WHEREAS, the health, safety and general welfare of the general
public requires that action be takers to provide a plan for the extension

order that traffic can be safely and efficiently moved thereon: and,
WHEREAS the Planning Board of the City of Clearwater Florida
has prepared and submitted to the City Commission of the City of Clear-
