AMENDMENTS TO THE CLEARWATER DOWNTOWN
REDEVELOPMENT PLAN; BY MAKING MINOR EDITORIAL
AMENDMENTS; BY AMENDING CHAPTER 3 LAND USE
PLAN/REDEVELOPMENT PLAN BY REVISING THE MASTER
STREETSCAPE AND WAYFINDING PLAN BY EXTENDING THE
DOWNTOWN CORRIDOR DESIGNATION FOR NORTH FORT
HARRISON AVENUE FROM DREW STREET TO NICHOLSON
STREET; BY AMENDING CHAPTER 4 PLAN IMPLEMENTATION BY
REVISING THE CAPITAL IMPROVEMENT PLAN AND BY AMENDING
MAP 12 TO EXPAND THE FORT HARRISON STREETSCAPE
PROJECT FROM DREW STREET TO NICHOLSON STREET TO
REVISE THE COST ESTIMATES FOR SUCH PROJECT; BY
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Clearwater has the authority pursuant to Rules Governing the
Administration of the Countywide Future Land Use Plan, as amended, Section 2.3.3.8.5, to adopt
and enforce a specific plan for redevelopment in an urban center in accordance with the Central
Business District plan category, and said Section requires that a special area plan therefore be
approved by the local government; and
WHEREAS, the City Council approved the 1995 Clearwater Downtown Redevelopment
Plan on August 17, 1995 and the Downtown Periphery Plan update on April 19, 2001; and
WHEREAS, the City Council approved the updated 2003 Clearwater Downtown
Redevelopment Plan on September 18, 2003 by adopting Ordinance No. 7153-03; and
WHEREAS, the City Commission amended the updated 2003 Clearwater Downtown
Redevelopment Plan on December 4, 2003 by adopting Ordinance No. 7231-04;
WHEREAS, the Pinellas County Board of County Commissioners approved the CRA Plan
adopted by Ordinance No. 7231-04 on December 16, 2003; and
WHEREAS, the City Commission approved the creation of a Redevelopment Trust Fund for
the expanded CRA by adopting Ordinance No. 7214-03; and
WHEREAS, the Pinellas County Board of County Commissioners approved the creation of
a Redevelopment Trust Fund for the expanded CRA adopted by Ordinance No. 7214-03 on
February 3, 2004; and
WHEREAS, the Countywide Planning Authority approved the updated and amended 2003
Clearwater Downtown Redevelopment Plan as the Special Area Plan for Downtown Clearwater on
February 3, 2004; and
WHEREAS, the effective date of the Clearwater Downtown Redevelopment Plan adopted
by Ordinance No. 7231-03 is February 3, 2004; and

WHEREAS, the City Commission amended the updated 2003 Clearwater Downtown
Redevelopment Plan on November"4; 2'004"by`adopting Ordinance No. 7343-04; and
WHEREAS, the requirements of Florida Statutes Section 163.360 regarding the adoption of
community redevelopment plans have been met regarding that portion of the amendments
proposed hereby which affect the Downtown Community Redevelopment Area, and the
requirements of Florida Statutes Section 163.346 regarding notice to taxing authorities and other
required notice, as well as all. other requirements of Florida Statutes Chapter 163, have been met;
and
WHEREAS, it is advisable to revise certain provisions to the Plan regarding the Fort
Harrison Streetscape Project and costs associated with that project, as well as a minor editorial
changes; and
WHEREAS, the proposed amendments were reviewed by the Community Development
Board, which is the land planning agency for the City of Clearwater for purposes of the Local
Government Comprehensive Planning and Land Development Regulation Act, and the Community
Development Board found the proposed amendments to be consistent with the Comprehensive
Plan of the City of Clearwater; and
WHEREAS, the Community Redevelopment Agency has reviewed the proposed
amendments and recommends them to the City Commission, and the amended Plan shall serve as
the Community Redevelopment Plan for the downtown Community Redevelopment Area of the City
of Clearwater; and
WHEREAS, the proposed amendments conforms to the general plan of the City of
Clearwater as a whole; and
WHEREAS, the proposed amendments will afford maximum opportunity, consistent with the
sound needs of the City as a whole, for the rehabilitation or redevelopment of the Plan area by
private enterprise; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. Amendments 1 - 4 to the Clearwater Downtown Redevelopment Plan
attached hereto as Exhibit "A" are hereby adopted.
Section 5. The City Manager or designee shall forward said amendments to any agency
required by law or rule to review or approve same.
Section 6. This ordinance shall take effect immediately upon adoption, subject to the
approval by the Pinellas County Board of County Commissioners and the Countywide Planning
Authority.

