WHEREAS, the Civil Service Hoard of the City of Clear-
water did recommend the adoption of the Pay Plans submitted
to said Board by the City on September 29, 1959; and,
WHEREAS, said Board found said Plans reasonable and
proper; and,
WHEREAS, the City of Clearwater does now desire and
intend to put in operation "The Pay Plan of the City of
Clearwater, July 4, 1959", as well as simultaneously here-

pay under the plan on the anniversary date of their em-

WHEREAS, the Civil Service Law of the City of Clearwater
places authority and responsibility upon the Civil Service Board
of said City to prepare and revise with the approval of the Ap-
pointing Authorities'of the City, classification and pay plans af-
fecting classified City employes of said City; and,
WHEREAS, said Act also vests the Civil Service Board with
authority and responsibility upon request and recommendation of the
Appointing Authorities of the City to approve qualified personnel
for the positions set out in such classification and pay plan; and,
WHEREAS, for certain City employes the City Commission of said
City is the Appointing Authority and for the remainder of such employes
the City Manager of said City is the Appointing Authority; and,
WHEREAS, the City Commission and the Civil Service Board have
met from time to time for the purpose of eliminating any and all in-
equities which may have existed on account of previous pay plans which
set individual salaries of classified employes and class titles by
organizations; and,,
WHEREAS, after considered study the Civil Service Board has re-
viewed and approved the attached pay plan relating to individual sal-
aries of classified employes and class titles by organizations, ef-
fective July 4, 1959, and retroactive for the affected employes to said
date, and finds the same to be right and proper; and,
WHEREAS, the Civil Service Board has also reviewed in detail the
step increases for individual salaries of classified employes and class
titles by organizations, effective October 9, 1959, but payable October
2S, 1959, and finds the same to be ,justified; and,
WHEREAS, it is also the purpose of the Civil.Service Board to
recommend and declare additional procedure by which individual employes
covered under the October 9, 1959 plan shall receive increased pay un•-

promotions, whichever is the later.
3. All other pay plans, schedules, rules, regulations or other
provisions inconsistent with the aforesaid pay plan are hereby recom-
mended for repeal by the appointing aut orities.
