These plans have been modified in accordance with recent BPRC comments and additional staff requests since that time. Please note that Traffic Engineering requested a change in the entrance driveway parking configuration during the BPRC Meeting of August 14, 1996. Subsequent to this however, and a discussion with Staff on September 5, 1996, Mike Gust requested that two parking spaces be reduced to one, thereby improving the turning radius for traffic exiting to Osceola Avenue. With the submission of these documents, it is our understanding that all comments and conditions are satisfied, thus allowing this plan to be certified by the City of Clearwater. We attach 14 signed and sealed copies of a minor site plan amendment for Calvary Baptist Church located at Cleveland Street and Osceola Avenue in downtown Clearwater. Project Background Calvary Baptist Church proposes to renovate interior of two existing buildings on its existing campus in downtown Clearwater. With the advent of ADA and other related code changes in recent years, these interior renovations must be supported by new restrooms and stairwells. To satisfy these support requirements, the church will construct a minor two story addition located on the east side of Educational Building No. 1 (EB-1). This addition will contain new restroom facilities and stairwells to comply with ADA and other relevant codes. To provide for these facilities, the existing automobile canopy located at the east entrance will be removed, to be replaced by a new automobile canopy consistent with the architectural style of the original 1926 church building. Mahan Page 2 July 1, 1996 Impact on the existing project site is minor. The proposed addition (1,987 S.F.) will encroach on the existing paved area, causing no loss of pervious area. This proposal has been reviewed by the Building Plans Review Committee (BPRC) at two previous meetings. The first occurred on January 25, 1995; the second on April 10, 1996 where the committee provided comments for church response. This submittal is intended to respond to the April 10th BPRC comments. Based on this response, it is our understanding that this proposal will be considered a minor amendment to the certified site plan and as such, may be processed within the administration of Central Permitting Department. By issuance of this letter, we request that you review the following responses and process approval of the project accordingly. The Site Plan We provide 14 copies of the original site plan document on file with the City. This drawing has been amended to show the position and scope of the proposed addition of bathrooms and stairwell on the east side of Building EB-1. Please note that this document is being issued under the seal of this firm rather than the original engineer of record. Carter/Plumley Engineers, Inc. is no longer in practice and therefore our declarations amending drawings do not constitute a conflict. The attached site plan as amended, is a duplication of the certified site plan on file with the city per our meeting of June 24, 1996. Parking The proposed bathroom addition will involve removal of four existing non- conforming parking spaces which are now located eastward of Building EB-1. Elimination of these spaces will improve the safety of traffic flow directed to the entrance of EB-1. This loss of parking is offset by a recent agreement between Calvary Church and the City of Clearwater for the use of 11 additional parking spaces at the north boundary of City Hall property, including parking for the disabled. Thus, overall parking inventory available to Calvary Baptist Church will not fall below capacity originally proposed in the community impact statement filed with the City in November 1984. Landscape Requirements The Committee requested several considerations for landscaped areas surrounding the revised automobile driveway at the east entrance. A summary follows: Mr. Alan V. Mahan Page 3 July 1, 1996 1) Landscaped Island: The Committee requested a seven foot wide landscaped strip along Osceola Avenue which is provided. We request that you approve this plan with a specific plant list submitted at a later time. (Please see Drawing A-18 attached.) 2) Landscaping at Property Line: A five foot landscape area was requested between existing City Hall property and the Church. A small curved planting area is provided at the property line running a length of approximately 15 feet. However, the entire property boundary cannot be landscaped because of a sidewalk connection that is required between Church parking and the City Hall parking lot. Please review Sheet A-18 for details in this area. Transportation Sheet A-18 shows the replacement automobile canopy to be constructed at the Osceola Avenue entrance to Building EB-1. The Committee requested a minimum 18 feet wide discharge driveway to Osceola on the south end, which has been provided. Also, please note that the vehicle clearance for the replacement canopy has been increased to 14 feet in the north/south direction per comments discussed at the meeting. All other elements of the existing traffic design will remain existing along the Osceola Avenue frontage. The Church also will acknowledge a transportation impact fee of $340 per 1,000 S.F. of new area for the project, approximately $675.00. Utilities Remodeling of Building EB-1 will involve gas and water service connections on Oceola immediately eastward of the building addition. See mechanical and plumbing drawing submitted to the Building Department. All other utilities will tie into existing services. Mr. Alan V. Mahan Page 4 July 1, 1996 Drainage The proposed design will not alter drainage runoff. Except for small and limited additions of pervious planting area, all impervious surfaces remain for purposes of drainage calculations. Southwest Florida Water Management District has been contacted with a request for waiver of Surface Water Management Permit. Please refer to attached copy of a letter from Michael Lloveras, P. E., Lloveras, Baur, & Stevens to SWFMD dated June 19, 1996 requesting such waiver. On behalf of Calvary Church we appreciate ongoing cooperation with the City of Clearwater, especially, coordination of parking areas within the city hall area. We also appreciate the willingness of Central Permitting Staff to consider this project a minor amendment to the certified site plan. With the attached 14 copies, and our check for $150.00, we request that these be processed as soon as possible, for the Church intends to initiate their building program on July 8, 1996. A contractor has been selected, and it is the intent of the Church to apply for permits to begin interior demolition work as soon as possible.
