WHEREAS, -the citizens of the City of Clearwater are
in dire need for improvements to Myrtle Avenue, which im-
provements include street paving and drainage; and,
WHEREAS, the State Road Department of Florida and
the County of Pinellas and the City of Clearwater have en-
tered into a mutual undertaking for the construction and
financing of said improvements; and,
MiEREAS, the bids have been let for contract to
install said improvements and all that remains to be done
is to deposit the total amount of proceeds to defray the.
costs of construction in order that the low bid be accepted
and contract be executed for the completion thereof; and,
WHEREAS, the County of Pinellas has agreed to pay
$600,000.00 towards the cost of said improvements, has for-
warded the sum of $100,000.00 to the State Road Department
but does not have sufficient credit or funds to borrow the
balance of its commitment, to-wit, $500,000,00; and,
WHEREAS, the City of Clearwater and the State Road
Department of Florida have each deposited the sum of
$1601320.70 representing their respective sharesfor finan-
cing of said improvements; and,
_ 1,41EREAS, the City of Clearwater in order to obtain
the improvements without further delay, has agreed to loan
the sum of $500,000.00 to the County of Pinellas in order
that the County of Pinellas forward the further sum of
$5001000.00 to the State Road Department, same to be repaid
out of the County's portion of the seventh cent gas tax over
a period of five (5) years or from the proceeds which will be
derived by the County when the Bayway bonds are sold, which-
ever event occurs first; and,
1,MEREAS, after extended negotiations the City has agreed
to loan said sum of $500,000.00 without interest to the County
in reliance upon the premises;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMAISSION
OF THE CITY OF CLEAM[ATER, FLORIDA, IN SESSION DULY AND REGU-
LARLY ASSEMMED
1. That the City of Clearwater, by'virtue of Section
7 of the Charter of the City of Clearwater, Chapter 30659 of
Special Acts of Florida, 1555, has the power to borrow money,
and it is deemed essential to obtain by loans from local bank-
ing institutions the proceeds to complete Myrtle Avenue.
