The properties facing and abutting these improve- ments are deemed to derive special benefits therefrom. WHE,&AS, under the provisions of Section 123 and other per- tinent provisions of the City Charter, after said improvements shall have been completed, the City Commission shall assess the cost thereof against the properties facing and abutting and re- ceiving benefits from said improvements so made; and, IlMtEAS, certain parcels of real estate facing and abut- ting and in the vicinity of said improvements have been benefitted thereby and the pro-rata cost thereof shall be assessed against such property; NOW, THEREFOAE, BE IT aESOLVED BY THE CITY COM'IISSION OF THE CITY 02 CLEAAWATEd, FLORIDA,' in session duly and regularly assembled as follows: 1.
