surfacing and drainage of the grassed parking area must be approved by the City Engineer; and the following original conditions of approval be carried forward: 1. 4A. Dedication of an additional ten (10) feet of right-of- way along State Road 580 prior to the issuance of a certificate of occupancy; The requisite initial building permit(s) be procured within six"(6) months from the date of City Manager's approval of the final site plan and all requisite certificate(s) of occupancy be procured within two (2) years from the date of issuance of the initial building permit. yo co cur initi It is d v final d r u ion. The purpose of this letter is to document my understanding of items discussed at your office. If there are any misunderstandings on my part, please let me know. St. Michael Parish is planning to build a replacement Church adjacent to its current Church/Hall Structure on Main Street (S.R. 580) at Belcher Road. As discussed, the existing Church will ultimately be used for Daily Mass and Parish Hall Activities. The major topics we discussed are as follows: Any quantitative changes to parking, paved area, building area, site open spaces, or retention pond capacities from existing conditions would necessitate a Major Amendment to the Approved Site Plan on record with the City. Site plan approval for the new Church Building, relocation of parking, addition or removal of pavement and retention pond enlargement, can be acted upon by City Planning Staff Members and therefore not subject to Planning & Zoning Board or City Council involvement. You strongly recommended that our plans be fairly specific before we submit for the site plan amendment. Revisions to the plan on our part at a later time could cause resubmission for amendment approval. All other buildings on site are considered non-simultaneous usage of parking spaces. The parking space requirements will be either : 1) One space for every three fixed seats (18" width of pew space per seat) or; 2) one space for every 30 square feet of Nave (Assembly) area. The sanctuary if raised or somehow otherwise identified and other rooms not in the Nave, are not included in the formula. City Staff will determine which formula applies to the New Church, once the interior layout is established. Parking spaces can be designed using a 9 foot width per stall. Paved driveways are usually required for grass parking. You mentioned that there are circumstances that unpaved driveways are permitted. The circumstance were not defined during our meeting. The height restrictions were discussed. Fifty feet (50') from grade on the main structure to a point mid way up a sloped roof or 50' to the top of a flat roof, is the maximum height permitted. Bell Towers and Steeples can be maximum of sixty feet (60') tall and located anywhere on site, with-in the building set back lines. The maximum building coverage on this site is well below the limit of 45% after the New Church is added. Drainage and retention ponds will need to meet requirements established by the applicable government agencies.