REQUEST: Amendments to the Clearwater Downtown Redevelopment Plan
INITIATED BY: City of Clearwater Planning Department
BACKGROUND INFORMATION:
An amendment to the Clearwater Downtown Redevelopment Plan (hereafter referred to
as the Plan) was recently approved by the City Council on November 4, 2004 that made
certain editorial changes and clarifications to the Plan and added the Design Guidelines.
The Planning Department had intended for the changes proposed in this ordinance to be
included with the most recent amendment approved by the City Council on November 4,
2004. Unfortunately, these additional changes could not be included due to advertising
deadlines.
Proposed Ordinance No. 7367-04 amends the Plan by making minor editorial changes
and extending the scope of the Fort Harrison Streetscape Project from Drew Street to
Nicholson Street and to reflect that extension within the cost estimates for the project.
The Community Development Board is reviewing the proposed amendments in its
capacity as the Local Planning Agency (LPA) and is requested to make a
recommendation regarding the amendments to the City Council. The Community
Redevelopment Authority (CRA) is requested to make a recommendation to the City
Council regarding the amendments to the Plan. Once the City Council approves these
amendments, they will be submitted to the Board of County Commissioners (BCC) for
approval as amendments to the Redevelopment Plan. They will also be submitted to the
Pinellas Planning Council (PPC) and the Countywide Planning Authority (CPA) for
approval as amendments to the Special Area Plan governing Downtown.

A total of four amendments are proposed to the°"Pla~z~-anch•are contained in Exhibit A
attached to Ordinance No. 7367-05. These amendments make minor editorial changes in
Chapters 1 and 3, extend the scope of the Fort Harrison Streetscape Project from Drew
Street to Nicholson Street and reflect that extension within the cost estimates for the
project. Below is a summary of each amendment.
1. Amendment 1 -Revise the sixth paragraph of the Purpose of This Plan section in
Chapter 1 Introduction (Page one of Exhibit A of proposed ordinance and page seven
of the Plan).
The second amendment to the Plan, approved by the City Council on November 4,
2004, changed the name of the stormwater facility within the Downtown Plan area
from "Town Lake" to "Prospect Lake Park" throughout the Plan. This proposed
amendment deletes unnecessary language referencing the fact that the name of the
facility will be decided at a later date. This proposed amendment makes a minor
editorial correction and does not change the content of the paragraph or the purpose
of the Plan.
2. Amendment 2 -Amend Policy 9 of the Old Bay character district section (Page one
of Exhibit A of proposed ordinance and page 59 of the Plan. )
Amendment 2 corrects a typographical error on page 59 of the Plan by deleting the
word "Avenue" as it appears twice in a row.
3. Amendment 3 -Amend the Streetscape maps on pages 94 and 95 (Pages two through
three of Exhibit A of proposed ordinance and page 94 and 95 of the Plan).
This amendment will extend the Downtown Corridor designation for North Fort
Harrison Avenue from Drew Street north to Nicholson Street. This extension will
result in a logical extension of the Master Streetscaping and Wayfinding Plan through
the Old Bay Character District along North Fort Harrison Avenue and provide a
visual continuity throughout the Downtown Plan area.
4. Amendment 4 -Amend the first paragraph of the Capital Improvement Plan (CIP) on
pale 152 and Table 8 on pages 153 through 155, Table 9 on page 156 and the
Capital Improvements Plan map on page 157 (Pages four through nine of Exhibit A
of proposed ordinance and pages 152 through 157 of the Plan).
Amendment four collectively modifies the introduction of the Capital Improvements
Projects (CIP) section, Tables 8 and 9 and Map 12, to reflect modifications to the
Master Streetscape Plan proposed in Amendment 2. which extends the Downtown
Corridor designation for North Fort Harrison Avenue from Drew Street to Nicholson
Street as part of the Fort Harrison Avenue Streetscape Project and reflects the
increased cost of the project.

