WHEREAS, the Upper Pinellas Planning Commission, Inc. has
been organized to act in an advisory capacity to the municipalities of this
.v'i area and to the county government and to stimulate, guide and promote the

coordinated development of the area so as to foster its growth and develop-
ment, and
WHEREAS, the County of Pinellas, and the municipalities of Belleair,

COMMISSION OF THE CITY OF CLEARWATER,
