Dear Mr. Wright:
As Engineers of Record for the City of Clearwater Florida - Water and Sewer Revenue
Bonds, Series 1984, we hereby certify that in our opinion the 192.67 acres MOL of the
municipally owned City Sludge Farm in Hillsborough County as described below, are not
necessary for the continued operation of the System and the sale or disposal of the above
described land will not adversely affect the gross revenues to be derived from the System to
such an extent that the Issuer will fail to comply with the covenants contained in the Bond
Issue, including Section 16 (E) of the original ordinance.
The 192.67 acres is located adjacent to the east line of a 57.33 acre parcel and extends
easterly. The parcel is bordered on the north by the North boundary of the SE 1/4 of Section
19-27-17, and on the south by the South boundary of Section 19-27-17.

and easterly, are not necessary for the continued operation of the System and the sale or

derived from the System to such an extent that the Issuer will fail to comply with the
covenants contained in the Bond Issue, including Section 16 (E) of the original ordinance.