CONSISTENCY WITH COMPREHENSIVE PLAN
Please find below a selected list of goals, objectives and policies from the Clearwater
Comprehensive Plan that is furthered by the proposed amendments to the Clearwater
Downtown Redevelopment Plan.
• Goal 2 -The City of Clearwater shall utilize innovative and flexible planning and
engineering practices, and urban design standards in order to protect historic
resources, ensure neighborhood preservation, redevelop blighted areas, and encourage
infill development.
• Objective 2.1 -The redevelopment of blighted areas shall be a high priority and
promoted through the implementation of redevelopment plans and projects and
continued emphasis on property maintenance standards.
• Policy 2.1.8 -The City shall continue to support and implement approved community
redevelopment area plans, such as the Downtown Redevelopment Plan adopted in
1995.
• Policy 2.5.3 -All proposed development/redevelopment initiatives shall be reviewed
for opportunities to improve pedestrian and bicycle access.
• Goal 4 -The City of Clearwater shall ensure that all development or redevelopment
initiatives meet the safety,. environmental, and aesthetic needs of the City through
consistent implementation of the Community Development Code.
The amendments proposed to the Plan are consistent with the Clearwater Comprehensive
Plan as evidenced by the numerous goals, objectives and policies identified above. The
amendments support the existing Goals, Objectives and Policies of the Plan and the
Community Development Code.
SUMMARY AND RECOMMENDATION:
The proposed amendments to the Clearwater Downtown Redevelopment Plan are
consistent with the Comprehensive Plan. Proposed Ordinance No. 7367-OS makes minor
editorial changes and expands the scope of the Fort Harrison Streetscape Project as part
of the Master Streetscape and Wayfinding Plan and provides for additional cost estimates
for that expanded scope.
Based on the above analysis, the Planning Department recommends of the .following
action on the request:
Recommend APPROVAL of Ordinance No. 7367-OS which amends the Clearwater
Downtown Redevelopment Plan.

In 1995, the City Commission approved a major revision to the Clearwater Downtown
Redevelopment Plan. While retaining the original boundaries of the earlier Downtown
plan, the Plan significantly expanded the policies for Downtown. The 1995 Plan
established five overall goals for Downtown which have been retained in major part in
this new plan. The 1995 Plan established a land use plan map for the Downtown defining
residential, commercial, office, mixed use, public/governmental, religious, and open
space/recreational land uses. The Plan also established development potential defining
commercial intensity and residential density by sub-area for the Downtown. A major
portion of the 1995 Plan was devoted to redevelopment projects with implementation to
be accomplished by either the public or private sector. Some of the public sector projects
are now under construction including the new Main Library and the "Prospect Lake

To implement the Downtown Plan, the City is committed to investing in the Downtown.
Below are a variety of significant Capital Improvement Projects, short- to long-term in
nature, addressing streetscape, road improvements, public uses, utilities and parks (Map
12, page 157). The casts of projects identified range between $158 million to $162
million.
This Capital Improvement Plan was based on several assumptions: the cost for each
capital project is based on the best estimate available during development of this plan; all
costs are shown in 2003 dollars; project scope and funding sources may vary as
determined during specific project budget and planning phase; Penny for Pinellas funding
is assumed to be extended and will be based on the City's priorities as determined at time
of extension. Revisions to the Downtown Capital Improvement Plan may be made by the
City Commission during their annual budget process and all changes shall be reflected in
the City's adopted Annual Operating and Capital Improvement Budget. All changes
shall be consistent with the goals, objectives and policies of this Plan.

RESOLUTION APPROVING AN AMENDMENT TO THE
COMMUNITY REDEVELOPMENT PLAN OF THE DOWNTOWN
COMMUNITY REDEVELOPMENT AREA OF THE CITY OF
CLEARWATER PURSUANT TO THE COMMUNITY
REDEVELOPMENT ACT OF 1969, CHAPTER 163, PART III,
FLORIDA STATUTES; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City Commission of the City of Clearwater, Florida, by its
Resolution No. 81-67, a copy of which has been submitted to the Clerk of this Board and
made a part of the Public Record of Pinellas County, Florida, declared an area of the City
described in said Resolution to be a slum or blighted area (the "Redevelopment Area");
and
WHEREAS, the Board of County Commissioners of Pinellas County, Florida, by
Resolution No. 81-466, delegated to the City Commission of the City of Clearwater,
Florida, the power and authority to conduct redevelopment activities as defined in
Chapter 163, Part III, Florida Statutes (the "Act"); and
WHEREAS, the City Commission of the City of Clearwater, Florida, by
Resolution No. 81-68, declared itself to be a redevelopment agency to carry out the
redevelopment of the areas determined to slum or blighted; and
WHEREAS, the City Commission of the City of Clearwater, Florida, by its
Ordinance No. 2756-81, dated December 17, 1981, adopted a Redevelopment Plan for
the Downtown Redevelopment Area; and
WHEREAS, the Board of County Commissioners of Pinellas County, Florida, by
its Resolution No. 81-795, dated November 17, 1981, approved Clearwater's
" Redevelopment Plan for the Downtown Redevelopment Area; and
WHEREAS, the Board of County Commissioners of Pinellas County, Florida, by
its Ordinance No. 82-34, dated October 26, 1982, approved a redevelopment project
schedule within Clearwater Downtown Redevelopment District and created a
redevelopment trust fund and provided for the appropriation of tax increment revenues of
the County to the redevelopment trust fund; and
WHEREAS, the City Commission of the City of Clearwater, Florida, by its
Ordinance No. 3021-83, dated February 28, 1983, amended the Redevelopment Plan to
add the Community Redevelopment Project Schedule; and

