WHEREAS, the City of Clearwater has previously validated and
sold bridge revenue bonds for Clearwater Pass Bridge totaling $1, 500, 000. 00;
and
WHEREAS, right of way for the South approach to said bridge was
acquired without charge from the owners of lands located upon Sand Key,
to wit: Ed C. Wright, Bernard F. Powell, Mary Starr Powell, Nora Mae
Peabody, Roger L. Stevens, Charles B. Thatcher and Marie Thatcher;
connecting the same with existing paved road; and
WHEREAS, the City of Clearwater received assurance, secured by
bond from Ed C. Wright that he would duly petition for annexation of his
property located upon Sand Key upon completion of said Clearwater Pass
Bridge; and the City was also assured and relied upon the fact that the other
property owners, to wit: Bernard F. Powell, et ux, Nora Mae Peabody,
Roger L. Stevens and Charles B. Thatcher, et ux; would duly petition for
annexation of their respective properties on Sand Key to the City limits of
Clearwater, Florida; and
WHEREAS, the City anticipates considerable benefits and tax
revenues on account of the annexation of all of the properties of the above
owners and also anticipates considerable growth in its population by reason
of residential developments which were anticipated in the filling and developing
of submerged lands lying East of Sand Key and West of the certain bulkhead
line previously fixed by the Pinellas County Water & Navigation Control
Authority after public hearing thereon; and
WHEREAS, the City of Clearwater anticipated and does now
anticipate assistance in the retirement of the Bridge Revenuo'Bonds by
reason of contemplated residences which will be constructed upon fills

line lying East of Sand Key will materially assist and benefit the overall
economy of the City of Clearwater and its citizens, and there being more
than, a mile and one-'half of open water lying East of the above said bulkhead
line and the mainland of Clearwater municipal limits;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER IN SESSION
DULY AND REGULARLY ASSEMBLED, AS FOLLOWS:
1. That the Trustees of the Internal Improvement Fund be, and
they are hereby requested to confirm and approve the recommendations
and permits issued to each of the fallowing applicants by the Pinellas County
Water & Navigation Control Authority more particularly described as
follows:

of all lands lying on Sand Key, were approved by the Pinellas County Water
& Navigation Control Authority when applications therefor were duly
presented for consideration, and no citizen of the City of Clearwater has
objected to any of said dredge and fill applications or any of the purchase
applications to date hereof and none is anticipated; and
WHEREAS, the development of submerged lands within the bulkhead
