the greater striking force of the enemy, certain firm assignments of Civil
Defense responsibilities must be made;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED AND
ACTING UNDER THE PROVISIONS OF THE ACT OF 1951,
CHAPTER 252 FLORIDA STATUTES, WHERE APPLICABLE
TO MUNICIPALITIES, AND ALL OTHER AUTHORITY CON-
FERRED UPON THE CITY COMMISSION OF THE CITY OF
CLEARWATER BY LAW, DO HEREBY ISSUE THIS RESOLUTION
AS A NECESSARY PREPARATORY STEP IN ADVANCE OF
ACTUAL DISASTER OR CATASTROPHE AND AS PART OF THE
COMPREHENSIVE PLAN AND PROGRAM FOR THE CIVIL
DEFENSE OF PINELLAS COUNTY AND THE CITY OF
CLEARWATER, FLORIDA:
1. Each department, agency, board, commission and institution
or other unit of the government of the City of Clearwater shall make
appropriate plans for the protection of its personnel, equipment and supplies
(including records and documents) against the effects of enemy attack; for
carrying on such of its normal services as may continue to be needed on an

emergency basis in the event of threatened, or actual enemy attack; and

;• - i<'=?,":` by this resolution or by subsequent resolutions or ordinances by the City
Commission for providing such assistance to the City of Clearwater Civil
Defense Program and that of the Pinellas County Civil Defense Agency in
accordance with the Plan for the State of Florida, the Plan for the Civil
Defense of the City of Clearwater and for performing such Civil Defense
functions as the City Civil Defense Director may require. All such
planning will be coordinated by the City Civil Defense Director.
fy:,E?'1• 2. The responsibility for such planning shall rest with the head of
each agency, provided that such head may designate a competent person
in the service of the agency to be and act as Civil Defense Coordinator
of the agency. It shall be the function of the said Civil Defense Coordinator
to supervise and coordinate such planning by the agency, subject to the direction
and control of the head of the agency.
3. In addition to the responsibilities imposed by Sections 1 and 2
hereof, the Agencies named below, and such other agencies as may here-
after be designated, shall have the following Civil Defense responsibilities
and assignments. These responsibilities shall include the assignment of
such competent personnel of the Agency as may be required to serve at the
Civil Defense Emergency Control Center, or elsewhere, under the direction
of the City Civil Defense Director, as staff members of the Agency represented.
Such responsibility shall also include the assignment of available resources
of the Agency for necessary training in the duties of such service and for
performance of the functions of such service in the event of disaster,
a. Civil Defense Agency.
(1) Coordinate the activities of all organizations for Civil
Defense within the City of Clearwater.
(2) Maintain liaison and cooperate with Civil Defense agencies
and organizations of local governments, state and county
agencies, and of the Federal Government.

Plan, its annexes and appendices thereto, or administrative orders to be