WHEREAS, by Ordinance No. 86-14, dated April 16, 1986, the Board of County
Commissioners of Pinellas County, Florida amended Ordinance No. 82-34 to approve a
redevelopment project schedule within the Clearwater Downtown Redevelopment
District, create a redevelopment trust fund, and provide for he appropriation of tax
increment revenues of the County to the redevelopment trust fund; and
WHEREAS, the City Commission of the City of Clearwater, Florida, by its
Resolution No. 94-26, dated April 7, 1994, a copy of which has been submitted to the
Clerk of this Board and made a part of the Public Records of Pinellas County, Florida,
has adopted an amended map of the boundaries of the Community Redevelopment .Area
within the Central Downtown Business District and has confirmed and ratified that the
area of the City described in said Resolution to be a blighted area; and
WHEREAS, the Board of County Commissioners of Pinellas County, Florida, by
Resolution No. 94-157, dated June 7, 1994, re-delegated to the City Commission of the
City Clearwater, Florida, the power and authority to conduct redevelopment activities, as
defined in Chapter 163, Part III, Florida Statutes, within the amended boundaries of the
Redevelopment Area; and
WHEREAS, by Resolution No. 95-65, dated August 17, 1995, the City
Commission of the City of Clearwater, Florida, adopted an amended Redevelopment Plan
pursuant to the Act, a copy of which plan has been submitted to the Clerk of this Board
and made a part of the Public Records of Pinellas County, Florida; and
WHEREAS, the Board of County Commissioners of Pinellas County, Florida, by
its Resolution No. 95-261, approved an amendment to the Downtown Clearwater
Redevelopment Plan of the Community Redevelopment Agency of the City of
Clearwater; and
WHEREAS, the City Commission of the City of Clearwater, Florida, by its
Resolution No. 96-48, dated July 18, 1996, amended the Downtown Redevelopment Plan
pursuant to the Act, a copy of which plan has been submitted to the Clerk of this Board
and made a part of the Public Records of Pinellas County, Florida; and
WHEREAS, the Board of County Commissioners of Pinellas County, Florida, by
its Resolution No. 98-42, dated February 24, 1998, approved the amendment to the
Clearwater Downtown Redevelopment Plan; and
WHEREAS, the City Commission of the City of Clearwater, Florida, by its
Resolution No. 98-47, dated October 1, 1998, amended the Downtown Redevelopment
Plan to change the land use designation for certain property located within the
Redevelopment Area; and
WHEREAS,_ the Board of County Commissioners of Pinellas County, Florida, by
its Resolution 98-208, dated October 6, 1998, approved the amendment to the Downtown
Redevelopment Plan to change the land designation for certain property located within
the Redevelopment Area; and
WHEREAS, the City Commission of the City of Clearwater, Florida, by its
Resolution No. 99-35, dated September 2, 1999, amended the Downtown Redevelopment
Plan to change the land use designation for certain property located within the
Redevelopment Area; and
WHEREAS, the Board of County Commissioners of Pinellas County, Florida, by
its Resolution 99-186, dated September 14, 1999, approved an amendment to the
Downtown Redevelopment Plan to change the land use designation for certain properties
located within the Redevelopment Area; and
WHEREAS, the City Commission of the City of Clearwater, Florida, by its
Resolution No. 02-41, dated August 8, 2002, a copy of which has been submitted to the
Clerk of this Board and made a part of the Public Records of Pinellas County, Florida,
declared an area generally east of the Redevelopment District of the City described in
said Resolution, hereinafter referred to as the "Gateway Expansion Area", to be a slum or
blighted area; and
WHEREAS, the Board of County Commissioners of Pinellas County, Florida, by
its Resolution No. 02-287, dated October 29, 2002, delegated to the City Commission of
the City of Clearwater, Florida, the certain power and authority to conduct redevelopment
activities as defined in Chapter 163, Part III, Florida Statutes (the "Act"); and
WHEREAS, the City Commission of the City of Clearwater, Florida, by its
Resolution No. 03-22, dated May 1, 2003, expanded the boundaries of the Downtown
Redevelopment Area; and
WHEREAS, .the City Commission of the City of Clearwater, Florida, by its
Ordinance 7153-03, dated September 18, 2003, adopted the Clearwater Downtown
Redevelopment Plan, a copy of which has been submitted to the Clerk of this Board and
made a part of the Public Records of Pinellas County, Florida; and
WHEREAS, the City Commission of the City of Clearwater, Florida, by its
Ordinance 7231-03 on ,December 4, 2003, amended the Clearwater Downtown
Redevelopment Plan, a copy of which has been submitted to the Clerk of this Board and
made a part of the Public Records of Pinellas County, Florida; and
WHEREAS, the Clearwater Downtown Redevelopment Plan was approved by the
Board of County Commissioners of Pinellas County, Florida, pursuant to Resolution No.
03-248, adopted on December 16, 2003; and
WHEREAS, the City Commission of the City of Clearwater, Florida, on January
15, 2004 enacted Ordinance No. 7214-03 creating a redevelopment trust fund subject to
the approval by the County, pursuant to the Act, a copy of which has been submitted to
the Clerk of this Board and made part of the Public Records of Pinellas County, Florida;
and
WHEREAS, the Board of County Commissioners of Pinellas County, Florida, by
its Ordinance No. 04-10, dated February 3, 2004, approved an amendment to Ordinance
No. 82-34, creating the redevelopment trust fund for the expansion area and providing for
the appropriation of tax increment revenues of the County to the redevelopment trust
fund; and
WHEREAS, the City Commission of the City of Clearwater, Florida, on
November 4, 2004 enacted Ordinance No. 7343-04 amending the Clearwater Downtown
Redevelopment Plan, pursuant to the Act, a copy of which has been submitted to the
Clerk of this Board and made part of the Public Records of Pinellas County, Florida; and
WHEREAS, the Board of County Commissioners of Pinellas County, Florida, by
its Ordinance No. OS-14, dated January 11, 2005, adopted amendments to the Clearwater
Downtown Redevelopment Plan; and
WHEREAS, from time to time, changing circumstances require a modification of
said community redevelopment plan; and
WHEREAS, the City Commission of the City of Clearwater, Florida, by its
Ordinance No. 7367-05, adopted additional amendments to the Clearwater Downtown
Redevelopment Plan, pursuant to the Act, a copy of which has been submitted to the
Clerk of this Board and made part of the Public Records of Pinellas County, Florida; and
WHEREAS, Section II of Pinellas County Resolution No. 03-248 requires that
any amendments to the Redevelopment Plan adopted by the Clearwater City Commission
shall be submitted to the Board of County Commissioners for consideration and approval;
and
WHEREAS, the City, on December 20, 2004, has requested that the Board of
County Commissioners review and act on amendments of said Plan.
WHEREAS, the Pinellas County Local Planning Agency has made a
determination in Case #LPA 09-02-OS that the amendments to the Clearwater Downtown
Redevelopment Plan are consistent with the adopted Pinellas County Comprehensive
Plan; and
WHEREAS, the written recommendation from the Pinellas County Local
Planning Agency has been received and considered.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF PINELLAS COUNTY, FLORIDA:

I. That the amendments, provided in Exhibit A, attached herewith, to the
Clearwater Downtown Redevelopment Plan of the Community Redevelopment Agency
of the City of Clearwater, Florida, are hereby approved.
II. This Resolution shall become effective immediately upon its adoption.
Commissioner Latvala offered the foregoing Resolution and moved its
adoption, which was seconded by Commissioner xarris and upon roll call the vote

The Board of County Commissioners (Board) has received a recommendation of approval from the Pinellas

These were refinement amendments that will receive formal Board of County Commissioners action under the
Chapter 163 CRA (Community Redevelopment Area) procedures. Therefore, County staff concurs with the PPC
recommendation of approval.

APPROVING AMENDMENTS TO THE CLEARWATER DOWNTOWN REDEVELOPMENT PLAN.
Summary Explanation/Background:
The Board of County Commissioners (Board) approved the creation of a 247-acre community redevelopment
district in Clearwater's downtown in 1981. A redevelopment trust fund and the appropriation of increment revenues
from County ad valorem taxes were established in October 1982.
In October 2002, the Board approved the designation of the 202-acre eastern expansion to the Downtown
Redevelopment District as a slum or blighted area and authorized the City Commission to create a redevelopment
agency (for the expansion area) and to prepare a redevelopment plan. The boundaries of the expanded Downtown
Redevelopment District are generally Jones and Drew Streets on the north, Highland Avenue on the east, Court
and Turner Streets on the south, and Clearwater Harbor on the west.
The Board reviewed and approved the new Redevelopment Plan for the expanded Redevelopment District on
December 16, 2003 (County Resolution No. 03-248). The new Plan included the original community
redevelopment district; the expansion area of the redevelopment district; and two (2) periphery areas (known as
Northwest Periphery and Southwest Periphery Areas; see Exhibit 4, attached) that are adjacent to but not part of
the Downtown Redevelopment District. The Board, on February 3, 2004 (County Ordinance 04-10), approved
subsequent amendments to Clearwater's Redevelopment Trust Fund in order to collect tax increments for the
expansion area and to receive County contributions of tax increment revenues.
Pursuant to County Resolution No. 03-248, which approved the Redevelopment Plan, the City is required to submit
any amendments to the Redevelopment Plan to the Board for consideration and approval.
The Board recently reviewed proposed amendments to the Clearwater Downtown Redevelopment Plan and
approved said amendments by adopting Resolution 05-14 at their January 11, 2005 meeting. The City of
Clearwater (City Ordinance No. 7367-05, adopted February 3, 2005) is proposing further amendments (see Exhibit

3, attached) to their Downtown Redevelopment Plan that include typographical or grammatical corrections and the
following:
1) The name of the stormwater facility in the Downtown area is being changed from "Town Lake" to "Prospect Lake
Park". The proposed amendment is to change the reference of the stormwater facility in the introduction of the
Redevelopment Plan to reflect the name change; and
2) The Fort Harrison Avenue Streetscape Project is proposed to be modified to extend the project into the
Northwest Periphery Area from Drew Street to Nicholson Street. The proposed amendments to the
Redevelopment Plan will reflect changes to three maps to extend the north end of the Downtown Corridor
designation of North Fort Harrison Avenue from Drew Street to Nicholson Street. This change does not affect the
formal boundaries of the Downtown Community Redevelopment District. With expansion of the project scope, the
cost of the streetscape project is estimated to cost an additional $1 million (from $3.7 million to $4.7 million). The
proposed Plan amendment reflects this budget change in Tables 8 and 9 of the Capital Improvements Projects
(CIP) section of the Redevelopment Plan. The extension of the Fort Harrison Avenue Streetscape Project, north of
Jones Street, however, will not be borne by tax increment funds. While located within the Northwest Periphery
Area of the Redevelopment Plan, the road section of North Fort Harrison Avenue from Jones Street to Nicholson
Street is outside the community redevelopment district. Tax increment revenues are not collected in the Periphery
Area, and tax increment funds will not be spent on the Streetscaping Project north of Jones Street. The City of
Clearwater will need to use other identified funding sources besides tax increment financing (TIF) to fund this
extended part of the Fort Harrison Avenue Streetscape Project.
The proposed amendments to the Downtown Clearwater Redevelopment Plan are consistent with the goals,
objectives, and policies of the Pinellas County Comprehensive Plan (see attached Local Planning Agency Report),
and they meet the requirements for redevelopment plans as required by Chapter 163, Part III, of the Florida
Statutes.
Fiscal Impact/Cost/Revenue Summary:
The proposed budget adjustment for the streetscape project will not affect the County's current contribution of tax
increment revenues. Tax increment funds will not be used for the extension of the streetscape project north of
Jones Street, since this section of North Fort Harrison Avenue is not within the boundaries of the community
redevelopment district.
